SCOPE OF WORK
Removal and Replacement of YD-249, 1.5” Boom (luffing) Wire and Boom Wire Sheave
The contractor shall remove the existing Boom (luffing) wire rope from crane known as YD-249 and replace with a new wire rope, provided as Government Furnished Material. All work shall be done at the Submarine base New London, lower base waterfront in Groton CT.
Prior to removing the existing wire rope, the contractor shall submit a plan identifying how they will place the removed wire rope in a safe condition, how much space is required for storing the wire rope and identify the precautions that will be taken to protect critical components of the crane boom. The contractor is responsible for removal and disposal of the wire rope as well as clean-up of any material or grease resulting from the contracted function by the contract completion date.
The contractor shall perform the following:
Unpin and remove the existing boom wire rope socket from the dead-end point that is located on the crow's nest structure. When the wire rope is removed in its entirety, the disconnected wire rope must be placed in a safe condition on site. The wire rope cannot stay on the YD after removal due to space constraints and safety concerns.
The plan (including the estimated time and required, laydown space) for placing the wire rope in a safe condition shall be submitted to the government for approval, to assure that the wire rope will not impact any other adjacent work on site at New London lower base. The government shall provide a crane operator to support required winch operation of the YD. The contractor is responsible for any cutting of the existing wire rope to facilitate removal and disposal of the existing wire rope.
Before re-instillation of new luffing wire rope, sheave #3, as confirmed by Government must be replaced. The sheave is located on the ladder access side of the crow’s nest and is the third from the left. (See attached photo) Sheave replacement:
Develop a plan and submit in writing to the KO for review by appointed Subject Mater Expert (SME) to relieve all other loads to crow's nest sheaves (Whip, Aux and Main hoists).
Remove and dispose of the Government identified sheave to be replaced (unserviceable). The government shall provide a crane operator and crane to support sheave work as necessary.
Contractor will re-install government furnished sheave and barring assembly. Contractor shall provide 24 hours' notice of completion for Government SME inspection and documentation per P-307 requirements.
Install new wire rope:
New poured socket (speltered) will be required, on the new wire rope in accordance with Naval Ships Technical Manual (NSTM) S9086-UU-STM-010 Ch. 613.
613-1.11.3 POURED RESIN SOCKET. Two resin products, Wirelock and Socketfast , have been approved for use as an alternative to poured zinc for use on wire rope end fittings using spelter sockets. Poured resin sock-ets can be used for all wire rope connections where the rope end fitting is required to have a strength of 100 per-cent of the minimum breaking strength of the rope, except for STREAM highlines (see NOTE in paragraph 613–1.11.2) (deviation from specified products require additional Navy Crane Center (NCC) approval) Test the new wire rope end connections to 200% of the wire ropes capacity, this must be performed on a pull test machine and documented per the NAVFAC P-307. The wire should be reverse wound on the spool to support re-installation on the YD (poured socket in). Government inspection personnel shall inspect the wire rope and end connections before or during the wire rope installation. The contractor shall provide 2 days' notice prior to installation to allow for Government inspection. Following wire rope inspection by Gov. SME the contractor shall lube the wire rope utilizing “Vitalife 400” wire rope lubricant. When lubrication is conducted, is at the determination of the contractor but must be performed after the inspection by the government SME as identified and designated per the NAVFAC P-307.
Install the new (government furnished) boom luffing wire rope utilizing proper reaving configuration. The government shall provide a crane operator as necessary to support this task.
Government shall exercise the new wire rope increasing load incrementally up to but not exceeding 125% (+0 / - 5%) of crane certified capacity to ensure proper stacking on the boom wire winch drum. The government shall provide test weights/rigging gear (See GFE) and a crane load test team to support this task. The SME teamed with
Contracting Office Representative (COR) shall provide approving notification upon successful completion of an operational test and inspection. Work shall not be accepted by the government until satisfactory completion of the acceptance criteria included in this document and IAW NAVFAC P-307.

BASIS FOR AWARD
Offerors will be evaluated using the commercial procedures as prescribed in FAR Part
12. The solicitation will utilize the following evaluation factors: Price, Corporate Experience and Past Performance. The offeror’s proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation.
The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), offers the lowest-priced, technically-acceptable proposal, price and other evaluation factors considered.
1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest priced, technically acceptable offer.
2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)).
The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The Low-Price, Technically-Acceptable (LPTA) process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
4. An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.

(2) To the extent the Contractor can demonstrate that the Contractor has sufficient monies, other than Federal appropriated funds, the Government will assume that these other monies were spent for any influencing activities that would be unallowable if paid for with Federal appropriated funds.
(c) Exceptions. The prohibition in paragraph (b) of this clause does not apply under the following conditions:
(1) Agency and legislative liaison by Contractor employees.
(i) Payment of reasonable compensation made to an officer or employee of the Contractor if the payment is for agency and legislative liaison activities not directly related to this contract. (2) Professional and technical services. (ii) Any reasonable payment to a person, other than an officer or employee of a person requesting or receiving a covered Federal action or an extension, continuation, renewal, amendment, or modification of a covered Federal action if the payment is for professional or technical services rendered directly in the preparation, submission, or negotiation of any bid, proposal, or application for that Federal action or for meeting requirements imposed by or pursuant to law as a condition for receiving that Federal action. Persons other than officers or employees of a person requesting or receiving a covered Federal action include consultants and trade associations.
(iii) As used in paragraph (c)(2) of this clause, ``professional and technical services'' are limited to advice and analysis directly applying any professional or technical discipline (for examples, see FAR 3.803(a)(2)(iii)).

(e) Penalties. (1) Any person who makes an expenditure prohibited under paragraph (b) of this clause or who fails to file or amend the disclosure to be filed or amended by paragraph (d) of this clause shall be subject to civil penalties as provided for by 31 U.S.C.1352. An imposition of a civil penalty does not prevent the Government from seeking any other remedy that may be applicable.
(2) Contractors may rely without liability on the representation made by their subcontractors in the certification and disclosure form.
(f) Cost allowability. Nothing in this clause makes allowable or reasonable any costs which would otherwise be unallowable or unreasonable. Conversely, costs made specifically unallowable by the requirements in this clause will not be made allowable under any other provision.
(g) Subcontracts.
(1) The Contractor shall obtain a declaration, including the certification and disclosure in paragraphs (c) and (d) of the provision at FAR 52.203-11, Certification and Disclosure Regarding Payments to Influence Certain Federal Transactions, from each person requesting or receiving a subcontract under this contract that exceeds the threshold specified in FAR 3.808 on the date of subcontract award.
