ARCHITECTURAL DESIGN AND ENGINEERING SERVICES FOR BILLETING AND

COMMUNITY SUPPORT FACILITIES WITHIN THE EASTERN NORTH CAROLINA

AREA.

AMENDMENT 0002

The purpose of this amendment is to provide:

1. Responses to Pre-Proposal Inquiries (PPI’s)

2. The proposal due date of 06 June 2022 at 2:00 PM EST remains unchanged

1. Responses to PPIs:

Please clarify that we are not to show Section F projects for sub-consultants?

RESPONSE:

Please refer to the “SOURCES SOUGHT – PROJECT INFORMATION FORM”.

It is acceptable to list a completed project performed in role of sub-consultant, if you indicate in Block 8 on the form that you were a sub-contractor (sub-consultant) on the project.

For letter d under Criterion 1 -Specialized Experience, does a facility planning study project have to be construction complete? In a lot of cases, these projects are just studies and construction never happens.

RESPONSE:

No. Facility planning is a type of service that may be required under the contract, and it is a type of work listed under Criterion 1- Specialized Experience (SF330, Part I, Section F).

However, please note that on the “SOURCES SOUGHT – PROJECT INFORMATION FORM”, Block 6, offerors are required to indicate if the type of work was for New Construction, Repair and Renovation.

For Section E Resumes, do projects have to be construction complete?

No.

The solicitation document states the following under Criterion 1 - Specialized Experience: "To be considered, contracted services must have been completed within the five (5) years immediately preceding the date of issuance of this Synopsis. The offeror must clearly state the project completion date or, if design-build, the Design Completion Date, or the project will not be considered." In the Government's response to Question #3 issued with Amendment #1, the Government states, "No, projects are not considered complete until construction is complete." It appears that there is a potential conflict in determining if a "project" submitted under Section F will or will not be considered under the Government's evaluation. Is it correct that if the contracted services submitted in a project description in Section F for A-E services are completed within the five (5) years immediately preceding the date of issuance of this Synopsis, the Government will consider it in evaluation, even if the actual construction is not complete?

RESPONSE:

Yes, a project will be considered complete, and will be considered if the services performing the type of work listed under Criterion 1- Specialized Experience (SF330, Part I, Section F) have been completed & accepted by the government.

Amendment 01 stated that "Projects are not considered complete until construction is complete." However in the revised synopsis under Selection Criteria, Criterion 1, Submission Requirements it states "To be considered, contracted services must have been completed within the five (5) years immediately preceding the date of issuance of this Synopsis." Please clarify.

Often A-E contracted services are completed once the design is complete and submitted to the Gov't. Often we are not involved in the construction and are not aware of construction completion dates. Would a project in this situation be considered complete as of design completion date?

Yes, a project will be considered complete, and will be considered if the services performing the type of work listed under Criterion 1- Specialized Experience (SF330, Part I, Section F) have been completed & accepted by the government.

CORRECTION TO RESPONSE TO QUESTION #3 IN AMENDMENT 01:

Are projects considered complete if design is complete?

RESPONSE:

No, projects are considered complete until construction is complete.

Please refer to the “SOURCES SOUGHT – PROJECT INFORMATION FORM”.

REVISED RESPONSE:

Yes. Projects are considered complete when the services (for a type of work listed under Criterion 1- Specialized Experience) are completed. The detailed construction under Block 10 of the “SOURCES SOUGHT – PROJECT INFORMATION FORM” should indicate if the project is under construction and if and when the project was completed.
