Section Paragraph
1 6 00 21 13 1.2 General
Overview of Contract
4 The government states "The Government contemplates that one contract will be awarded for this solicitation." Can the government please clarify if there is a opportunity for multiple awardees on this contract or is the government committed to only award one contract for the entire IDIQ?
Refer to 01 11 00 Summary of Work, Part 1 General, 1.2.1 Project Description - The Government contemplates one contract award with six administration offices resulting from this solicitation."
The Contract will be awarded as stated.
2 7 2 1 It is our understanding that basis of award shall be determined solely from pricing for base year and options. The roofing material market is very volatile and increasing monthly. For bidding purposes, are contractors to predict future increases for bid options (year 2,3,4,5), or are contractors to bid current pricing and government be prepared to make adjustments later via contract mods, etc?
In accordance with 52.222-30 Construction Wage Rate Requirements-- Price Adjustment under Clauses Incorporated by Reference, no future adjustments in contract price(s) are to be made. All bids shall include pricing for the base year and all option years as per the
IFB.
3 7 2 1 Due to the volatile material market, can government include FAR 16.203 'Economic Price Adjustment Clasue' into this contract?
This would be the only accurate way to receive competitive bids.
No, bid per IFB.
4 7 2 1 Due to the large amount of line items per option to provide pricing for, will government condsider granting an extension to the 8/16 bid date to ensure contractors have an adequate amount of time to firmly and accurately price out each item?
No, bid per IFB.
5 Attach ment B
A020 A020AA "Non pre-priced work (including material at contractor's bare cost also includes special equipment rental at contractor's bare cost)($150,000 shall remain as bid price)" - Can government further clarify what this means? Is this a $150,000 allowance for rental equipment needed by contractor to perform each line tiem unit cost?
The purpose of this line item is for work not included or covered by pre-priced items which includes the associated cost defined in Attachement B - "Description Of Contract Requirements" - "Scope Of Work"
6 Attach ment B
Is contractor to include mobilization costs for each individual line item?
Refer to Attachement B - "Description Of Contract Requirements" - "Scope Of Work" for clarification on what should be inclusive for each line item.
7 Attach ment B
A020 Can government further identify the intenstion and meaning of " Non pre-priced work, labor, and command interest work? Is this for contractor to take immediate action in the event of an emergency?
Refer to Attachement B - "Description Of Contract Requirements" - "Statement Of Work For Line Items" Column for 020AA, 020AB, and 020AC for further clarification of 020 - "Non Pre-Pried work, Labor, and Command Interest Work"
8 44 52.228-1 C Section 52.228-1 states that the Bid Guarantee shall be 20% of the bid price or $3M, whichever is less however the government has not released a Seed Project for this solicitation.
Is the Bid Guarantee 20% of the minimum 5,000 or of some other value?
Bid per clause 52.228-1 using the total bid price amount for the base year and all option years.

Environmental Controls
3.3.1, 3.3.2 With regard to 3.3 Protection of Cultural Resources, these sections refer to drawings that depict existing archaeological and historical resources. However, no drawings were provided in the bid package. Can those be sent for review to aid in providing the correct scope and cost estimates?
Any applicable drawings will be provided after award to the awardee.
10 7 2. Basis of Award
1 Given the current climate of prices, the difficulty in this market is to gauge the actual price of building materials, shipping, and the cost of labor. Are the prices for line items we are proposing considered fixed (similar to the GSA schedule), or will they be used as the basis for an award?
Yes, prices for line items are Firm Fixed- Price.
11 N/A General Question
N/A Will Subcontractor experience be evaluated and considered?
Refer to the General Requirements, bid per
IFB.
12 N/A General Question
N/A How often will work orders be provided at the task order level? Is there an expectation of 3-5 per month?
Task orders will be issued as required in accordance with the terms of the contract.
13 N/A General Question/
IDIQ
N/A Will there only be one IDIQ awardee? Yes, the Contract will be awarded as stated.
Refer to 01 11 00 Summary of Work, Part 1 General, 1.2.1 Project Description - The Government contemplates one contract award with six administration offices resulting from this solicitation."
14 N/A General Question/ Due Date
N/A Considering the number of questions asked and when answers are provided, would the Government consider extending this opportunity to ensure that offerors have time to submit a compliant offer?
No, bid per IFB.
15 N/A General Question
N/A Can the government confirm that there are no font, spacing or page number requirements for any of the contractor-created attachments in the bid package?
Confirmed, bid per IFB.
