About this file
This document provides details for a federal contract solicitation seeking multi-discipline architect-engineer services to support large waterfront projects in the Hampton Roads area of Virginia. Firms are sought to provide comprehensive design services including planning, design, construction support, and engineering for waterfront structures, buildings, and utilities. Projects will typically range from $50 million to $300 million and involve structures such as piers, wharves, dry docks, and bulkheads. Services include planning studies, design, cost estimating, permitting assistance, and workshop facilitation. Responses are due by June 29, 2021 with award anticipated in December 2021. The five-year IDIQ contract has a maximum value of $95 million. Firms will be evaluated on specialized experience, staff qualifications, past performance, quality control, management approach, location, small business participation, and previous government work volume. Responses should follow the Standard Form 330 format and page limits, provide project examples within the past seven years, and include a draft small business subcontracting plan where applicable.

2. Provide Changes to Criteria 1 - Specialized Experience. Changes are in RED FONT AND BOLD.
Criterion 1 —Specialized Experience (SF 330, Part I, Section F):
Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in:
1. Waterfront structural design utilizing relevant criteria, including, but not limited to, UFC 4- 152-01, 4-152-07, 4-159-
03, 4-213-10, and MILSTD 1625D;
2. Conducting on-site design development workshops and functional analysis;
3. Demonstrated ability to design to project budget and schedule;
4. Experience preparing design-bid-build RFP packages;
5. Experience preparing design-build RFP packages; and
6. Designing projects that demonstrate experience with Virginia codes, laws and permitting procedures.
Firms may be considered more favorably by demonstrating the following:
1. Experience on multiple waterfront facility types including: piers; wharves; quay walls; dry docks; bulkheads; or other water-retaining structures, specifically designed to accommodate surface and sub-surface vessel maintenance and berthing.
mailto:michelle.a.corsino@navy.mil mailto:michelle.a.corsino@navy.mil
2. Demonstrated design at Navy facilities within the eastern coast of the United States (Maine to Florida).
3. Demonstrated experience specific to Navy facility projects, demonstrating capability of A-E firm and individual design team members (A-E staff, key personnel, sub-consultants) to work within the Navy project planning process including:
a. DD 1391 development in the Navy’s Electronic Procurement Generator (EPG),
b. DD 1391 validation procedures including cost validation.
c. Demonstrated experience using the MII cost estimating software.
NOTE: Project examples with only inspection and condition assessment effort and associated report, do NOT demonstrate specialized experience and will NOT be considered services similar to those anticipated under this contract. Required item 2: Only projects demonstrating charrette or Functional Analysis Concept Design (FACD) workshop effort with varied stakeholder groups with multiple concept presentations will be considered services similar to those anticipated under this contract. Required item 5: Clearly define the professional service role in relationship to the owner. Specifically for Design- Build projects, whether sub- contractor for Prime construction contractor or Prime on Design-Build in role of Designer of Record (DOR) or if Design-Build Preparer. Only experience where firm prepares the design-build RFP package will be considered services similar to those anticipated under this contract for required item 5.

Firms are NOT required to be shipped via U.S. Postal Service. Firms are encouraged to use private/third-party couriers (FedEx, UPS)
5 05/24/2021
The Solicitation states:
“Specifically for Design- Build projects, whether sub-contractor for Prime construction contractor or Prime on Design-Build in role of Designer of Record (DOR) or if Design-Build Preparer. Only experience where firm prepares the design-build RFP package will be considered services similar to those anticipated under this contract for required item 5.” For required Item #5 under Criterion #1, would NAVFAC please reconsider this requirement to also allow experience as DOR subcontractor (AE#2) under a Prime Design-Build Contractor as equivalent experience to ‘preparing the design-build RFP package’ as AE#1 for the following two reasons: 1) Many large waterfront projects with scope elements directly related to those in the solicitation have been completed for NAVFAC using the Design-Build delivery method. These
AE will receive credit for actual work performed.
- If AE is Designer of Record for a full design, they will receive credit for performing a full design.
- If AE is Designer of Record for a Prime Construction Contractor on the Design-Build contract, the project experience is representative of full design or elements of full design, not Design Build RFP preparation.
- If AE is author of a Design Build RFP package, they will receive credit for being an author of a Design Build RFP package.
Experience as Designer of Record for a full design is NOT interchangible with experience as the author of a Design Build RFP package.
projects bring direct and relevant design expertise. 2) If an AE firm is sub under a Prime contractor for a NAVFAC Design-Build effort, the AE firm still serves as the Designer of Record, bringing stronger engineering design skills than a DB RFP. As currently stated, we feel that this requirement may limit Industry competition on recent and relevant specialized experience.
Additional experience at ‘preparing design-build RFP packages’ for NAVFAC could be demonstrated and scored in an Intro to Section F or in Section H of the SF 330.
6 05/24/2021
The Solicitation states:
“Provide up to a maximum of eight (8) projects completed (project completion to be defined below) within the past seven
(7) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above.”
Would NAVFAC please consider extending the competition to the past 10 years for the following reasons:
1) A 10-year past performance period will provide Industry more opportunity to showcase relevant projects that are of higher construction costs.
2) Large waterfront projects similar to those anticipated under this contract are relatively infrequent due to
No change to either completion period.
high capital cost investments. A 10-year window also allows NAVFAC the opportunity to evaluate more relative projects.
3.) Section E resume requirements permit inclusion of individual experiences within the past 10 years so that firms can show their key personnel experience on the Section F projects
7 05/25/2021
The Solicitation states under Criterion 1, Specialized Experience, that firms are more favorably evaluated for the following: “2.
Demonstrated design at Navy facilities within the primary geographic area of the contract.” We feel that this requirement strongly favors the incumbent of this contract, since only a single firm has held this contract for more than a decade.
Extending this evaluation criteria to include experience at Navy facilities worldwide can demonstrate expertise to successfully deliver task orders needed for this requirement. Firms have the opportunity in Criterion 6, Firm Location to demonstrate local support needed to serve this AOR.
Change Criteria 1 - Specialized Experience, Favorable Projects item 2 to : "2. Demonstrated design at Navy facilities within the the eastern coast of the United States (Maine to Florida)."
8 05/24/2021
The Solicitation states:
“Evaluation criteria (1) through (4) are considered most important and are equal among themselves;
criteria (5) through (7) are of slightly less importance and are equal among themselves.” Considering this solicitation is focused on a specialty branch of engineering, waterfront, No change to “Evaluation criteria (1) through (4) are considered most important and are equal among themselves;

which has a limited pool of candidate professionals to begin with, as well as the relative size of NAVFAC’s recent waterfront engineering acquisition actions, we respectfully request that Criterion 5, Program Management and Capacity, also be considered as most important and equal alongside Criteria (1) through (4)

The Solicitation further states: “The attached Small Business Subcontracting Plan template (Attachment

Firms shall submit their “draft” Small Business Subcontracting Plans utilizing this template, and ONLY this template.”
Could NAVFAC please post Attachments A and B to the Solicitation?

11 05/24/2021
The Solicitation States:
”Maximum of 5 pages (one-sided) for Criterion 4 response.”
To address all of the required elements of Criterion 4, Quality Control Program, we request that NAVFAC modify the page limit from five (5) pages to six (6) pages.
The page limit for Criterion 4 remains five (5) one-sided pages.

Should the CPARS and/or PPQs be included as an appendix to Part I of the SF 330? Or in Section F with each project? Or in the body of Section H?
All information submitted in response to Criterion 3 - Past Performance should be included in Part I, Section H.
15 05/24/2021
In the selection Criteria, Criteria 1- Specialized Experience, the criteria provides for a more favorable rating to Navy waterfront projects in the primary contract AOR of Virginia, subsequently limiting competition to those firms that were the prime consultants working through the current and previous contracts. Will the Navy consider a project performed as a significant key subconsultant by the proposing firm to be considered as favorably as a project completed in a prime role?
AE will receive credit for actual work performed. The area for favorable consideration has been expanded to include the eastern coast of the United States (Maine to Florida).
16 05/24/2021 The solicitation is written to allow only those firms with

Navy experience in Virginia to receive the most favorable ratings of their experience, limiting the ability of qualified waterfront firms with Navy experience to achieve the most favorable rating. Since firm location is already a separate criterion in the solicitation and since most DoD projects need to comply with UFCs that are standards to promote consistency in design within the DoD, will Navy waterfront projects in other

locations be considered and also be favorably and equally rated in the evaluation of specialized experience?
expanded to include the eastern coast of the United States (Maine to Florida).
17 05/24/2021
Since the primary jurisdiction noted in the solicitation is Hampton Roads AOR, will proof of registration from Virginia only satisfy the requirement for AE firm registration?
There is no requirement for AE firm registration within Hampton Roads. The Designer of Record is required to be licensed in the state that the work is performed.
18 05/24/2021
Demonstrated experience for Key personnel is 10 years, and project experience is 7 years. Since Criteria 1 and 2 are of equal importance, would the Navy consider expanding project experience to 10 years to allow us to show consistency and maximize connectivity among our professional qualifications (resumes) and specialized experience (projects)?
No change to either completion period.

requests that NAVFAC provide a minimum of 10 working days after response to submitted RFIs to submit the proposal.
