Procurement Strategy Project Budget DFARS 236.204 Magnitude of Construction: Between $25M and $100M Overall Contract Duration Approx 3 years (minimum) Request for Proposals (Single Solicitation Package) Best Value - Tradeoffs Proposal Evaluation Price: Price will be evaluated equally to non-price factors Non-Price Factors:
Corporate Experience (minimum of one to maximum of 5 relevant projects) Safety (DART and TRC rates going back 5 years and written safety narrative) Small Business (proposed plan to utilize small businesses as a part of this contract) Management Approach and Schedule (Technical Narrative and Baseline Schedule) Past Performance (CPARS, PPQs, etc.)
Best Value – Tradeoffs FAR 15.1 Competitive acquisitions – proposals will be evaluated in an impartial and comprehensive manner, ultimately leading to the selection of the proposal that represents the best value to the Government.
Best value - the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
FAR 15.101-1 – Tradeoff process Used when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror.
All evaluation factors that will affect contract award and their relative importance shall be clearly stated in the solicitation.
The solicitation shall state whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price.
Past performance will be evaluated in accordance with FAR 15.305.
Draft Non-Price Factor – Corporate Experience
RELEVANT PROJECT EXPERIENCE
Submit a minimum of one (1) to a maximum of five (5) construction projects completed in the past ten (10) years that best demonstrates your experience on Water Treatment Plant (WTP) projects that are similar in size, scope, and complexity. For the purposes of this evaluation, a relevant project is further defined as:
Size: Similar Size: Projects demonstrating new construction, retrofit, or expansion of Water Treatment Plants (WTP) or Wastewater Treatment Plants (WWTP) with a total construction value of $10,000,000 or greater.
Scope: Projects demonstrating new construction, retrofit or expansion of one (1) or more water treatment facilities with a rated design capacity of 2.0 million gallons per day (mgd) or larger.
Complexity: Projects demonstrating experience furnishing, installing, and commissioning programmable logic controller (PLC) based water or wastewater treatment plant supervisory control and data acquisition (SCADA) systems.
NAVFAC Draft Non-Price Factors – Corporate Experience - Continued Additionally, offerors that clearly demonstrate the following experience, in addition to meeting the Size and Scope as defined above, by means of providing sufficient evidence may be considered more favorably than those that do not:
WTP projects that have a rated finished water design capacity greater than 4.0 million gallons per day (MGD).
Projects that employ membrane filtration technology. For the purposes of this solicitation, membrane filtration is defined as a pressure- or vacuum-driven separation process in which particulate matter larger than 1 micron is rejected by an engineered barrier.
Construction of a Restricted Crossing U-Turn (RCUT) intersection.
Construction/installation of medium-voltage electrical distribution systems.
Construction/installation of marine outfalls.
Integrating PLC based SCADA systems with existing infrastructure.
