Solicitation N40085-21-Q-0179 Landscaping and Vegetation Services (GSRA)

This amendment should be acknowledged when your proposal is submitted. Failure to acknowledge may constitute grounds for rejection of your proposal.

1. Question: What is the best way to contact you? The phone #s and extensions go to voicemails that have not been setup.

Answer: All points of contact in the posting must be reached by email.

2. Question: The solicitation states that there will be no site visit arranged. What are the opportunities to view the work area?

Answer: There will be no site visit for this requirement conducted by the government. However, Google Maps can be used at the street view to look at the vegetation that needs to be mulched. The user must take into account of the imagery date when using this tool. In addition, the roads around the Greater Sandy Run Area are public and can be used to observe the fence line and determine the equipment and the labor effort needed to do the work. Please keep in mind that the public is not authorized to be on government property.

3. Question: Are there pictures or descriptions of the thickness and size of the brush and trees in the area to be cleared? If so, how do we access them?

Answer: No photographs. The vegetation varies from grass to weeds, brush, heavy vegetation, small diameter trees to 18" diameter trees.

4. When was the last time this effort was completed? When was the brush last cleared to the level requested in the solicitation?

Answer: Some areas were cleared in 2017. In some areas, this will be the first time to be cleared.

5. Question: Is there currently similar work (contract) ongoing at this location? If so, what is the solicitation/award #?

Answer: No, there is no similar work ongoing.

6. Question: Is there a size less than or equal too when pertaining the size of vegetation required to be mulched? Example: All vegetation less than 6” at BDH (breast diameter height)?

Answer: No, all vegetation is to be mulched to the surface of the earth according to J-1503050-05 GSRA Perimeter Fence Line Vegetation Maintenance SOW, and Drawing #1 and Drawing #2.

7. Question: Are areas that are mostly grass and weeds allowed to be cut down with a bush hog type mower?

Answer: Yes, as long as future maintenance can be accomplished with finish deck mowers.

8. Question: Are horizontal and diagonal fence members included in the number of fence posts to be replaced? This would be on repairs at fence corner locations.

Answer: Yes.

9. Does vegetation growing in the fence require cutting and removal from the fence?

Answer: Yes. See J-1503050-05 GSRA Perimeter Fence Line Vegetation Maintenance SOW, Detailed requirements and specifications #2.

10. Question: Can the vegetation growing in the fence be left in the fence if it is treated with herbicide?

Answer: No, all vegetation must be cut and remover per the statement of work

11. Question: Areas along Haws Run Rd. and Padgett Rd. that are maintained by North Carolina DOT required to be mulched?

Answer: : The contractor is responsible for mulching 30 feet from the fence on the inboard side of the Base and 20 feet on the outside of the fence. DOT maintenance may or may not be within the 20 feet that the contractor is responsible for.

12. Question: Are there periods where the area will be closed to work?

Answer: The contractor can work during the hours the Base is open for business. There will be no lost time due to training as no Ranges are in conflict with the fence line.

13. Question: If the work goes on for an extended period is partial payment available if work completed has been done in an acceptable manner?

Answer: If the Government representative inspecting the work verifies completed work and approval is issued by the Contracting Officer, partial payment maybe rendered.

14. Question: Is the majority of fence repairs located at the Camp Davis area along the side of HWY 50?

Answer: No, most of the fence repair will be along Dawson Cabin Road and High Hill Road.

15. Question: Will there be a pre award show me trip?

Answer: No, there will be no site visit for this requirement conducted by the government

16. Question: The solicitation states no site visit will be arranged. What are the opportunities and requirements to visit and view the work site prior to proposal submission? If we are not permitted to visit the work site, please see questions a-d below.

a. Are there descriptions or pictures of the thickness and size of brush and trees to be cleared?

ANSWER: No photographs. The vegetation varies from grass to weeds, brush, heavy vegetation, small diameter trees to 18" diameter trees.

b. What is the estimated amount of Fence Post Repairs to be made? ANSWER for b. i, ii & iii: See J-1503050-05 GSRA Perimeter Fence Line Vegetation Maintenance SOW, Detailed requirements and specifications #5.

i. What is the fence post material? Based upon the imagery available it appears to be a mixture of fence types and heights (steel, t-post, wood)

ii. What are the specifications for the fence Posts?

iii. What are the specifications for fence post installation?

c. Is there a listing of known obstacles/impediments in the mulching area? ANSWER: No.

17. Are there mature trees in the area to be mulched? Mature tree being greater than 5” in diameter?

Answer: Yes

18. Question: Does any of the mulched material, trimmed trees, or trees need to be removed from the area?

Answer: See J-1503050-05 GSRA Perimeter Fence Line Vegetation Maintenance SOW, Detailed requirements and specifications #1 and #6.

a. If there are mature trees to be removed, are they required to be mulched, or are they to be left where they fall and out of the mulching area?

ANSWER: See J-1503050-05 GSRA Perimeter Fence Line Vegetation Maintenance SOW, Detailed requirements and specifications #1 and #6.?

19. Question: Will heavy equipment be required to be removed daily, or will it be able to be stored on the facility?

Answer: The contractor’s equipment can be stored on the jobsite. However, the contractor assumes all risk of theft, vandalism etc.

20. Question: Are the requirements for 2.7.1.3 firm, or per EM385-1-1 p 01.A.17 Exception 2 are the KO and SOH Office willing to consider modifying the SSHO requirements?

Answer: No. Follow the guidance set forth by the EM385 1-1.

21. Question: Will all vines and other growth be required to be removed from within the all fencing or just mowed up to the fence?

Answer: See attachment J-01503050-05 Scope of work for details.

22. Question: Can approved weed control chemicals be use along the fence Line?

Answer: No, chemicals are not to be used. The Herbicide Usage Plan Requirement in Spec Item 3.1, Attachment J- 1503050-04, is not provided and does not apply to this requirement and is therefore removed in its’ entirety from the solicitation per this amendment.

23. Question: Does the fence line have any flooded or extremely wet areas which normal wheeled or track-mulching equipment cannot be used?

Answer: There are no know wet areas or flooding along the fence lines.

24. Question: Only one item number in the package. Item 0001, will a total lump sum total be required on block 11 Schedule as well as a line item total?

Answer: There is only one contract line item and the price should be provide as a total lump sum amount in block 11 schedule.

GSRA FENCE LINE VEGETATION MAINTENANCE

ATTACHMENT: J-1503050-05

SCOPE OF WORK (SOW): The contractor shall provide all material, labor, equipment and supervision required to accomplish the following:

General description: The contractor shall mulch in place all trees, brush, understory, vines and other vegetation on both sides of the security fence in the Greater Sandy Run Area (GSRA). The fence line is approximately 15 miles in length total. See the GSRA Fence Line Vegetation Maintenance Map 2021 for road names and Drawing Number 1 and 2 for vegetation maintenance illustrations. The contractor shall also repair unserviceable parts of the GSRA security fence.

Detailed requirements and specifications:

1. The contractor shall mulch all live or dead trees in place. Tree stumps shall be mulched down to the surface of the earth. Mulch in place, all heavy vegetation, brush, understory, vines, branches, high grass, tall weeds etc. so that future maintenance can take place using finish deck mowers.

Trees and vegetation that is reduced to mulch can be left in place but not in piles or windrows.

Evenly distribute or spread out the mulch on the ground in the vicinity the material was cut. All vegetation residing in drainage ditches shall be mulched in place. Water shall be able to flow properly through the drainage ditches and culverts without being obstructed.

2. The contractor shall mulch vegetation from approximately 15 miles of GSRA fence line, thirty feet (30’) on the inside of the fence line or to the Perimeter Road and twenty feet (20’) on the outside of the fence line. Use chainsaw, shears or some other tool/equipment method to remove trees tangled in the fence so as not to destroy the fence. Existing fence destroyed by the contractor during this work shall be replaced by the contractor and at the contractor’s expense. See Drawing Number 1 for vegetation maintenance illustration on government property.

3. The contractor shall mulch the government sides of the security fence line only. The contractor shall only mulch vegetation on government owned property. The contractor shall not mulch any vegetation on private or residential property. See Drawing Number 2 for vegetation maintenance illustration on government/private property.

4. The contractor shall repair unserviceable welded wire fabric fence (up to 2,500 feet) with the same kind of welded wire fabric fence material (and fasteners) that’s on the existing fence. Patches or attachment points shall be secured properly and tightly so as not to come apart easily.

5. The contractor shall replace any unserviceable fence posts with new fence posts using the same material as the existing fence posts (up to 100 posts). The contractor shall use the same holes to put the new fence posts in if a replacement is necessary. If the contractor needs to dig a new hole, the contractor shall bear the costs of utility location. Utility location is mandatory for any new holes being created for new fence posts.

6. The contractor shall mulch all vegetation to the ground so that future maintenance can be accomplished using finish deck mowing equipment. All live or dead trees, logs, limbs or branches resting on the ground shall be chipped and mulched or removed from the site. Vegetation that is reduced to mulch can be left in place but not in piles or windrows. Evenly distribute or spread out the mulch on the ground in the vicinity the material was cut. Vegetation removed from the site shall be removed in accordance with Special Instructions #1.

7. The contractor shall mulch the vegetation/tall grass and weeds around bollards, buried cable markers, telephone pedestals, utility poles, Range Gates, street sign posts and any other posts that are within the area outlined in Drawing Number 1 and 2.

Special Instructions:

1. Vegetation that cannot be mulched shall be weighed at the Base Sanitary Landfill located on Piney Green Road and delivered to the Recycling Center on Piney Green Road (across from the Landfill). Hours of operation: 7:30 AM – 3:30 PM, Monday through Friday, except holidays.

2. All grounds disturbed by the contractor shall be repaired by filling with clean topsoil, raking, and reseeding with Lawn Mix applied at a rate of 50 pounds/acre. Disturbed areas include but are not limited to ruts, holes, gouges, scrapes, scratches and tire tracks.

3. The contractor shall call “Blackburn”, 451-3064, when the contractor arrives on site at the beginning of the workday and when the contractor leaves the site at the end of the workday. The contractor shall also call Blackburn (upon arrival) if the contractor moves to another location.

4. The measurements given in this SOW are for planning purposes only. The contractor is responsible for taking all measurements prior to submitting a bid for this contract.

5. The contractor shall provide traffic control (i.e. cones, flagman, signs, etc.) sufficient to prevent injury to personnel, damage to property, and allow for safe flow of traffic. Notify the Base Provost Marshall’s Office (PMO), 451-3004/3005, prior to detouring or rerouting traffic.
