Lead Paint Survey FY20 Infrastructure Reset Demo Buildings

Marine Corps Base Camp Lejeune Project # 20-0001

Project Information

The Walker Group Architecture, Inc. was contracted by Camp Lejeune to conduct an lead sampling survey for Buildings/Structures : M120, M151A, M151B, M151C, M151D, M200, M201, M205, M206, M207, M208, M209, M210, M211, M212, M212A, M213, M214, M215, M216, M217, M218, M219, M220, M221, M222, M223, M224, M225, M226, M227, M228, M229, M231, M232, M233, M234, M235, M236, M237, M301, M302, M314, M319, M419, SM156. M110 was contracted for a survey however, the buildings or structures did not contain any suspect materials to sample after site investigation. Building M103 was also contracted for demolition and has previously been inspected for Lead and Asbestos by WGA consultant Precision Environmental. (See appendix B for survey). The building was reassessed by WGA and no additional materials/construction have taken place since the previous inspection. The specified buildings or structures are slated for demolition on board Marine Corps Base Camp Lejeune. The survey was conducted to determine if building components were coated with lead-based paint.

Scope of Services

A. The survey was performed on 04/20/20, 04/21/20, 04/22/20, 04/23/20, 04/26/20, by Christopher B. Walker (NC Accredited Lead Inspector #110239 expires March 31, 2021. Samples were collected from areas defined by the scope of work.

Findings

A. The Walker Group Architecture collected paint chip samples from each surface visibly coated with a different color of paint and delivered them to EMSL Analytical, Inc. (AIHA ELLAP lab code no. 102564) for analysis for lead content by Flame AAS (SW 846 3050B*/7420) in accordance with EPA 3050B/Modified/7000B. OSHA 29 CFR

1926.62 defines any detectable level of lead in paint a concern when renovations/demolitions will impact lead coated surfaces.

B. The detection limit is determined by weight of the sample, which is typically 0.01%.

Building M120

Building Description and Findings (Inspected 08-27-20)

Building M120 is an abandoned office building. The exterior consists of vinyl siding over wood framing and the roof is wood framed. Interior walls are wood with gypsum board and the floor is vct, concrete, and carpet.

Recommendations

A. Any demolition/renovation work in which lead coated surfaces are disturbed must be in compliance with all Federal, State, and Local regulations. All work should be conducted by workers trained in "lead safe practices" as outlined by

OSHA.

B. If additional suspect materials are discovered during demolition/renovation, they should be classified presumed to contain lead-based paint until sampling by a state of North Carolina licensed Lead Inspector personnel and analysis by an Accredited and state of North Carolina licensed laboratory can be performed.
