1.4 Background Information Tidewater is a region of low-lying plains of southeast Virginia and northeastern North Carolina, part of the Atlantic coastal plain in the United States of America. The term tidewater may be correctly applied to all portions of any area, including Virginia, where the water level is affected by the tides (more specifically, where the water level rises when the tide comes in). In the case of Virginia, the Tidewater region includes the land east of the Fall Line, the natural border with the Piedmont Region. It includes Hampton Roads, the rest of the Virginia Peninsula, the Middle Peninsula, the Northern Neck, and the Eastern Shore. Hampton Roads is home to the world's largest naval installation. In 1983, Hampton Roads became the official name for the region unifying the Southside (Norfolk, Virginia Beach, Suffolk, Chesapeake, and Portsmouth) and the Peninsula (Hampton and Newport News). Also included are the counties of Isle of Wight, James City, Surrey, and York. Each of these entities shares one principal bond: their close association to the water and the harbor called Hampton Roads. You cannot live in Hampton Roads without being minutes from a naval installation. The Hampton Roads Area is defined as all Navy/Marine Corps Activities in Virginia south of 38 N latitude and east of Interstate-95 (including bisected cities). Since 1983, Hampton Roads has been recognized by the U.S. Office of Management and Budget as a group of communities having economic and social integration.
Hampton Roads has grown from just over one million residents and the nation’s 34th largest market in 1983 to the country's 28th largest metro area with over 1.4 million people. The Center of Hampton Roads lies about ninety miles southeast of Richmond. To the north are Washington, DC (185 miles), Baltimore (210 miles), and New York City (330 miles).
Norfolk is about eighteen miles from the Atlantic Ocean and is bordered by the Chesapeake Bay and Hampton Roads Harbor. Norfolk serves as the nucleus for the metropolitan area of more than a million people.
1.5 Verification of
Workload and Conditions
Bidders are required to visit the project sites as part of its due diligence to assess the nature of work and conditions under which work is to be performed.
As prescribed in FAR 52.237-1, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
1.6 Climate Patterns Virginia's climate results from global-scale weather patterns that are modified by the diverse landscape of the Commonwealth. In the Hampton Roads Area, the Atlantic Ocean and its "river of warm water", commonly called the Gulf Stream, play a dominate role in differentiating Virginia's precipitation and climate. Winter storms in the vicinity of the east coast generally move northeastward paralleling the coast and the Gulf Stream.
The climate is generally mild and wet but the weather in the region has incredible variables, and it doesn’t take much of a shift for things to change. Normally expected conditions can become radically impacted by sustained forced winds cause by hurricanes. June through November are typically the most active months for hurricanes.
1.7 Navy Approach to
Service Contracting
The Department of Navy (DON) spends over $1 billion in annual obligations to meet global requirements for facility operations and maintenance provided through Facility Support Contracts (FSC) and additional billions to provide other base operations support services (OBOS). The Head of the Contracting Activity (HCA) of the Naval Facilities Engineering Command (NAVFAC) has focused increased attention on re-engineering FSC contracts in response to customer and industry feedback, budget constraints, and the impact of a variety of contracting, program management and financial management regulations.
The Navy also supports the following principles:
1.7.1 Partnering Philosophy The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because partners' success drives the Navy's successful mission completion.
Within the bounds of acquisition policy the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.
1.7.2 Contractor's Knowledge The second principle is that the Navy will receive insightful management from its contractors. This management will include the knowledge, skills, authority, and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives. The Navy's use of performance-based objectives evidences this principle.
Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.
1.7.3 Industry Best Practices The third principle is that the Navy will adopt industry best commercial practices and maintain state-of-the-art service delivery. To that end, the Navy's emphasis will be in evaluating performance objectives (end results).
1.8 Technical Proposal
Certification
The Contractor warrants that its proposal incorporated herein by reference will meet or exceed the performance objectives set forth in this contract.
The Contractor warrants that its proposal incorporated herein by reference including, but not limited to, proposed approaches, staffing, methodology, or work plans, will meet or exceed the performance objectives set forth in this contract during execution thereof. The Contractor is not excused from meeting such performance objectives in the event such proposal proves inadequate as conceived or executed to meet such performance objectives.

3 Recurring Work Technical Specification
The intention of this specification is to provide ongoing maintenance for the two green roofs of buildings A-50 and LP-50 on Norfolk Naval Station Norfolk, VA. The two green roofs were installed by different contractors and the requirements to maintain the two roofs are similar. Both roofs shall be maintained in accordance with the more stringent OEM maintenance requirement.
3.1 Warranted Roofs Each green roof has an extended roof warrantee, due to the installation of a green roof. The Contractor is responsible for performing all green roof maintenance items as required in order to prevent voiding the Original Equipment Manufacturers (OEM) warranty on the roof membrane.

The contractor must contact OEM above and submit their qualifications for acceptance as an OEM approved contractor or apply for the training needed to become a Roofmeadow approved contractor.
3.2.1 Requirements to
maintain OEM warranty
Green roof must be maintained by a service provider accepted by OEM.
Green roof maintenance Contractor must demonstrate compliance with OEM Maintenance Plan.
3.2.2 Watering The plants selected for this project are drought tolerant. Growing conditions for these plants are optimum when they are exposed to episodes of media desiccation. By keeping the surface of the media dry, it will also be easier to minimize the germination of weed seeds. The media is intended to optimize the use of applied rainfall.
Following establishment of the cover, further irrigation is discouraged.
However, in conditions of sustained drought, hand watering may be undertaken at the discretion of the service provider. Frequent watering will be detrimental to the vegetated cover and shall be avoided.
3.2.3 Fertilization Regular fertilization of the green roof is as recommended by OEM. Soil tests shall be conducted each year in the fall in order to assess plant nutritional requirements. Laboratory reports should be copied to the Contracting Officer. Ideal total soluble nitrogen (nitrate plus ammonium) levels, using the saturated paste methodology, for these plantings fall in the range of 1.5 to 5 ppm. Do not fertilize if soil test shows total soluble nitrogen levels exceeding 5 ppm. The nutrient applications shall be made in early spring or fall. Over-fertilization can seriously disturb the green roof.
3.2.4 Gardening Two documented maintenance visits each year are required for compliance with the OEM Maintenance Plan – one during early June and again during late September when conditions are conducive to weed germination and establishment. Thorough weed removal at these times is required.
Patches of bare media shall be covered by distributing cuttings taken from adjacent plants or by separating and transplanting healthy plants. Sedum cuttings should be at least one-inch long and should preferably include some ‘air roots.’ Cuttings will set best in the early spring and late fall, but can be planted at any time except when the temperature is below freezing.
A light dusting of compost may accelerate growth.
Indications of a system upset shall be reported to the Contracting Officer and the OEM within 30 days of the previous maintenance visit. Examples of upsets include: a) large bare spots, b) colonization of the green roof by annual grass, moss or weeds, c) high mortality rates for one or more plant species, d) loss of media to wind scour, or e) perennially moist or spongy areas.
Weeding should be by hand pruning or, as appropriate, hand weeding.
Immature extensive green roofs are particularly vulnerable to colonization by annual grass; especially crabgrass. A pre-emergent crabgrass treatment may be advised. Under no circumstance shall the following proscribed activities be undertaken:
Digging or use of pointed or sharpened tools (i.e., trowels, shovels, spades, weeders, hand cultivators, etc.).
Use of lawn staples or stakes for any purpose, including the tethering of tarps or erosion mats.
Mowing or scything.
If there is any concern that damage has been done to the underlying waterproofing system as result of maintenance activities, report the nature of the event to the Contracting Officer and the OEM within 24 hours.
3.2.5 Drainage As part of each maintenance visit, the drain outlets (scuppers) shall be inspected to make certain that they are free from clogging or obstructions.
Correct any problems and report them to The Contracting Officer and the OEM. Evidence of periodic pooling of water following rainfall events or of surface runoff across the surface of the cover shall be immediately reported.
3.2.6 Traffic, Winter
Maintenance, and Waterproofing
This roof is not designed for pedestrian access. Foot traffic associated with maintenance activities shall be kept to a minimum.
All plant varieties in the cover system are winter hardy. No special requirements apply to winter protection.
During each maintenance visit, examine exposed components of the waterproofing system, including flashings and counter-flashings. Report any damage or deterioration within three (3) days of the maintenance visit to the KO and to the NAVFAC Facilities Maintenance Services.
3.2.7 Documentation Each maintenance visit shall be documented using Maintenance Report forms provided by The Contracting Officer. Completing the Maintenance Report includes:
a) inventorying the plant, b) photographing the green roof, (c) describing maintenance activities, including any corrective measures, d) assessing of the condition of the plants, and e) inspecting any exposed portions of the waterproofing system for damage or irregularities.
A copy of each Maintenance Report shall be sent to the Contracting Officer, NAVFAC Facilities Maintenance Services, and the OEM.
3.2.8 Metal Components
and Vegetated Roof Accessories
Vegetated roof systems incorporate specialized sheet metal components designed to allow water flow while retaining the growing medium and vegetation. In general, pay careful attention to the condition of the metal including rust, wind deformation and joint integrity. Note any resulting stressed roof areas.
Flow-through Gravel Stops. Inspect the perforated face of the edge system to ensure that the holes are not clogged by soil, roots, or debris.
Separator Components. Inspect the joints of the separator metal to ensure that the joint covers are intact. If necessary, temporarily remove pavers or ballast to inspect the outside face of the metal separator component.
Remove soil and debris that may collect at the bottom of the separator due to "wash out" from the drainage media.
