This is NOT a request for a quote, proposal, or invitation for bid. The intent of this Pre- Solicitation synopsis is to notify potential offerors of the upcoming solicitation for the Range Maintenance and Repair Support at Marine Corps Base Camp Lejeune, and Marine Corps Air Station-New River, Jacksonville, North Carolina.

The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to provide general repairs necessary to keep ranges and training areas in usable condition. The range maintenance tasks include, but not limited to carpentry, welding, masonry, electrical, painting, some heavy equipment operations, mechanical maintenance, refurbishing props, and trash/debris removal.

Other work included, but not limited to fabricating, installing and repairing: metal gates, flag poles, metal barriers, signs (lateral limit, range, identification, impact area, no trespassing, and warning signs metal and wood). Erecting and maintaining barricades, installing and repair of fencing (wood and metal), ammo breakdown table repair, wooden steps located on ranges, repair to range structures and range facilities, berm maintenance, firing position maintenance, bunkers, retaining walls of wood or sandbags and metal bleachers. At one hundred-four (104) live fire ranges, and four hundred ninety-three (493) training facilities. The Contractor shall be responsible for providing certified technicians as required in the proposal packet.

The required North American Industry Classification System (NAICS) code for this requirement is 561210, Facilities Support Services with a size standard of $38,500,000.00, and will be verified. This procurement will be a 100% Set-Aside for Certified Small Businesses.

The applicable Service Contract Act (SCA) Wage Determination is 05-2393, Revision No. 14, Date of Revision: 06/19/2013. A complete copy of the wage determination can be found at http://www.wdol.gov/.

This is a small business set-aside and the offeror must be a Small Business. Therefore, due to the set-aside nature of this solicitation, and to ensure qualified offerors have the best opportunity to compete, joint ventures and teaming arrangements will not be allowed to compete.

The Government anticipates awarding a combination Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a base period of one (1) year plus four (4) twelve-month option periods, to be exercised at the discretion of the Government. The total term of the contract, if all options are exercised, will be for 60 months. The Contractor may be required to continue performance for an additional period not to exceed six (6) months under FAR clause 52.217-8, “Option to Extend Services”. In either case, the Government will not synopsize the options when exercised.

The Government intends to use FAR 15.101-2 Lowest Price Technically Acceptable (LPTA) and FAR 15.305(a) (2) Proposal evaluation procedures. The policies of FAR 3.6 – Contracts with Government Employees or Organizations Owned or Controlled by Them applies to all solicitation. The solicitation utilizes source selection procedures, which require offerors to submit information such as corporate experience, technical capability, price, (or cost), and past performance data in their proposal for evaluation by the Government.

The resultant contract will replace a FFP/IDIQ contract for services awarded 29 September 2015, that stood for a base period of (1) year and four (4) option periods. The present contract final period will expire 28 September 2020. The total estimated cost of that contract to include task orders is $2,951,619.00. The incumbent contractor is AHNTECH, Inc.

The solicitation will be available on or about 17 August 2020. The estimated date for receipt of proposals is 30 days after the solicitation issue date. The Government has the sole rights to cancel this announcement at any given time. This solicitation will be available in electronic format only. Offerors can view and/or download the solicitation at https://www.beta.sam.gov.

Qualified Contractors must be registered in the System for Award Management (SAM), which now maintains CCR, ORCA, and EPLS accounts at https://www.beta.sam.gov. Only registered contractors will be notified by E-mail when amendments to the solicitation are issued, amendments must be signed and return with the submitted proposal.
