THIS IS A PRE-SOLICITATION SYNOPSIS ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of the upcoming solicitation for Base-wide Multiple Services on Marine Corps Base Camp Lejeune, Jacksonville, North Carolina.

The North American Industry Classification System (NAICS) Code for this requirement is 561210 with an annual size standard of $41,500,000.

A sources sought notice was posted on 16 September 2019 under solicitation N40085-18-R-8113 and changed to N40085-19-R- 8113 due to an administrative error (via amendment on 16 October 2019). The notice was posted to determine availability and capability of businesses to perform the requirement. As of 14 November 2019, the solicitation number is N40085-20-R- 4016 in order to align with Fiscal Year 2020.

Based on previous acquisition history, the two (2) previous multiple services contracts were both 8(a) set-asides. In response to the sources sought notice, seven 8(a) firms provided responses and capability statements. Based on the responses from the sources sought, an 8(a) Offer Letter was sent to the SBA on 4 November 2019 to request competition under the 8(a) program. The SBA provided an acceptance letter on 06 November 2019. Based on previous acquisition history, the results of the sources sought, and the SBA acceptance letter, the NAVFAC Mid-Atlantic's Office of Small Business Programs concurs with the determination to solicit as an 8(a) competitive set-aside.

The Government intends to award a combination Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with recurring and non-recurring services for base-wide multiple services at multiple locations at MCB Camp Lejeune. The contract will include a base period of twelve (12) months plus four (4) twelve-month option periods. The total term of the contract period of performance shall not exceed 60 months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised.

The applicable Service Contract Act (SCA) Wage Determination is 2015-4389, Revision No. 12, Date of Revision: 7/16/2019. A complete copy of the wage determination can be found at https:// beta.sam.gov/.

The solicitation will be available on or about 17 January 2020. The estimated date for receipt of proposals is 30 days after the solicitation issue date. This solicitation is available in electronic format only. Effective November 12, 2019, FBO.gov has been moved to beta.SAM. gov and is now known as Contract Opportunities. The website, beta.SAM.gov is now the authoritative location for finding contract opportunities. Offerors can view and/or download the solicitation from the website. Qualified Contractors must be registered in the System for Award Management (SAM) website: https://www.sam.gov. Contractors are encouraged to register for the solicitation when downloading from the FBO website. Only registered contractors will be notified by E-mail when amendments to the solicitation are issued. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
