About this file
This document contains an amendment to a solicitation for lead cleaning services of breach and shooting houses at Marine Corps Base Camp Lejeune. The amendment provides additional details on the requirements, answers questions from potential offerors, and clarifies pricing terms. Certified technicians are required to remove lead on a quarterly basis from all interior surfaces of the specified buildings. The contractor must dispose of all lead-contaminated waste and is responsible for all transportation and disposal costs. Pricing is on a firm-fixed-price basis for the specified cleaning and removal services. The amendment addresses questions about experience requirements, waste disposal responsibilities, and a disconnect between the performance work statement and pricing terms. Clarification is provided on these issues, including the addition of a pricing specification to the annex.

AMENDMENT 0003
Solicitation N40085-20-R-4012 Lead Cleaning of Breach and Shooting Houses
This amendment should be acknowledged when your proposal is submitted. Failure to acknowledge may constitute grounds for rejection of your proposal.
**Due to a maintenance shutdown of the Governments’ award system effective 16 April 2020; this will be the last Amendment to solicitation N40085-20-R-4012. This Amendment changes the last day for questions from 17 April 2020 to 16 April 2020 that can be addressed. The maintenance shutdown schedule was unforeseen.)
1. Question:
Statement on Page 73 under Factor 2, Corporate Experience: “Each contract shall range at least $250,000 to $1M annually”.
The minimum contract value of $250,000 seems excessive for this type of work, especially considering we need to submit 3-5 projects and all of which have to meet this $250K value. In doing research on the existing contract it appears that $189K was executed in each 2015 and 2016; $188K in 2017; $189K in 2018; and $234K in 2019. None of these years eclipsed the $250K mark.
It should also be noted that in doing additional research Government-wide through the Bloomberg Government (bgov.com) contract research tool, we discovered zero projects meeting the $250K mark in the last 5 years using the search term “Range Cleaning” and only 1 contract was found using the search term “Lead Cleaning” (contract 15F06718C0004563).
Based on this information we request that the dollar value range for Corporate Experience projects be changed to $100K - $1M.
Answer: The abatement training, certification, and quality of work, and skill set for the experience required to perform the Lead Cleaning of the Breach and Shooting Houses at Marine Base Camp Lejeune for the safety of our warfighters, the corporate experience standards are correct, and therefore will not be changed. The value is estimated based on the Governments historical data and the clients have recently added four (4) new shooting houses to the requirement, which was also considered.
2. Question: Please confirm if the contractor is responsible for all transportation and disposal costs for all wastes generated during the cleaning/maintenance events?
Answer: Yes, it will be the contractor’s responsible for all transportation and disposal costs for all waste generated during the cleaning/maintenance events?
3. Question: Pricing/Frequency disconnect between SOW and Attachment J?
Answer: In response to the contractors question, the following firm fixed-price Spec Item 3, shall be added to the Annex 1800000 – Environmental. This is a critical element to the success of the performance work statement.
