AMENDMENT 01-PG2
REPLIES TO REQUEST FOR INFORMATION:
1. QUESTION:
In reference to the ELINS A701-A710 , does the total amount reflected in Column G equal the estimated quantity (Column D) times 1 Labor Hour, as defined in 1502000 – Facility Investment, Related Information Column, Section 4.1.2? The RFP seems to indicate that although work could take up to 6 hours, there would be a possibility that a technician’s time onsite could be significantly less. If, for instance, a repair would take 2 hours, the hourly price would have to be increased to cover travel time, profit, tools, equipment, overhead, etc. For bidding purposes, should we figure a unit price that would include 6 hours (4 hours in E703 & E706) lump sum instead of per hour?
RESPONSE:
No, ELINS A701-A710 each reference a specific paragraph that indicates the work requirements.
4.12 is an overall description.
Section 4.1.3: Designated Government personnel will place orders for service calls as needs arise throughout the life of the contract. Service calls are for diagnosis of specified problems and/or for maintenance and repair that results from that diagnosis or otherwise as specified. Each service call order will have a brief scope of work and may require up to six hours of labor at the job site and/or a maximum of $500.00 parts/material cost to the contractor to complete. The service call rates will include travel time to and from the work site for labor and all associated transportation expenses for that travel.
ELIN A701 Unit price is to be figured for 6 hours of labor, $500.00 parts/material cost + travel cost, etc. = Lump sum amount.
Section 4.1.5 & Section 4.1.8: Emergency Service Calls: The same calculation is for E703 & E706 (but labor is 4 hours).
Labor Hour defined in 1502000 is for testing & repair work only. The service calls number of labor hours are as stated in specification.
2. QUESTION:
Concerning the $500 allowance for these ELINS: should our total amount (Column G) include a $500 lump sum allowance, or should the $500 come out of the ELIN A711 (Materials)?
RESPONSE:
Yes, the $500.00 material cost is included in Service Calls ELIN cost.
No, ELIN A711 is for Testing & Repairs Only not service calls. The material markup rate is required for testing & repairs only.
