RFI ANSWERS

RFI Set 1 Scope of Work:

1. 1.1, states that the piping is to tie in at MH127, please clarify where MH127 is Government Response: See attached for MH127 location

2. 1.2.4, work force barriers, due to previous experiences, please confirm that we can in fact move the necessary barriers for excavation and installation.

Government Response: Yes, with Government oversight

3. 1.1.9 and 1.1.10 both are referring to “steam carrier pipe”, please confirm that 1.1.10 should be referring to “condensate carrier pipe”.

Government Response: 1.1.10 should call out “Condensate carrier pipe”

4. 1.2.1, please confirm that the CIA fence configuration will be changed to assist with the work breaching the interior CIA fence.

Government Response: Work area will either be inside the CIA or Security Guard will be present during excavation.

Site:

1. Currently there are several wire reels and 2 conex boxes encroaching on the designated route for the new trench, will these be moved prior to mobilization?

Government Response: Work area and space for excavation will be coordinated post award based on contractor’s schedule to execute work.

RFI Set 2

1. Scope item 1.1 requires scope of work to begin at manhole MH127. Where drawing M102 indicates the start point of work for MH127, there is no manhole located there, area is just a concrete trench se9ing existing steam and steam condensate utilities. Please advise as to which option we should figure for, and if neither are acceptable, please provide required direction for tie in's to existing utilities.

a. Should we figure to install a new manhole at the tie in location shown on M102?

b. Penetrate existing concrete trench at location shown on M102, and if space permits within existing trench, install new steam and steam condensate piping in trench to tie into existing utilities at manhole MH126, provided space permits for the addition of Tee's, valves, & trap assemblies.

i. If this option is selected, please advise if piping will be required to be DDT pre-engineered, or whether piping can be field installed and field insulated.

Government Response: MH 127 exists in that area but is offset from the trench covers. Contractor shall enter steam trench in the area located near the manhole and tie into existing utilities.

2. At the southeast corner of Building 151, there is a steep elevation change (+/- 15' to the parking lot of building 99. Where the pipe run will be +/- 100' to 145' to the nearest trap assembly at the base of this rise depending on the direction given in question 1, we recommend adding an additional manhole at this location to accommodate a trap assembly.

Government Response: Designer of Record shall determine if a manhole in the location of the incline will be required.

N4008519B3609

3. Scope item 1.1.1 requires tie in's to steam and steam condensate piping to point of isolation within building

99. It doesn't appear there is an existing underground steam condensate main along same path as steam main from building 151. Please advise as to extent of demo and associated routing/location of existing steam condensate either within building 99 and/or exterior to building 99.

Government Response: Contractor shall tie into existing steam/condesnsate line that feeds B99 and shall demo only as needed to tie in new lines. Drawing M102 shows the existing feed from B151.

DOR shall determine required linear foot away from B99 to be demolished.

4. Scope item 1.1.9 & 1.1.10 both indicate requirements for steam carrier pipe. It's assumed that scope item

1.1.10 is meant to reference steam condensate carrier pipe. Please clarify, and if assumption is not correct, please clarify where each of the references apply in project scope, and provide requirements associated for the steam condensate carrier pipe.

Government Response: Scope item 1.1.10 should callout “Condensate carrier pipe” The condensate carrier pipe shall be seamless schedule 80 steel, conforming to ASTM A53 Type S or better.

5. Scope item 1.1.13, 1.1.14, & 1.1.15 indicates scope of work associated with manhole MH127. Where this manhole does not exist, please revise these scope items to reflect revised scope intent.

Government Response: See attached for MH127 location

6. Scope item 1.2.4 requires contractor to temporarily re-locate and restore the force protection barriers as required to accommodate scope of work. Please advise as to any specific requirements related to re-locating/restoring these barriers. Please provide a weight associated to these barriers along with any specific rigging requirements.

Government Response: Government shall witness relocation. No weight approximations can be provided at this time

7. Scope item 1.2.12 & 1.2.13 address area's of potential laydown area's. The laydown area's shown are dependent on whether building 99 is or is not incorporated within the CIA. Does the Navy anticipate building 99 becoming part of the CIA during project scope duration other than what will be required for the contractors means and methods of performing scope of work at CIA fence boundary between building 99 and 151?

Government Response: Remove area #1 from Scope/Drawings. Area #2 shall be available if project is outside CIA. Project size will not permit an onsite project trailer. Area #3 location will be if project is inside the CIA. Specific location will be coordinated with Shipyard activities.

8. Is the site super and SSHO/QCM required to be at the work site during all work activities, or is it acceptable that 1 or both are on base elsewhere from the work site, periodically checking in on work activities.

Government Response: Site Super and SSHO/QCM must be dedicated to the worksite.

9. Does the site super and SSHO/QCM need to be dedicated to this project solely, or can they perform their duties on another project as well.

Government Response: Site Super and SSHO/QCM must be dedicated to this project solely.

10. Will the Navy require a dedicated non-working fire watch for all hot work activities, or is the fire watch able to perform scopes of work that don't take their attention off their fire watch requirements?

Government Response: Yes, a dedicated non-working fire watch for all hot work activities is required. Contractor must follow EM 385 and Division 1 specifications
