AMENDMENT 0001

Section B Paragraphs B.8 and B.11 are revised as follows:

B.8 Contract Term: This contract contains provisions for a Base Period with four (4) Option Periods, not to exceed a total of five (5) years. The Government has the option to extend the term of the contract in accordance with Section I, FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000). In the option periods, the Government may adjust the prices, if applicable, based on the new Department of Labor Wage Determination.

B.11 Contract Line Items And Contract Exhibit Line Items

a. Proposers shall enter unit prices and amounts for Contract Line Items (CLINs) and Contract Exhibit line items (ELINs) as indicated in the schedules and accompanying exhibits.

b. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended bid and the total of the CLIN and ELIN will be recomputed accordingly. The CLIN will also be recomputed to take into account the change in the contract ELINs. If the bidder provides a total amount for an ELIN, but fails to enter the unit price, the total amount divided by the ELIN quantity will be held to be the intended unit price.

c. The Schedule of Recurring Work (CLIN 0001, 0003, 0005, 0007, and 0009) and the Schedule of Non-Recurring Work (CLIN 0002, 0004, 0006, 0008, and 0010) will be used as the basis for deductions in accordance with FAR 52.246-4, INSPECTION OF SERVICES--FIXED-PRICE (AUG 1996) clause, Section E.

Annex 2 is revised as follows:

CBA-2018-11983 for the USS Constitution does not have wages or benefits that are effective past March 1, 2017.

Please confirm the wages and benefits effective March 1, 2017 are the most current rates or provide the current rates that are effective beyond that date.

WD-2015-

Three of the Four CBAs included with the solicitation include a wage scale that is based on the employee’s years of service. In order to accurately estimate the wages for each location, a seniority roster is needed.

Please provide a seniority roster for each location.

Seniority roster is not available at this time.

J-0200000-

The even numbered wage determination for NWS Earle, NJ was included with the solicitation;

however, all other wage determinations are the odd numbered WDs. The even numbered wage determinations require H&W to be paid on all hours worked (to include overtime) and the odd numbered WDs require H&W to be paid on all hours paid up to 40 per week.

Please confirm the even numbered WD is applicable to NWS Earle, NJ or provide the correct odd numbered WD.

WD 15-4195 Rev. 7 is applicable for this procurement and provided as a separate attachment.

Attachment J-0200000-05 has an ELIN for NNSY Portsmouth (Region) and NNSY Portsmouth (NAVSEA). It is unclear which posts at NNSY Portsmouth fall under Region and which fall under NAVSEA.

Please clarify which portion of the effort at NNSY Portsmouth should be classified as Region and which should be classified as NAVSEA.

The Post Manning Requirements are listed in Attachment J- 0401000-02 for NNSY (Region) and NNSY (NAVSEA) (additional charts incorporated via Amendment 0001)

Section L.5.c Price Proposal

After review of the solicitation instructions for the price proposal, there is no mention of a narrative description of the rationale used to develop the price proposal or a detailed breakdown of our proposed price.

Please confirm no price narrative or detailed price breakdown is required as part of the price proposal submission.

Price proposal is to be submitted as stated in the RFP, L.5.c; no price narrative or detailed price breakdown is required.

After review of the solicitation instructions for the price proposal, there is no mention of instructions for subcontractor price submissions.

Is a sealed package submission required from subcontractors?

Price proposal is to be submitted as stated in the RFP, L.5.c. All costs are to be included in the Exhibit pricing; no separate subcontracting submission is required.

Facility Security Clearance (FCL) If a company does not have a security clearance, will the Government Contracting Activity sponsor the company?

Yes, the government will sponsor the company for a Facility Security Clearance.

2.8.7.2

Background Checks and Security Clearance Please verify that the Project Manager is the only person on the contract that requires a Secret clearance. All others must be secret eligible.

The PM shall hold a secret security clearance and shift supervisors must possess secret eligibility. All contractor employees are required to have a SF-86 NACLC adjudicated for Secret eligibility.

For key personnel submission within Factor 1 of the Non-Cost/Price Proposal, in Section L the RFP states, “Provide names of individuals proposed to fill key positions during performance.” In Section C, Spec Item 2.7.1, contractors are asked to submit a list of key personnel with resumes IAW Section F. In Section F, the date of submission for this list is defined as within 15 calendar days after award.

We request clarification on the submission requirement for key personnel information within the Non-Cost/Price Proposal. Does the government require resume submissions with the proposal, to include Shift Supervisors?

The Government requires resumes for all key personnel including shift supervisors at the time of Price proposal.

Section M.2, p.158

The RFP calls for five experience contracts within Factor 2 and five past performance references within Factor

4. Do they need to be the same five contracts for Factor 2 and Factor 4?

The RFP states "up to a maximum of five (5) relevant contracts".

Although it is not a requirement to have the same contracts for Factor 2 and 4, the offeror must have contracts similar in size, scope, and complexity to the current requirement.

PWS Section 2.7.1

The PWS extends the list of Key Personnel from the PM all the way to the Shift Supervisors for every shift at every location. This creates a list of approximately 30-35 Key Personnel and only the incumbent would have access to all existing Supervisors without disrupting current operations.

Therefore, in an effort to allow a fair and even procurement for all bidders, would the Government consider limiting the Key Personnel to the PM, QM, SSHO or those plus the Site Supervisors, but eliminating the need to provide resumes for all of the Shift Supervisors?

Resumes are required for all key personnel including Shift Supervisors.

Discussion: First paragraph states that training must be IAW DODI 5525.15.

It also says that the Navy Security Guard Training Course (NSGTC) is the standard curriculum. DODI

5525.15 states that initial certification training is 400 hours of training. The NSGTC is a four-week course.

Question: How many hours of training is required for initial certification?

The four week Navy Security Guard Traininig Course (NSGTC) (s-540-1012) is the only course authorized for initial training. It is 160 hours.

Paragraph 6.4 states a requirement for 40 hours of in-service training annually. Attachment J-0401000-12 list recurring training as firearms re-qualifications, Deadly force training, CPR, and basic first aid.

Question: How many hours of annual training is required?

The initial training is 160 hours and Sustainment Training is 48 hours. There are additional computer training requirements listed in the SOW.

Topic: Training Question: Have all incumbent security guards completed the initial Navy Security Guard Training Course, or is this a new requirement?

None of the current contractors are grandfathered. As the requirments have changed since the previous contract; all contractors will need to be trainined in accordance with the training requirements in the SOW.

Topic: Training Question: Would the government provide the TCCD for the Navy Security Guard Course?

Acronym TCCD unknown. The government will provide the Navy Security Guard Training Course (NSGTC) S-540-1012 curriculum and lesson plans.

Topic: Training Question: • Does the Navy provide instructors and facilities for the initial Navy Security Guard Training Course, or does the contractor need to provide all instruction and facilities?

• If contractor provided, how many currently qualified contractor instructors are supporting the training, and where are they located.

• If Navy provided, is it done by MTT or do perspective security guards have to travel to approve Navy Training Centers?

The Navy does not provide instructors or facilities for any training requirements included in the SOW. There are two contract instructors located in Chesapeake, Virginia.
