INTERIM

TECHNICAL

GUIDANCE (ITG

2018‐02)

On March 12, 2018, NAVFAC issued INTERIM TECHNICAL

GUIDANCE (ITG 2018‐02) IMPLEMENTATION OF

NAVADMIN 026/18 POLICY AND EXCEPTIONS TO

MINIMUM ANTITERRORISM UFC STANDARDS FOR NAVY

PROJECTS, which went into effect immediately and apply only to Navy projects. In order for the exceptions to be taken, a memo with the final determination must be provided by the Installation Commanding Officer (ICO) and Antiterrorism Officer (ATO). Can we assume that this has been taken into account for this project, and can the exceptions required by this ITG be applied to this project?

The memo has not been approved for this project. Please follow minimum antiterrorism UFC standards

PPI response for page 67/149

Part 3 Paragraph C1010 Regarding recent PPI response for page 67/149, Part 3 Paragraph C1010, the response appears in conflict with Part Three, 3.5 Room requirements. Room requirements are asking for Public Corridors to have “full height polished ground spilt faced block and CMU used equally” and various Dorm Unit rooms with stud/drywall. Please confirm what type of walls are required for following for clarification:

‐Demising wall between dorm rooms:

‐interior partition wall in dorm rooms:

‐Public Corridor walls:

Part 3 is correct.

98 Part 3

Page 33 gives ideal dimensions as 5050 SF; 5‐ 10sf/person in multipurpose room which would result in 505‐1010 occupants. Number of occupants given as 385 which is just over 13 sf/person. Please confirm the occupancy of multipurpose.

The correct square footage is 385.

99 D501004

Please confirm that the requirement for panelboards to be served by separate/individual feeders from the switchgear does not apply to panels serving bunk units.

Unit panels shall be served by the switchgear via distribution panels.

D503001 The RFP requires “Electrical power for system and other key equipment be supplemented with a generator and UPS". Is it for just the 1st floor/main NMCI room, or is it required for the NMCI room on each floor?

NMCI rooms on all floors.

101 D503005

We are to provide an intrusion detection system with motion detection. The phrasing is unclear if the motion detection is to just be for the corridor and lobby on the first floor, or all public areas on the first floor and all corridors in the building?

All public areas on all floors.

G403001, G403002

RFP states Contractor is to include costs for AT&T, NMCI, and Comcast. Is contact information for the individuals from AT&T, NMCI, and Comcast who service the base accounts available?

No.

Please confirm the final condition of building B131H & B534 sites after demolition. Can it be assumed that the sites will be backfilled to grade with topsoil and grass seeding? Will adjacent hardscapes need to be returned to their original condition?

The B131H & B534 sites shall be backfilled, graded, topsoiled (imported), and sodded. Any roadway sidewalk (or sidewalk used by other buildings), curb, etc damaged during demolition shall be replaced.

In a previous RFI response it was noted that the freight elevator shall have roof access. We interpret this response as the elevator should access the highest occupied level of the building based on the designer's survey of facility user needs, unique to individual design submissions. Not as explicit direction to extend elevator access to the roof. Please confirm that is acceptable.

No, at least one elevator should access the roof. If the proposed design has a flat roof.

Please confirm that the unit price 0001d should include importing structural backfill as required due to the described buried debris.

CLIN 0001d unit price should include imported structural backfill.

20 &21 of 149 Part 3 Part C3010 Wall Finishes

Several local demolition subcontractors are requesting to have another site visit to view the buildings to be demolished. Please advise if NAVFAC can facilitate another site visit for these interested subs.

The project schedule does not permit the time to schedule another site visit prior to proposal receipt.

9 1.6.5 01 33 29.05 20 (Solar Thermal Water Heating) This section indicates a requirements for 30%+ domestic hot water needs to be via solar thermal water heating but does not address impact of Life‐Cycle Cost Analysis (LCCA). The DoD Guiding Principles guidance indicates to only to provide this if it is Life Cycle Cost Effective. Please advise if solar thermal water heading is required regardless of results of LCCA.

UFC 1‐200‐02 ‐Section 2‐3.2.1 Solar Domestic Hot Water (SDHW).

Per EISA 2007 Section 523, meet at least 30% of the annual domestic hot water requirement through the installation of solar water heating unless SDHW is not LCCE. If 30% is not LCCE, modify the design of the proposed system to achieve the highest level of solar water heating that is LCCE. The Life‐Cycle Cost Effectiveness is the results of a LCCA.

Therfore, a LCCA is required.

57 3.6 A1010 (Ground Improvement) This section refers to ground improvement consisting of compaction grouting. Is the government expecting a specific allowable bearing pressure?

Determination of the design allowable bearing pressure will be the responsibility of the ground improvement engineer of record.

Please clarify what bid form should be used for this project. A bid form was issued with Amendment 02;

Exhibit F; however, a clarification was issued indicating that this bid form should be disregarded.
