THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns.
Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.
The Contractor shall provide all labor, supervision, management, and transportation required to maintain equipment certifications as required and proper operation of the following systems: (1) Vertical Transportation Equipment (VTE) (elevator systems) (2) Corrosion Control Facility AS3900 (3) Wet Agent Fire Suppression Systems (4) Grease Traps and (5) Veeder Root TLS 350, 450, and Pneumercator systems. These services will be performed at various facilities at MCB Camp Lejeune and MCAS New River.
A combination Firm-Fixed Price/Indefinite Quantity type, performance-based contract is anticipated with a base period of one year plus four (4) one-year option periods. The total contract term including the exercise of any options, shall not exceed 60 months.
All Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this market analysis.
One of the main functions of this Sources Sought is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Any and all qualified firms are encouraged to respond.
The North American Industry Classification System (NAICS) Code for this procurement is 561210 and the annual size standard is $33,500,000.00.
It is requested that interested parties submit a brief capabilities package not to exceed 5 pages.
The capabilities package shall address, at a minimum the following:
1) Examples of projects worked within the last five years of similar scope of work
2) Licensing to of personnel
3) DUNS and CAGE
4) Business classification e.g. large business, small business, 8(a) business, HUBZONE business, WOSB, SDVOSB, etc.
The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company’s ability to demonstrate existing, or developed, expertise and experience in relation to this contract. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not prerequisite to any potential future offering, but participation will assist the NAVY in tailoring requirements to be consistent with industry capabilities.
Responses to this Sources Sought Notice shall be emailed to the Contract Specialist, Queenie Meade, at JACKQUELINE.MEADE@NAVY.MIL as soon as possible but NO LATER THAN 5:00 p.m. 27 September 2019. Questions will not be entertained at this time.
