AMENDMENT 0005 – ISSUED 04 MAY 2018
Questions and answers are continued from Amendment 0004.
QUESTION:
37. Amendment 0004- 020000- Management and Administration Spec Item 2.7.1.3 states that "the SSHO shall have completed the OSHA 30-hour construction safety class or equivalent. Is this a requirement for this custodial services contract and, if so, what equivalent class will the government accept?
RESPONSE:
Yes, the OSHA 30-hour construction safety class is required for SSHO on this contract. An equivalent class would be the OSHA 30 General Industry Training Class, which covers general occupation safety. These classes can be found via google or other search engines on the internet.
38. NCSW Building 109 is listed on Attachment J-153010-06 (Building Square Feet) but not on Attachment J- 10503010-01 (List of Buildings to Receive Custodial Services). Please clarify as to whether this building is to receive custodial services or not.
RESPONSE:
Attachment J-10503010-01 (List of Buildings to Receive Custodial Services) has been modified to include Bldg 109.
See Amendment 0005. Changes are shown in BLUE.
39. Attachment J-1503010-05 (Service Class) Coffee Mess/Break Room Area Cleaning 3.1.1.4 states Cleaning and Servicing weekly with a Note 4 but Note 4 states that these areas "are limited to stocking paper towels and soap dispensers where present." Does this mean that in the Coffee Mess/Break Room areas, the contractor is not responsible for sweeping and dust mopping and damp mopping as well as no spray cleaning and buffing or stripping, coating and buffing? Please clarify.
RESPONSE:
Assumption is that the question refers to Attachment J-1503010-04 (COL) and not Attachment J-1503010-05 (Service Class). Refer to section 3.1.1.4 in the specifications, C-1503010, for performance objective and related information on cleaning and servicing Lunch/Break Room Cleaning. Note 4 on Attachment J-1503010-04 (COL) is deleted. See Revised Attachment J-1503010-04 included with Amendment 0005. Changes are shown in BLUE.
40. Can the government provide a count of venetian blinds in each building?
RESPONSE:
It is assumed that approximately 25% of buildings have blinds.
41. I would greatly appreciate it if you could provide me with the name of the current contractor and the total contract amount, including IDIQ work.
RESPONSE:
The current contractor is L3DC Enterprise LLC; NSWC 300 Hwy 361, Bldg CTR-13; Crane, IN 47522-4000. The value of the current option period is $1,183,614.63. Note: This amount is for 9 months only as the current option period was shortened by 3 months in order to move the expiration date from the end of the FY. The total value of the contract including IDIQ work ordered to date is $6,976,403.89.
42. Also, have there been any significant changes (e.g., frequency of services, size and/or scope) between the current contract and this new solicitation? If so, can you please provide some information re: those changes.
RESPONSE:
There have been a few minor changes as a result of building renovations such as adding or deleting square footage or changing the type of services due to type of space changes resulting from building renovations (i.e. a lab space is now an office space). There have been no large buildings added during the term of this contract. The work the contractor is currently performing is identical to that in this solicitation.
43. Lastly, Attachment J-0020000-05 states that "office space will not be provided; however a location on base for a job trailer will be provided." In light of that, are there already hookups for electricity, sewer and water at that proposed site? These all affect pricing.
See Revised Attachment J-0200000-05 included with Amendment 0005. Changes are shown in BLUE.
44. Who is the current incumbent contractor for this project?
The current contractor is L3DC Enterprise LLC; NSWC 300 Hwy 361, Bldg CTR-13; Crane, IN 47522-4000.
45. What is the current contract number?
The current contract number is N40083-13-D-2620.

GOVERNMENT-FURNISHED PROPERTY, MATERIALS, AND SERVICES
GOVERNMENT FURNISHED PROPERTY, MATERIALS, AND SERVICES
1. FACILITIES: A small space in each building will be provided for storage of custodial cleaning equipment and supplies. The Government will designate exact area. This space is typically a 4’x4’ mop closet with a lockable door.
Office space will not be provided; however, a location on base for a job trailer on base will be provided. The location is north of Building 34 on Highway 534. The contractor will be responsible for connecting to the existing utilities. All Contractor owned trailers will be charged at current utility rates for utility services consumed. At the Contractor’s expense and in a manner satisfactory to the Contracting Officer, provide and maintain necessary temporary connections, distribution lines, and meter bases (Government will provide meters) required to measure the amount of each utility used for the purpose of determining charges. The Contractor shall notify the Contracting Officer, in writing, 14 working days before final electrical connection is desired so that a utilities contract can be established. The Government will provide a meter and make the final hot connection after inspection and approval of the Contractor's temporary wiring installation. The Contractor will not make the final electrical connection.
At end of contract, the contractor shall notify Contracting Officer, in writing, 14 working days before termination is desired. The Government will take a final meter reading, disconnect service, and remove the meters. Then the contractor shall remove all the temporary distribution lines, meter bases, and associated paraphernalia. All outstanding utility bills shall be paid before submitting a final invoice. Contractor’s final invoice will not be paid in full until all outstanding utility bills are paid.
2. SUPPLIES:
All trash containers (wastebaskets).
All entrance mats.
All containers to hold material designated for recycle (boxes, e.g.).
3. EQUIPMENT: All coin-operated feminine napkin and tampon machines. Contractor shall maintain machines in working order and shall provide supplies for dispensing. All receipts from sales are the property of the Contractor.
Machines shall remain property of the Government. Alteration of coin mechanism (changing of prices) shall have prior approval from the Contracting Officer. Less than 50% of the buildings have coin-operated feminine napkin and tampon machines. The government does not maintain a list, age or location of the machines. The machines that are located on base are of various manufactures and the current acceptable coin mechanism unit prices are not available.
