Question:
The solicitation states “Final documents will require electronic signatures following the NAVFAC signature process and using required software.” Can you provide more information about which software is required or this process?
Answer:
Systems and software are described above in the same paragraph.
Question:
Regarding the aforementioned solicitation, we respectfully request that the maximum number of example projects be increased from eight to ten, and that the design services for those projects be increased from five years to within the past ten years. We also request that the recent experience to be listed on SF330 E resumes be extended from within the past five years to ten.
Answer:
At this time the requirements remain unchanged. If a change occurs we will issue an amendment.
Question:
Please clarify what NAVFAC Mid-Atlantic is looking for when asked to include Introductions in Sections E and F.
Answer:
Please follow the format of the SF330.
Question:
Please clarify if NAVFAC Mid-Atlantic is looking for projects that are design complete within the five (5) years immediately preceding the date of issuance of the notice.
Answer:
Please refer to submission requirements of Criterion 1.
Question:
Would NAVFAC Mid-Atlantic consider extending the completion date from five (5) years to seven (7) years for projects?
Answer:
At this time the number of years remains unchanged. If the requirement changes, we will issue an amendment.
Question:
If submitting as a Joint Venture, and you do not yet have DUNS, CAGE, and TIN for the Joint Venture, can we show ‘Pending’ or can we show the DUNS, CAGE and TIN for each firm of the Joint Venture?
Answer:
Yes, you can provide the information of each firm.
Question:
As stated in the submission requirements, projects submitted are to be complete within 5 years preceding the issue date of the solicitation notice. Our assumption is that “complete” in this A/E IDIQ solicitation means design has been completed and that construction may be on-going.
Please confirm that this assumption is correct.
Answer:
Yes, your assumption is correct.
Question:
Under the Submission Requirements for Criterion 2 - Professional Qualifications -- (SF 330, Part I, Sections E and G), you request indication of whether the key personnel hold a security clearance and if so what level. Some of our subconsultant A-E firms are concerned with providing this information since our submittal is not a “secure” document. Can you please clarify. Would it be acceptable to generalize a statement indicating # of personnel on the team with various levels of security clearance but not identifying by name which have which levels.
Answer:
Synopsis will be revised to indicated that personnel will need the ability to obtain a secret clearance.
