Government Response to RFI #2
1. Scope item 1.2 – Demo of existing chemical feed equipment:
The new chemical feed system is tied into the abandoned system. Please clarify intent of demo.
i. If demo only includes to existing isolation valves, once pumps are removed, there will be piping left in place that connected to the existing pumps a few feet above the grating and could potentially create a break in the system if struck.
ii. Should we only demo to isolation valves, leave existing piping in place and add supports to piping.
iii. Should we re‐work piping in a manner to remove branches to pumps to be demoed and consolidate either overhead or along floor to neaten up the installation?
Government Response to question 1:
The new chemical feed system is tied into the abandoned system, allowing the operators to slowly fill / add chemically treated feed water to idle boilers during lay‐up. The operators wish to preserve this capability, but current layout which passes feed water through the old treatment lines will be abandoned and demolished and the new lines shall be routed in the overhead (to the west of the area being demolished). The contractors shall demo the old chemical feed area, removing all associated tanks, equipment, piping, conduit, and wiring as per the SOW, but shall reconfigure the idle boiler chemical lay‐up feeds as shown in Attachment (1).
The new runs of piping shall be run in the overhead, on the western edge boundary of the old chemical feed area and shall be supported in accordance with MSS SP‐58. New piping and fittings shall be socket welded 1” schedule 40 304 stainless steel or better. All piping shall be seamless.
2. Scope item 1.13 & 1.14 – Excavation of existing sanitary drain:
For bidding purposes, can we assume the limits of excavation to accommodate the new sanitary line tie in will not extend into or beyond the equipment and equipment pads in the vicinity of the softeners.
Government Response to question 2:
For bidding purposes, the contractors shall assume the limits of excavation to accommodate the new sanitary sewer line tie‐in extend to the eastern wall adjacent to the water softeners. This line may pass beneath the water softeners.
3. Scope item 1.20 – Demo of flash tank:
Is it acceptable to demolish the three flash tank walls and roof remains that abut the main building, fill pit with gravel, and provide concrete pad as finished surface. It doesn’t appear the existing walls are attached to the main building other than with some caulking. Otherwise, a section of the gas relief piping will need to be removed and re‐installed to accommodate the removal of the flash tank.
Government Response to question 3:
It is acceptable for the contractor to demolish the three walls and roof of the flash tank enclosure, provided that the contractor:
a. Demolish existing roof in accordance with contract documents.
b. Seismically brace the vertical riser of the natural gas vent line (currently braced from the south wall of the flash tank enclosure) using the support detailed in Attachment (2) to this RFI response. Disconnect existing gas main vent pipe support located on west flask tank wall.
c. Demolish the three flash tank brick walls and associated man doors. The contractor shall also demo all of the conduit, conductors, and electrical fixtures in the space, pulling back and terminating the conductors to the nearest junction box or panel in the Plant. The demolition plan must be submitted for government review prior to doing this work. The plan shall detail how existing gas vent pipe that runs up west wall and over the roof of the flash tank room will be protected during demolition.
d. Remove flash tank concrete foundation walls to 1’ below grade of surrounding asphalt.
Core/hammer a minimum of two holes (3” diameter) in the floor of the flash tank pit floor.
e. Fill pit with MEDOT Type D gravel in 12” lifts compacted to 95% to an elevation of 12” below existing asphalt grade.
f. Repave area to match pavement grades in accordance with CIA paving detail, included as
Attachment (3).
g. Extend the chain link fencing to the wall of the Power Plant, closing the new gap left in the fence by the removal of the south wall of the enclosure. The new fencing shall match the existing height and materials of the existing fence.
