THIS IS A PRE‐SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors that the
Resident Officer in Charge of Construction Camp Lejeune intends to solicit bids and award a firm‐fixed price contract to Upgrade Electrical Service, Bldg 1005, Marine Corps Base, Camp Lejeune, North
Carolina.
A sources sought notice was posted on 22 Mar 2018 under solicitation N40085‐18‐B‐6153 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a Small Business set‐aside. NAVFAC Mid‐Atlantic's Office of Small Business Programs concurs with the determination to solicit as a Small Business set‐aside.
The work includes the replacement of the electrical service at BLDG 1005. Remove overhead primary conductors, pole mounted transformers, pad mounted transformers, existing service, generator, automatic transfer switch, above ground fuel tank, existing main distribution panel, all associated conduit, conductors. and any concrete pads associated with the equipment. Install new pad mounted transformer, service disconnect, generator, automatic transfer switch, main distribution panel, and new conduit and conductors as required. Re‐route the primary overhead and underground conductors to the new service location and incidental related work. The proposed Contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with industry standards. This work shall be completed within 210 days of the effective award date of the contract.
The procurement method to be utilized is FAR Part 14 Sealed Bidding and the estimated cost for this procurement is $500,000.00 to $1,000,000.00.
The proposed contract listed here is solicited as a Small Business set‐aside and is therefore subject to
Federal Acquisition Regulation clause 52.219‐1. The NAICS Code for this procurement is 238210 and the annual size standard is $15,000,000.00.
This is a new procurement. It does not replace an existing contract. No prior contract information exists.
Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available, free of charge. Plans, specifications, and drawings will be available for electronic download on or about 9 May 2018. Bids will be due on or about
9 June 2018 at 2:00 PM.
Offerors shall submit with their offer a bid bond of 20% of the amount of their proposal.
