AMENDMENT 0004
1. The date and time for the receipt of bids are hereby extended to Tuesday, September 11, 2018 at 2:30PM Local Time. The date for the receipt of Requests for Information is hereby extended to Wednesday, September 5, 2018.
2. The railway will not be shut down until November 1, 2018. At this time, the railway will be completely shut down and will be available for the Contractor’s use. It is imperative that the railway be fully operational no later than February 28, 2019 due to scheduled train movements.
As such, the Contract Completion Date will be February 27, 2019, and beneficial occupancy must be established by the Government no later than that date.
To this end, Liquidated Damages are hereby set at $675 per calendar day of delay. Any delay past the completion date will result in the assessment of liquidated damages and will be reflected negatively in the performance assessment (CPARS).
3. Due to site restrictions, the estimated price range is hereby increased to between $1,000,000 and $5,000,000.
4. See Amendment 0004 Attachment 1 for Specification Section 34 11 00, which is hereby added to the requirements of the solicitation.
5. Contract Line Item Numbers are hereby added to reflect unit prices for pile lengths utilizing the estimated quantities reflected on Drawing S-3. Use Amendment 0004 Attachment 2 to provide bid pricing. Should the unit price multiplied by the estimated quantity differ from the bottom line price provided, the unit price shall govern. Delete Specification Section 31 62 13.20 Paragraph 1.3. FAR Clause 52.211-18 Variation in Estimated Quantity will apply to pile lengths and is hereby added to the solicitation.
6. The following are answers to Requests for Information.
a. Question: Due to the project location, will badges/passes be required for the contractor’s employees?
Answer: Employees not requiring access to MCB Camp Lejeune will not be required to possess the badges/passes for base entry. However, the other terms and conditions of the contract applicable to proper identification will apply.
b. Question: Please clarify if the railroad has established right-of-way limits and the distance(s) from CL of the track.
Answer: See Amendment 0004 Attachment 3. The areas are in general 240’ from the track on the North side and 100’ from the track on the South side.
c. Question: Will a staging/laydown area be provided to the contractor?
Answer: The railway will be shut down, and therefore the Contractor may utilize the railway and the right-of-way for laydown. The right-of-way area may be modified for a laydown and/or construction entrance as long as the area is returned to original or better condition and proper drainage is maintained.
d. Question: Will the Government procure all necessary permits for entire scope of the project?
Answer: Yes. See Amendment 0004 Attachment 4.
e. Question: There are various notes in the plans and specifications regarding the coating of the production H-piles as well as the pile tip beam cast in the bottom of the 16” precast piles. Please clarify if production H-piles and precast pile tips are to be thermo-sprayed, galvanized, metallized, or other.
Answer: The top of the steel piles used in end bents shall be galvanized from the top of the pile to a minimum of 20 feet below the bottom of the end bent cap.
f. Question: Other than the required PDA tests, will there be any additional pile load test required?
Answer: No.
g. Question: Will the contractor have the option to cast-in-place the end bent caps and walls in lieu of using precast?
Answer: The precast elements follow Norfolk Southern standards and minimize the duration the bridge will be out of service. As such a cast-in-place option will not be allowed.
h. Question: Will jetting or pre-drilling for piles be allowed?
Answer: No.
i. Question: With the end bent wingwall piles being only 20 feet long, will these piles be held to any specific driving criteria?
Answer: No, they are only intended to provide horizontal support for the wingwalls.
j. Question: Are the prestressed concrete boxed girders to be post tensioned after installation – either horizontally at mid-span or vertically at the pier caps using the anchor rods?
Answer: No, the beams are not post-tensioned together.
7. The aforementioned attachments are located under the link “Click here for Additional Documents” in NECO.
8. All other terms and conditions remain unchanged.

52.211-18 VARIATION IN ESTIMATED QUANTITY (APR 1984)
If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
The following have been modified:
52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)

(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
