About this file

This file is a Notice and Request for Information (RFI) Questions and Responses document for RFQ N40084-26-Q-1022 issued by the Department of the Navy, Naval Facilities Engineering Systems Command Far East on 13 October 2026.

The RFQ procures three crane systems: ITEM 0001 and ITEM 0002 (Rough Terrain Cranes) and ITEM 0003 (All Terrain Crane). Key specification requirements include wire rope end fittings (button-type socket and fork-end terminations for Main, Whip, and auxiliary hoist ropes); mandatory operator training consisting of a minimum of eight 4-hour sessions (32 hours total); and maintenance, inspection, and testing training of a minimum three days with 8 hours per day (24 hours total), with no reduction permitted based on trainee experience level. For the All Terrain Crane (ITEM 0003), specifications require a back view/side view camera with wiring and color monitor in the operator's cab; a loudspeaker system combined with 3-way simultaneous communication hands-free radio system with speaker and battery chargers installed in the cab, plus two handheld radios and chargers for rigger personnel. The quotation validity period is 60 days after the RFQ closing date. The delivery period for ITEM 0003 has been amended to 900 days After Receipt of Order (ARO). Vendors are directed to check SAM.gov for forthcoming amendments reflecting the corrected validity period and delivery date changes. The document clarifies that specifications remain unchanged and do not accept proposed substitutions or reductions in training duration or equipment components.

NOTICE 1

RFQ N40084-26-Q-1022

PROCUREMENT OF CRANES

FOR

NAVFAC FAR EAST

NOTE: The following schedule is provided for INFORMATION ONLY. The RFQ remains unchanged unless it is amended in writing on a Standard Form 30.

Request for Information Questions and Responses

1. Attachment_2_Provisions_and_Claues (a) Evaluation factors.

Would it be acceptable to reduce the quotation validity period from 120 days to 30 days after the RFQ closing date?

ANSWER: The quotation validity period is 60 days after the RFQ closing date.

‘Attachment_2_Provisions_and_Claues.pdf' will be changed to reflect the correct validity period. Please check SAM.gov for a forthcoming amendment.

2. ITEM 0001 and ITEM0002 ROUGH TERRAIN CRANE Specification

(28) Wire Rope End Fittings:

Could you please provide reference photos or drawings of the button-type socket termination and fork-end termination specified for the auxiliary hoist wire rope?

We would like to confirm the exact configuration of these end fittings to ensure compliance with the requirement.

ANSWER: The specification requires not only the auxiliary hoist wire rope, but also both Main & Whip rope.

3. ITEM 0001 and ITEM0002 ROUGH TERRAIN CRANE Specification (34) Training:

we would appreciate your clarification regarding the expected experience level of the personnel who will attend both the operator training and the maintenance, inspection, and testing training.

We consider that, for personnel who already have relevant experience in crane operation and maintenance, the necessary training can normally be completed within one day at the time of delivery, with possibly one additional day if necessary.

However, the specification requires:

Operator Training: Eight sessions of 4 hours each (32 hours total) Maintenance, Inspection and Testing Training: Three days of 8 hours each (24 hours total)

Considering the relatively extensive training time specified, could you please clarify whether the trainees are expected to be experienced/qualified crane operators and maintenance personnel, or whether the training should be designed for personnel with little or no prior experience in crane operation and maintenance?

Additionally, please confirm whether the above training durations are mandatory minimum requirements regardless of the trainees' experience level, or whether the training duration may be adjusted if we can demonstrate that all necessary training content can be adequately covered in a shorter period.

ANSWER: The specification requires a minimum number of days and hours of training. Operator training shall be a minimum of eight sessions with 4 hours per session. Maintenance, inspection and testing training shall be a minimum of three days with 8 hours per day.

4. ITEM0003 ALL TERRAIN CRANE Specification

(3) Back View/ Side View Camera and Wiring Connect Type Would it be acceptable to provide the manufacturer's standard rear-view camera system without a side-view camera?

ANSWER: No, this specification remains unchanged. The specification requires a back view/ side view camera and wiring connect type suspended load monitoring with a color monitor in the operator's cab.

5. ITEM0003 ALL TERRAIN CRANE Specification

(10) Loudspeaker system: A separate loudspeaker system is not available. However, the specified 3-way simultaneous communication hands-free radio system with two handheld radios can be provided.

Would this configuration without a separate loudspeaker system be acceptable?

ANSWER: No, this specification remains unchanged. The specification requires a loudspeaker system and a 3-way simultaneous communication hands free radio system with speaker and battery chargers which shall be installed in the operator's cab and provided two handheld radios and battery chargers for rigger personnel.

6. ITEM0003 ALL TERRAIN CRANE Specification Delivery (3)Delivery Date Would a delivery period of 900 days ARO be acceptable for Item 0003?

ANSWER: 900 days is acceptable. Please check sam.gov for a forthcoming amendment which will include this change.
