About this file

This is a Notice of Request for Information (RFI) Questions and Responses document for a federal procurement solicitation issued by the Department of the Navy, Naval Facilities Engineering Systems Command Far East, dated 2 February 2026.

The solicitation N40084-26-Q-1009 concerns the procurement of semitrailers for Commander Fleet Activities Sasebo and Commander Fleet Activities Yokosuka. The document addresses two clarification questions submitted by potential bidders regarding Item 0002 (Semitrailer Wing Van, 0817-00, IOID 47029). The first question sought clarification on the step frame specification and minimum floor height requirement of 800mm, with a bidder requesting confirmation that a higher floor height of approximately 1,165mm would be acceptable. The government's answer clarified that the 800mm minimum requirement refers to the height of the six side panels (Aori height), not the cargo bed floor height from ground level, and directed bidders to refer to the General Description section of the specification. The second question inquired whether the license plate requirement would be for U.S. military use or standard Japanese registration. The government confirmed that a U.S. Military use license plate is required. The document notes that the Combined Solicitation/Synopsis remains unchanged unless amended in writing on a Standard Form 30.

COMBINED SOLICITATION/SYNOPSIS N40084-26-Q-1009, PROCUREMENT OF SEMITRAILER

NOTE: The following schedule is provided for INFORMATION ONLY. The Combined Solicitation/Synopsis remains unchanged unless it is amended in writing on a Standard Form 30.

Request for Information Questions and Responses

1. Regarding ITEM 0002, 0817-00, IOID 47029, SEMITRAILER WING VAN, it is stated in GENERAL DESCRIPTION that "Semi-trailer, aluminum wing van body, step frame (step deck) platform, wooden cargo low bed floor, minimum 800mm height. . . ". However, the step frame specified is difficult to accommodate for the reasons outlined below. The specifications for the wing trailer require a step frame (stepped floor) with a minimum floor height of 800 mm. To meet this requirement, the use of a 16-inch axle is necessary; however, our company does not currently offer a 16-inch axle in our product lineup.

For this reason, we are unable to manufacture the wing trailer as specified.

Please note that even if a 16-inch axle could be used, the resulting floor height would be approximately 920 mm above ground level.

If a floor height of approximately 1,165 mm above ground level is acceptable, manufacturing would be possible. Please advise whether this is acceptable.

ANSWER: Our requirement stated minimum 800mm height 6 sides panels (height of Aori), not height of cargo bed floor from ground. Please refer ITEM 0002 “GENERAL DESCRIPTIO” section of the specification.

2. Will the license plate be for U.S. military use or a standard Japanese registration?

ANSWER: The license plate be a U.S. Military use one.
