About this file

This is a Questions and Answers (Q&A) document from a federal solicitation for vehicle procurement to the U.S. Navy in Japan.

The document clarifies four key requirements: (1) All equipment must be the newest model and year at time of delivery in ready-for-use condition, with no deviations to technical specifications accepted—meaning "Like-New" or refurbished vehicles do not satisfy the requirement for factory-new equipment; (2) The offeror must be an authorized dealer and/or manufacturer, with no deviations permitted, though the specific documentation required to prove this status is not detailed in this response; (3) Past performance evaluation criteria are addressed in Standard Form 1449 Section M (Basis for Award), though the answer does not specifically address whether logistics experience can substitute for prior vehicle sales experience; and (4) A certified authorized manufacturer's service center may be designated as the warranty provider through subcontract or partnership agreement rather than direct ownership, provided the manufacturer is certified and the facility is located within the 100-kilometer radius of Yokosuka required by Attachment 1. The solicitation establishes a 900-calendar-day delivery period, references hydraulic slide deck technical specifications, and indicates that deviations to stated requirements will not be accepted.

1. Question: The solicitation specifies a delivery period of 900 calendar days, which we understand may be intended to accommodate the production lead time for a new vehicle. However, if an offeror can provide a vehicle that fully meets all technical specifications (including the hydraulic slide deck requirements) and is in "Like-New" condition (such as a low-mileage used vehicle or a refurbished unit with a certified maintenance history and warranty), would the Government consider such an offer? Or is "Factory New" an absolute requirement?

Answer: All equipment shall be the newest model and year at the time of delivery and ready for use. Deviations to the specifications will not be accepted.

2. Question: Proof of Authorized Dealer Status: Section M states that "The offeror must be the manufacturer or an authorized dealer." If the prime contractor is not a direct dealer but partners with an authorized dealer as a subcontractor to ensure genuine parts, warranty, and technical support, would this arrangement satisfy the requirement? Additionally, what specific documentation should be submitted to prove this status?

Answer: The Offeror must be an authorized dealer and/or manufacturer. Deviations will not be accepted.

3. Question: Past Performance, For an offeror with extensive experience in providing logistics and services to the U.S. Navy in Japan but no prior history of "vehicle" sales specifically, would the

Government evaluate the past performance based on the subcontractor's track record in the automotive industry?

Answer: See Standard Form 1449 (Solicitation) Section M, Basis for Award.

4. Question: Attachment 1 requires a maintenance dealer within a 100-kilometer radius of

Yokosuka. Does the Government allow the Prime Contractor to designate an authorized manufacturer's service center as the warranty provider via a subcontract or partnership agreement, rather than owning the facility directly?

Answer: Acceptable if the manufacturer is certified.
