About this file

This Standard Form 30 (SF 30) Amendment of Solicitation is for the repair of access aprons at the U.S. Naval Air Facility in Atsugi, Japan. Amendment 0001, dated 15 July 2025, provides responses to nine pre-bid inquiries and includes a revised drawing. Key clarifications include approving the use of 20mm aggregate instead of 40mm, confirming the pavement thickness at Hangar #1508 as 200mm, specifying fence requirements for an airfield area, and addressing night work coordination with JMSDF Air Traffic Control Division.

The solicitation (N4008425B8010) covers repair work for Facility Nos. 223, 1508, and 1074, involving preliminary survey, removal of existing pavements, sodding, and temporary relocation of containers. The project requires contractors to be authorized to operate in Japan, comply with local laws and regulations, and possess appropriate licensing from the Ministry of Land, Infrastructure and Transport or prefectural government. The amendment incorporates an updated Excavation Program (NAFATSUGIINST 11300.1A) dated 21 April 2025 and provides detailed technical clarifications for potential bidders.

# Reference (Sect/Para/Page)

QUESTION GOV RESPONSE

1 For fences to secure the site, would it be acceptable to use plastic fences with 1.0m height? Or shall we prepare steel plate fences (Banno-Kohan)?

Please use a green fence. Since this will be used in an airfield area, it's essential to take precautions to prevent any parts from coming loose—for example, by securing the fence with H-beams.

2 CP 104 There are existing tie down-rings at the Apron of FAC #223. Should be remain or removed / replace new one?

Please remove the existing tie-downs. This work is included as part of the pavement removal. Restoration is not required.

3 We may need night work for providing cutter joint and water curing work after pouring concrete at the day time.

If we coordinate the schedule, can we work at night?

It is possible. Please coordinate in advance with the contracting officer.

Additionally, please ensure thorough coordination with the JMSDF Air Traffic Control Division prior to the commencing work.

4 The design concrete is indicated as Fb4.5-6.5-40 in the drawing and spec.

Is it possible to change 40 to 20 mm aggregate because it is difficult to obtain?

We confirmed with the Ready-Mixed Concrete Cooperative that 40mm aggregate is difficult to obtain and therefore cannot be produced or delivered. Accordingly, we approve the use of 20mm aggregate instead.

5 Could you clearly the weight of existing container which should be removed temporarily and restored?

They’re all empty or something’s in it?

The container holds equipment for the squadron, with the total weight of its contents reaching up to approximately 2.3 tons.

CP602

Providing wire mesh is on CP601 and CP602. Is it correct to install wire only hatching area (odd shaped conc slab)?

Because it said that wire mesh on the section drawing, CP502.

CP502 is the standard cross-sectional drawing, and the NOTE specifies that it applies only to odd-shaped slab. The welded-wire mesh is applicable only to the areas indicated in CP601 and CP602.

8 There is no indication of 3.5m joint from the facility on drawing CP602.

Can we provide Longitudinal construction joint, dowel bar joint?

The longitudinal construction joint will follow the same as the other locations.

The drawing is revised, attachment 2-R1.

9 Please describe if they have the height limitation around the Facility when using crane for relocating existing containers.

The height restrictions can be adjusted depending on the construction methods, types of vehicles used, and working hours;

however, specific figures cannot be provided at this stage. The contractor may confirm the height limitations by coordinating with the JMSDF Air Traffic Control Division prior to the commencing work.
