Notice No. 1 12 September 2024

RFP N40084-24-R-0060, ENVIRONMENTAL TESTING SERVICES CONTRACT AT VARIOUS U.S.

NAVY. MARINE CORPS, ARMY AND AIR BASES ON FACILITIES THROUGHOUT NAVFAC

FAR EAST AREA OF RESPONSIBILITY

NOTE: The following schedule is provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

Request for Information Questions and Responses

1. Ref RFP, Page 47, Section 2.2.(b)(1), The contract consists of Base 1 and Option 4, and up to Option 3 has been completed. Should the performance report be submitted only for the current Option 3 or should it included the performance from Base 1 through Option 3?

ANSWER: Multiple task orders under a same IDIQ contract can be submitted as separate projects.

2. Is it possible to provide SDS or other relevant information in advance as needed for waste analysis?

ANSWER: The government will make the best attempt to provide the testing laboratory with SDSs and/or any other relevant information on submitted samples if/when needed. However, please be aware of the fact that such info and/or documentation requested may not always be available.

3. Ref AttachA_Price Proposal Form, Due to holding time constraints, the number of vendors in Korea capable of performing the analysis for the following items - E. Coli(02516), Total coliform(02517), Nitrate, Nitrite(02415, 02416, 02417)- is limited, it brings a significant difference in analysis costs compared to Japan. Is it possible to separate the Korean portion and the Japan portion?

ANSWER: Please provide your proposal in accordance with the PWS and ELIN price sheet.

4. Ref PWS , Page 61, Section 3.6 Mobilization, The definition of the "MOB" described as transportation cost of equipment, material, and personnel to the sampling location to perform the sampling event. It is likely that the overseas shipping costs for EPA analysis should be included in Mobi; We understand that the 'Transportation cost of equipment/material' is related to Sampling, and the transportation cost for sending samples overseas for EPA analysis should be allocated to each analysis cost. Is this correct?

ANSWER: The cost associated with the shipment of collected samples should be allocated to each analysis cost.

Notice No. 1

N62742-23-D-1100 Planned TO X016

5. Ref PWS, Page 68, Section 4.5, 4.5.1, 4.5.2 Urgent Turn around Time, "Urgent Turnaround Time" does not have a description of the analysis items or quantity, and it seems that Government is allowed unlimited amount of orders. Is it possible to set some limitation on the quantities, items or price amount?

ANSWER: The description of analysis for Urgent Turnaround Time is in ELIN 021. All the analysis under drinking water, waste water and hazardous waste are allowed Urgent TAT.

Limited quantities are specified for each area or installation.

5. Ref PWS, Page 71, Section 4.7 Expedited Service, "Expedited Service" also does not have a description of the analysis times, items or quantity. Is it possible to set some limitation on the quantities, times or price amount?

ANSWER: ELIN 040 specifies the type of services that can be expedited. It only includes reports, sample pick-up and mobilization. It does not include analysis. Limited quantities are specified for the type of service.
