QUESTION GOVERNMENT RESPONSE

1 Section C 150200

3.2 Preventive

Maintenance (PM) program

We would like to clarify the meaning of the sentence, "The Contractor shall not use breakdown maintenance as part of the PM program".

Shall we interpret it as:

1. "The Contractor shall not execute run-to-failure method as part of PM program", or

2. "The Contractor shall not assume repair work of damaged equipment as main factor of PM program;

shall perform periodical maintenance"?

The contractor shall not execute run-to failure method, nor assume repair work of damaged equipment as main factor of PM program. Please perform periodical maintenance work.

2 Section C 150200

3.1 Service

Orders

3.2 Preventive

Maintenance (PM) program and

3.1.1 Emergency Service Order

3.1.2 Urgent

Service Order

3.1.3 Routine

Service Order

We would like to clarify the meaning of the sentences below.

It indicates in Paragraph 3.2 that "The Contractor is fully responsible for and shall perform any repairs, including replacement, discovered during scheduled maintenance work up to a total of ¥500,000 per occurrence in direct material and labor cost under the recurring work portion of the contract.

Incidental repairs work performed under maintenance are not considered a service order.

Notification of repair work exceeding the incidental repairs limit shall be submitted to the KO per Section F. A service order or non-recurring work task order may be issued for repairs exceeding the incidental repairs limit".

It also indicates in Paragraph 3.1 that "If Non-recurring work is issued for repairs, the Government will only pay for the portion of labor and/or material that exceeds the service order limits".

Shall we interpret it as below?

The repair work not exceeding JPY 500,000 (including labor / material fee) shall be included in the base contract. For the work exceeding JPY 500,000 (ditto), task order will be issued with offsetting JPY 500,000-; for example, for the task order with the amount JPY 700,000, JPY 200,000-will be paid by the Government.

In addition, please let us know if the interpretation shall be applied for Emergency Service Order / Urgent Service Order / Routine Service Order clauses (JPY 300,000 each).

Yes, the repair work under Y500,000 (including labor and material fee) is covered under the recurring work in the base contract. However, for the work over Y500,001, please submit IDIQ proposal and, if appropriate, a task order will be issued for non-recurring work.

Yes, Emergency/Urgent/Routine Service Order shall be included in the recurring work, when the cost is under Y300,000.

3 Section C 150200

3.2 Preventive

Maintenance (PM) program

For the facilities already out of order at the commencement of the contract, may service orders or task orders be issued or shall the Contractor repair them as part of PM program?

Please submit IDIQ proposal for the broken facilities. After receiving the report, Government will issue the task order, if appropriate.

4 Section C 150200

2.3.3 Business

Permits

The clause indicates that "prime Contractor shall have business permits of machine appliance setting construction business (Kikai- Kigu-Settschi-Kouji-Gyou), under GOJ construction industry law".

Are the business permits mandatory? If yes, shall the bidder include the copy of certificate in the proposal documents?

Yes, please submit a copy of certificate with the proposal.

5 SF1449

RFQ submittal requirements

For the document d., excel file is provided for filling in the amount of each item.

Will the Government require the excel file for reference? If yes, shall the bidder submit it with CD-R in the sealed envelope or other media?
