Submission of Bid

Following the instruction to upload the bid in Solicitation module in PIEE, the “Offer Tab” of No8 was invisible.

Please advise whether the “Offer Tab” can be repositioned so as to be accessible to bidders.

This is new system and the Government believes when you register in PIEE the Offer Tab should show.

However, if you find that this is not the case, then use one of the alternate methods as identified ADDENDUM TO 52.212-1.

7 Please explain the current NAVFAC expectations on the timing and capabilities of the anticipated wastewater treatment facility for the Sasebo base.

The best estimate from the Public Works Department is that the earliest the wastewater treatment plant will be operational is sometime in 2026 if the project does not endure any additional delays. The Government anticipates is will still require some CHT services after the wastewater treatment plant becomes operational.

8 Because some of the bid requirements are shown in the PWS and others in the solicitation itself, please clarify specifically what documents need to be submitted in our response for the bid to be considered COMPLETE and COMPLIANT.

See ADDENDUM TO 52.212-1. No.6, Preparation of bids.
