2. BASIS OF AWARD AND EVALUATION FACTORS FOR AWARD:
This is a Price Only RFQ for the “Integrated Solid Waste Management (ISWM) for Medical Waste (MW) Collection, Transportation, and Disposal at U.S. Naval Installation in the Kanto Plain, Japan.” The Government will evaluate the proposals in accordance with the criteria described herein, and award a firm fixed price contract to the responsible Offeror, whose proposal conforms to all the terms and conditions of the RFQ and is determined responsible and eligible for award.
2.1. BASIS OF AWARD
a. The Government reserves the right to eliminate from consideration for award any or all quotes at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the responsive and responsible Offeror submitting the lowest price.
b. As stated in the RFQ, the Government intends to evaluate quotations and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer (KO) later determines them to be necessary. In addition, if the KO determines that the number of quotations that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the KO may limit the number of quotations in the competitive range to the greatest number that will permit an efficient competition. Quoters are therefore instructed to provide their best terms in their initial quotes in the event discussions are not conducted.
c. Award shall be made to the responsive and responsible offeror whose quote is the most advantageous to the
Government, based on price only.
d. Any proposal found to have a deficiency in meeting the stated RFQ requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions.
e. This RFQ is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally residing and licensed to conduct business in Japan. Quotes from non-local sources will not be considered for this RFQ.

(2) Basis of Evaluation: The Government will evaluate price based on the total price (see Section B of the solicitation). Total price consists of the basic requirements and all option items. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in the RFQ. In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s).
Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
(i) Comparison of proposed prices received in response to the RFQ.
(ii) Comparison of proposed prices with the Independent Government Estimate.
(iii) Comparison of proposed prices with available historical information.
(iv) Comparison of market survey results.
A price that is found to be unreasonably high or unrealistically low in relation to the proposed requirement may be indicative of a lack of understanding of the RFQ requirements and may result in the quote not being considered for contract award.
Additionally, any offeror who does not possess the required permits and licenses to perform the requirement will be deemed ineligible for award.
3. SOURCE SELECTION DECISION
Award shall be made to the responsive and responsible offeror whose quote is the most advantageous to the Government, based on price only.
4. AWARD OF PURCHASE ORDER
In accordance with FAR 13.004 (Legal Effect of Quotations) the Government intends to award a Purchase Order, to the responsive and responsible offeror submitting the lowest priced quotation. The RFQ does not commit the Government to make any award. The Government may cancel this RFQ or any part of it at any time. The Contracting Officer reserves the right to reject any and all quotations and to waive any information, or minor irregularities in quotations received.
A written notice of award and/or Purchase Order, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
Before the offeror's specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
