About this file

This document is a Justification and Approval (J&A) for a 12-month extension of the Multiple Award Construction Contract (MACC) for the Naval Facilities Engineering Systems Command (NAVFAC) Far East. The contract covers design-build and design-bid-build construction projects at Commander Fleet Activities Sasebo (CFAS) and other areas in Japan. The current contract, originally awarded to seven contractors in November 2020, is set to extend its ordering period from November 5, 2025, to November 5, 2026.

The extension encompasses approximately 30 task orders valued at an undisclosed amount, including critical projects such as repairing electrical systems, replacing security fences, installing fall protection, refurbishing facilities, and maintaining various infrastructure components. The Navy emphasizes that these projects are essential for mission readiness, regulatory compliance, and maintaining base operations. The incumbent contractors are deemed the only viable option to immediately address urgent requirements without service interruption, and the contracting activity will competitively solicit projects among the existing MACC contractors.

Text version

The Regular MACC at CFAS is directly related to ensuring human life, health, safety, and quality of life in order to meet regulatory compliance for maintaining base operations and facility integrities. A gap in services is detrimental to the U.S. Navy’s mission as it pertains to the functionality of CFAS’s public works and civil engineering requirements. The Regular MACC is an integral tool utilized for the betterment and maintenance of facilities directly affiliated with Department of Defense (DOD) personnel.

There is no other contract vehicle that will meet the need to immediately address the issues that could arise if there is a gap in services. The current Regular MACC contractors are the only contractors capable of meeting these requirements in a timely manner, without lapse.

The incumbent contractors who have been performing under this MACC since its initial award in November 2020 are mobilized and possess the resources, skills, and knowledge to continue uninterrupted requirements and immediately respond to new and emergent requirements.

Extending the Regular MACC ordering period from 05 November 2025 to 05 November 2026 ensures continuity, avoids delays in project execution and/or the necessity to restart procurements, and allows for execution of all planned and future urgent task orders without delay.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

7. Determination of Fair and Reasonable Cost.

The contracting activity will competitively solicit the projects contained herein from all MACC contractors and only those offers that are determined to be fair and reasonable will be awarded.

8. Actions to Remove Barriers to Future Competition.

The future contract action will be awarded using full and open competition.
