QUESTION ANSWER

Regarding Gijutsushi/技術士 Qualification.

Page 3 of the Synopsis lists a. through h. Are these the only disciplines and subjects to be considered acceptable for Gijutsushi or would you also consider others? For example under Civil Engineering discipline, there are also subjects such as "River, Coastal & Ocean Engineering", "Port, Harbor & Airport Engineering", and others that may also be essential in A-E design.

Please see below link from the Institution of Professional Engineers, Japan for a complete list of disciplines and subjects.

We would like to clarify the Gijutsushi disciplines that are acceptable.

For the purposes of evaluation of proposals, the following Gijutsushi disciplines are acceptable:

a. Mechanical Engineering (including all subcategories).

b. Electrical & Electronics Engineering (including all subcategories).

c. Civil Engineering (including all subcategories).

Would you also consider Gijutsushi registration under "Electrical & Electronics Engineering" discipline as acceptable for Electrical Engineer?

Regarding Setsubishi/設備士 for HVAC and Sanitary.

There are several "Setsubishi" qualifications by different organizations.

Yes.

Synopsis, paragraph 2, Selection Criteria #1: Professional Qualifications

We understand that the key personnel for Structural, Civil, Geotechnical, Electrical, and Mechanical Engineers must be ‘professionally registered to practice in their discipline.’ Are you referring to ‘local (=Japanese) Professional Engineer (PE) license’? Or, is U.S. PE license acceptable in lieu of the local license? Is possessing Japanese PE license mandatory for Key Personnel?

Key personnel are required to be professionally registered in at least one of the 8 categories listed on page 3. It is not necessary for key personnel to have more than one professional registration. It is not necessary for personnel who have a professional license in any US State or Territory to also have a license in Japan.

Synopsis, paragraph 2, Selection Criteria #1: Professional Qualifications:
