7 10‐Aug‐20 SECTION 01 35 26A
1.11.1 Spec section 01 35 26A, paragraph 1.11.1 states that
"When the contractor conducts on‐site work during daytime hours, there shall be a minimum of one escort/interpreter per eight workers." What is the escort requirement for on‐site work during nighttime hours? Also, please advise the escort requirement for construction vehicles for both daytime and nighttime hours.
Escort requirements for night time hours remain the same; 8:1 ratio. The escort requirements for construction vehicles are driven by the same ratio (8:1) personnel.
8 10‐Aug‐20 Is there any restrictions for the nationality of the escort personnel? For example, background check for third national country personnel may take longer than Japanese and US citizens.
The nationality issue is referred in SECTION 01 14 00 Paragraph 1.3.1.3.1 "Installation Access Control for the Contractor to MCAS Iwakuni." As long as s/he clears this requirement s/he can be an escort.
9 10‐Aug‐20 How long will it take for third national country personnel to get an approval for flightline access?
The Contractor should allow a minimum of 2 months prior to the desired start date of visit for DTCN (Designated Third Country National).
10 10‐Aug‐20 Will the Government compensate cancel fees for the workers and equipment when the work on the day is canceled/interrupted due to unannounced operations on the airfield?
Contractor claims will be reviewed at time of incident for validity and determination of equitable compensation.
11 10‐Aug‐20 Can we use road sprinklers and sweepers for cleaning the runway and taxiways after work?
Yes, all aircraft movement surfaces must be kept FOD free at all times (clean as you work). The use of road sprinklers and sweepers is acceptable.

14 10‐Aug‐20 E‐05, ⑤ Drawing E‐05, section drawing ⑤ shows four (4) conduits (PLP 100) in one (1) steel casing. We have installed FEP conduits under the Taxiway with our previous project. We would like to propose changing PLP conduits to FEP conduits for saving cost and shortening construction time.
Government will provide response by a separate amendment.
15 10‐Aug‐20 Please extend the proposal due date for at least 14 days after we receive government responses to inquiries. Depending on the responses, we may need to request for quotations from subcontractors and suppliers again, and our proposal cost may change.
The Bid Opening Date is extended to 28 Aug 2020, 11:00AM, Japan Standard Time.
16 10‐Aug‐20 The Government provided the area (50 m x 20 m) near B#5500 (behind the Fire Station) to us for material/equipment laydown area at our previous project. However, the area is not big enough for this project. If we can use the area about 100 m x 100 m for material/equipment laydown area, we can work effectively, as scheduled, and save cost for civil work.
Please advise.
Upon award of the contract, the government will work with the Contractor to provide reasonable area(s) for material and equipment laydown area and vehicle parking, compatible with the Scope of Work and anticipated construction work flow and logistics.
Contractor laydown space is very limited in the airfield and there are a lot of projects currently competing for space. Regardless, the contractor shall prepare and submit a permit request to Planning for consideration and approval as per contract requirement
17 10‐Aug‐20 Will the Government compensate for labor, lodging, and other expenses if access is restricted at US MCAS Iwakuni in the future when workers are on standby as a result of COVID‐19?
The intended project site is an isolated construction site and we do not anticipate workers having to be on a standby basis due to COVID‐19 for an isolated construction site. Please see MCASO 6220 (Marine Corps Air Station Iwakuni COVID‐19 Order (Non‐Status of Forces of Agreement Contractors).
Generally, Non‐SOFA contractors performing construction‐related work on the base under the auspices of a NAVFAC contract are not required to complete a risk assessment. However, anyone with access to MCAS Iwakuni must follow the requirement and procedures to access and while on board MCAS Iwakuni.

23.13 Page 3
2.1.2 Pipe For conduits casing under the Taxiway, Drawing E‐05, section drawing ⑤ indicates "STEEL CASING", however, specification section 33 05 23.13, paragraph
2.1.2 Pipe, states that "Install a polyethylene pipe for a
145 mm diameter drill line." Please clarify.
Follow the drawing which shows four conduits pipes requiring to be spaced at 75 mm minimum and placed in the single steel casing.
19 10‐Aug‐20 Please provide detailed geological data for the construction area, including the horizontal drilling area. The location and method of construction will change if there is improved ground, boulders, etc. In the absence of such data, additional costs may be incurred.
The Government does not have a complete boring data for the airfield area. However, boring data from CSDB's soil boring project of Southside area is available and provided per Enclosure (2). Additionally, the Ground Improvement Work project, Runway and Taxiway Typical Cross Section are provided per Enclosures (3) thru (5).
20 10‐Aug‐20 In order to conduct horizontal drilling under the taxiway during the daytime, materials and equipment needed for the work will have to be brought in and out on the taxiway, and there will be traffic of workers on the taxiway. Therefore, the work area will not be limited to the shoulder, but will be the entire taxiway.
For safety and work efficiency reasons, we consider that taxiway A should be closed during the construction period.
The plan is to restrict aircraft movement on the impacted portion of the taxiway; this will deconflict project execution with aircraft operations while ensuring safety of flights.
21 10‐Aug‐20 Is it acceptable to conduct site investigations and surveys during the daytime with AVOC credentialed personnel, especially the PAR site area near the runway? The reason is that daytime surveying provides more accurate data than nighttime surveying and allows for more efficient work.
The request to conduct site survey during day is acceptable. All site visits need to be pre‐coordinated with Airfield Management Office.
22 10‐Aug‐20 Please provide pictures of the existing handhole ME‐10 and MW‐19.
Government will provide response by a separate amendment.

1.7.1.1 Special
Schedulin g
Requirem ents
Specification section 01 11 00, paragraph 1.7.1.1 states that "The on‐site work at two project areas shall be scheduled at night." If the work required to be conducted during daytime is changed to nighttime for the reasons caused by the Government, will the difference in the day/night unit price be subject to separate settlement?

24 10‐Aug‐20 E‐05, ⑤ The arrangement of electrical conduits in the casing under the taxiway only states that the clearance between pipes is 75mm, and there are no details on what construction method or materials to be used.
Without this information, it is impossible to make an estimate.
The specifications mentions the contractor must install 4 conduits pipes with a 75mm clearance between the pipes, the means and methods of how it is installed is up to the contractor (size of the casing or type of materials).
25 10‐Aug‐20 Is it acceptable to use rafter cranes and on‐board crane vehicles (a.k.a. UNIC) for daytime work if we provide an AVOC credentialed personnel? We need these equipment for installation and removal of materials and equipment, handhole and sheet piles.
Also, do we need to conduct sheet pile installation and removal at nighttime since the work will be conducted 8 hours a day and for several days?
Approval of this request will depend on details provided via the Obstacle Evaluation process; this submittal includes the completion of work and removal procedure. The respective Obstacle Evaluation Worksheet must be submitted NLT 30 days before work is scheduled to start.
26 10‐Aug‐20 Can we use rough terrain cranes and on‐board cranes (commonly known as UNICKs) for daytime work on taxiway for installation and removal of materials and equipment, hand hole and sheet piles?
Approval of this request will depend on details provided via the Obstacle Evaluation process; this submittal includes the completion of work and removal procedure. The respective Obstacle Evaluation Worksheet must be submitted NLT 30 days before work is scheduled to start.
27 10‐Aug‐20 What are the constraints of working at or near taxiway in the daytime?
Government will provide response by a separate amendment.
28 10‐Aug‐20 Access to the North, South and Central areas for daytime work must be through taxiway A. In earthwork, the hauling of surplus soil and fresh soil will be frequent throughout the day. If this work is interfered by the aircraft traffic, the efficiency of the work will be reduced and it may be best to work at night. If there are any delays in the process, would the Government reimburse the cost separately?
There are many different options respective to haul routes. This can be discussed after the contract award to better deconflict aircraft traffic with construction activity hauling. After contract award please provide a schedule to include times of when the contractor will haul material out. Contractor claims will be reviewed at time of incident for validity and determination of equitable compensation.
29 10‐Aug‐20 If we can close and use the taxiway during the construction period, will it be required to install low‐ profile barricades? If so, will the government provide the barricades?
The Government will provide all airport low profile barricades and associated lighting.
