About this file
This is a Government Statement of Work (SOW) for the upgrade of Siemens building hardware and server systems at Naval Support Activity (NSA) Annapolis, specifically at the Lejeune Chilled Water Plant (#597U) and associated buildings. The project (Maximo Number 20181564, eProjects 1700364) requires the replacement of 72 obsolete Siemens Insight building supervisory controllers with current-generation Siemens PX controllers featuring the latest firmware, and replacement of one outdated Siemens Insight 3.11 server with a new Siemens Desigo server. The contractor must perform all programming downloads and uploads, wiring installations, and system integration to ensure compatibility with the new Desigo server infrastructure. The work encompasses multiple buildings across the installation including Bancroft Wings 1, 5, and 6; Buchanan House; Chapel; Luce Hall; Mahan Hall; Michelson Hall; Mitscher Hall; and Glen Warner Soccer Facility, with controllers to remain on-site at the plant until project completion. All work must comply with ASHRAE Standards, NEC 2018, OSHA requirements, Army Corps of Engineers Safety Manual EM-385-1-1, and Unified Facilities Criteria.
The contract requires the contractor to provide a new laptop with associated software for local support, five minimum software user keys, and conduct three eight-hour training sessions with facility staff upon completion. Critical submittals include an Activity Hazard Analysis, Safety Plan, detailed schedule, and all hardware and firmware specifications for IT Security Division approval. Work must be coordinated with public works personnel and scheduled to minimize impact on facility operations, with building-level work requiring minimum 48-hour advance notice. The contractor must obtain DD-5512 base access forms at least two weeks prior to work commencement and comply with Navy and Marine Corps Integration (NMCI) coordination requirements. Key personnel include a project superintendent with minimum five years' construction experience and three years as a superintendent on similar projects, a Quality Control Manager, and a Site Safety and Health Officer, all fluent in English. A Designated Project Scheduler must prepare a cost-loaded Network Analysis Schedule (NAS) using Primavera P6 software within 30 days of award. Payment procedures follow FAR 52.232-27 and FAR 52.232-5, with monthly invoices submitted via Wide Area Work Flow (WAWF) within five calendar days of the invoice date, contingent upon acceptance of compliant Facility Electronic Operation and Maintenance Support Information (eOMSI) submittals.

Major subcontractors who will engage in the work must also attend.
1.9 FACILITY TURNOVER PLANNING MEETINGS (NAVFAC Red Zone - NRZ)
Meet with the Government to identify strategies to ensure the project is carried to expeditious closure and turnover to the Client. Start the turnover process at the Pre-Construction Conference meeting with a discussion of the NAVFAC Red

1.9.2 Meetings
a. Upon Government acceptance of the NRZ Checklist, the Project Superintendent is required to lead regular NRZ Meetings beginning at approximately 75 percent project completion, or three to six months prior to Beneficial
Occupancy Date (BOD), whichever comes first.
b. The Contracting Officer will determine the frequency of the meetings, which is expected to increase as the project completion draws nearer.

Key personnel from the Supported Command, the End User (who will occupy the facility), the
Government Design and Construction team and Subject Matter Experts, the
Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.
1.10.1 Formal Partnering

Before a Partnering session, coordinate with the Facilitator all requirements for incidental items (such as audio-visual equipment, easels, flipchart paper, colored markers, note paper, pens/pencils, colored flash cards), and have these items available at the Partnering session. Provide copies of documents for distribution to all attendees. Provide a Facilitator experienced in conducting
Partnering Workshops, and who is acceptable to both the Government and the
Contractor. The Facilitator is responsible for leading the team in a timely manner and making sure that issues are identified and resolved. A list of
Partnering Facilitators is available from the Contracting Officer.
a. Schedule the Initial Partnering Session for a duration of [one] day minimum.
Locate this session at a place off the construction site, as agreed to by the Contracting Officer and the Contractor. It may take place concurrently with the Pre-Construction Meeting.
b. Schedule follow-on Partnering Session(s) for a maximum of 4 hours. Schedule them at no more than 3 to six month intervals. Participants are encouraged to utilize electronic means to expedite meetings. Meetings may be held at a location off-Base, at the project site, or in a Government Facility on Base.
Follow-on meetings may be held concurrently with other scheduled meetings.
Attendees need only be those required to resolve current issues. Recommend using the same Facilitator from the Initial Partnering session to achieve best results and for continuity.
1.10.2 Informal Partnering
The Contracting Officer will organize the Partnering Sessions with key personnel of the project team, including Contractor personnel and Government personnel.
The Initial Partnering session should be a part of the Pre-Construction Meeting.
Partnering sessions will be held at a location agreed to by the Contracting
Officer and the Contractor (typically a conference room provided by the PWD
FEAD/ROICC office or the Contractor). The Initial Informal Partnering Session will be conducted and facilitated using electronic media (a video and accompanying forms) provided by the Contracting Officer. The Partners will determine the frequency of the follow-on sessions, at no more than 3 to six month intervals.
1.11 ELECTRONIC MAIL (E-MAIL) ADDRESS
Establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after contract award, provide the

ELECTRONIC CONSTRUCTION AND FACILITY SUPPORT CONTRACT MANAGEMENT SYSTEM
1.1 CONTRACT ADMINISTRATION
Utilize the Naval Facilities Engineering Command's (NAVFAC's) Electronic
Construction and Facility Support Contract Management System (eCMS) for the transfer, sharing and management of electronic technical submittals and documents. The web-based eCMS is the designated means of transferring technical documents between the Contractor and the Government. Paper media or e-mail submission, including originals or copies, of the documents identified in Table
1 are not permitted, except where eCMS is unavailable or non-functional.
Contact the Contracting Officer's Representative (COR) regarding availability of eCMS training and reference materials.
1.2 USER PRIVILEGES
The Contractor will be provided access to eCMS. All technical submittals and documents must be transmitted to the Government via the COR. Project roles and system roles will be established to control each user's menu, application, and software privileges, including the ability to create, edit, or delete objects.
1.3 SUBMITTALS
