This document is a Part 3 Project Program section for a Request for Proposal (RFP) for the Secure Electromagnetic Research Facility (SERF) at Naval Support Facility Dahlgren in Virginia. The project involves designing and constructing a state-of-the-art facility for the Naval Surface Warfare Center Dahlgren Division to test future radio frequency (RF) equipment. The facility will feature a large anechoic chamber with specific dimensional requirements (250'-0" x 90'-0" x 60'-0"), designed to support simultaneous radar testing on the ground floor and equipment platform, with integrated dynamic and static instrumentation walls.

The facility will include utility rooms, telecommunications infrastructure for unclassified and classified networks, fire protection systems, and will be designed to meet various federal standards including Unified Facilities Criteria (UFC). The building will have a steel superstructure, insulated metal panel exterior, standing seam metal roof, and concrete floors. The project emphasizes cybersecurity, sustainable design, and will provide an Open Storage Secret (OSS) environment. The facility is intended to support the development of future x-band radar capabilities and will be occupied by fewer than 10 people, with loading areas for equipment deliveries located on the southeast and northwest corners of the building.

P402 Secure Electromagnetic Research Facility (SERF) NSF Dahlgren, VA

PART 3 – PROJECT PROGRAM - Page 1

1.0 PROJECT DESCRIPTION

The Contractor shall design, deliver, and construct a Secure Electromagnetic Research Facility (SERF) for the Naval Surface Warfare Center Dahlgren Division (NSWCDD). This facility is situated at the intersection of Bronson Road and McVay Road south of Building 1580 at Naval Support Facility (NSF) Dahlgren. This project will primarily include ground-up construction of a state-of-the art facility that will provide the U.S.

Navy with a new means of testing future radio frequency (RF) equipment for deployment to the fleet. This test facility shall include the following rooms: a high-bay, indoor anechoic chamber, a control room, material lift, shop rooms, passageways, restrooms, and the dynamic/static instrumentation walls. The utility rooms shall include the following: chamber electrical, telecommunications, electrical, mechanical, and the fire pump room. The facility will be occupied by less than 10 people for design purposes.

The facility design shall incorporate a steel superstructure with insulated metal panel exterior membrane, standing seam metal roof, and concrete deck floors and slab. The building components shall also include a foundation, and mechanical, electrical and informational systems appropriate for the supported command and design to meet applicable Unified Facilities Criteria (UFC).

The anechoic chamber is the operational centerpiece that will comprise a significant footprint within this facility. Most, if not all, of the technical requirements within the facility are driven from the operational design criteria from the chamber itself. The Design-Build (DB) Contractor and the anechoic chamber subconsultant/contractor shall have a close working relationship throughout the design and construction of this facility. The anechoic chamber design criteria is largely provided by the Government and supported command and will require close collaboration to ensure that the dimensional, material, and RF design criteria is strictly adhered to. The anechoic chamber design shall have interior absorber tip-to-tip dimensions of 250’-0” (L) x 90’-0” (W) x 60’-0” (H) at the target end wall, sloping down to 46’-0” (H) at the transmit/radar end wall. There will also be an equipment platform at the 15 ft level off the ground extending back another 23’-0” bringing the total effective length for test items located on the equipment platform to at least 270’-0”. The chamber shall be designed to support two (2) radars operating simultaneously in various configurations on the ground floor and on the equipment platform. The static and dynamic instrumentation walls and associated equipment shall be incorporated into the chamber design and construction.

The facility shall include telecommunications infrastructure to support unclassified and classified networks for purposes of radar testing, building management facility services, and voice/video collaboration. Building telecommunication systems shall comply with UFC 3-580-01 Information and Communications Technology Infrastructure Planning and Design. Premium information systems include Intrusion Detection System (IDS) and CCTV infrastructure supporting safety monitoring within the anechoic chamber (i.e. no external connectivity).

The building shall be outfitted with appropriate fire alarm control panels and smoke detection systems per UFC 3-600-01 Fire Protection Engineering for Facilities. Due to the radar equipment susceptibility during an emergency, the anechoic chamber shall also be equipped with a clean agent system per NFPA 2001 Standard on Clean Agent Fire Extinguishing Systems. Outside of the chamber itself, the facility shall have a combination of dry- and wet-pipe sprinklers.

The project shall implement minimum Anti-Terrorism requirements per UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings and physical security measures in accordance with UFC 4-026-01 Design to Resist Forced Entry.

Built-in equipment shall include the anechoic chamber, material lift, and static/dynamic instrumentation walls. Barrier-free design in accordance with UFC 1-200-01, DOD Building Code, and the Architectural Barriers Act (ABA) Standards shall be followed for the first level of the building. All other levels are not public spaces and will have 5 or fewer occupants in accordance with ABA section F206.2.3, Exception 1.

The following are the steps to perform for the full Cybersecurity design:

http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-1-200-01

PART 3 – PROJECT PROGRAM - Page 7

Step 1 - Determine the Confidentiality, Integrity, and Availability (C-I-A) impact levels (Low, Moderate, or High) for each of the Facility-Related Control System. (HVAC, FLS, UCS, ESS, ES)

1. Facility Related Controls Systems (FRCS): Develop the FRCS matrix during the Design Phase of the project.

Step 2: Use impact levels to select the proper list of controls per the National Institute of Standards and Technology - NIST SP 800-82.

1. Facility Related Controls Systems (FRCS): Update the FRCS matrix, identifying specific project requirements to incorporate, and identifying components that are outside of the Design-Build Contractor scope of work.

2. Note: The RMF Knowledge Service (https://rmfks.osd.mil) contains guidance on determining controls from C-I-A ratings, including an Excel Spreadsheet that generates a control list based on the impact ratings and the NIST SP 800-82 guidance. This website is CAC-enabled; designers without a CAC must request assistance from the Service if tables and information were not provided.

Step 3 – CCI’s & Diagrams: Using the DoD master Control Correlation Identifier (CCI) list, create a list of relevant CCIs based on step 2.

1. This list of CCIs identifies cybersecurity requirements to be included in control system design.

2. Create a cybersecurity level 1-5 (if requested by end-user) control system architecture diagrams for each facility-related control system.

Step 4 – Categorize CCIs for each FRCS

1. Identify CCIs that require input from the designer.

Step 5 – Specifications UFGS 25 05 11 for each FCRS : Incorporate cybersecurity requirements into project specifications.

2.3.8 Secured Areas

Provide an Open Storage Secret (OSS) environment within the building that complies with the SECNAV M-5510.36 Department of Navy Information Security Program, 32 CFR 2001.53, 32 CFR Part 117, and all requirements included within this document.
