About this file

This document is a Justification and Approval (J&A) for increasing the total capacity of an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Multi-Media Environmental Compliance Services. The contract, awarded to Bluestone-InterSpec JV on 15 July 2021, is for the Naval Facilities Engineering Systems Command (NAVFAC) Washington DC Area of Responsibility (AOR) and US Territories. The modification will increase the contract's not-to-exceed capacity from $30 Million to $40 Million, with a focus on environmental compliance services for Fuel Storage Tanks/Spill, Air, and Waste Materials.

The increased contract capacity is necessary to support critical mission-essential environmental compliance projects for FY25 and FY26, including AFFF (Aqueous Film-Forming Foam) compliance, Navy Museum objectives, and hazardous materials remediation. The additional funding will enable time-sensitive, mission-critical projects to be procured on a sole-source basis, with an estimated value of $17,000,000 for Fuel Storage Tanks/Spill, Air, and Waste Materials targeted projects. The contract includes a 5-year ordering period and will end on 14 January 2027, with pre-solicitation activities for the follow-on contract scheduled to begin in Q1 of FY27.
