Qualified Personnel Resumes. The RFP considers a certain number of years of experience in Maryland, Virginia, and the District of Columbia for almost all positions a strength. Would experience outside of these states, but still relevant to the scope, be rated as favorably?
Amendment 0001 revises the definition of Complexity for Factor 2, Corporate Experience/Personnel Qualifications, to refer to concurrent projects in Maryland, Virginia, Washington, DC, Pennsylvania, Delaware, and North Carolina.
Experience not adhering to the definition of Complexity provided, will be considered a deficiency.
2 4/23/2020 89 M.1(1).2.c
Under definitions, complexity refers to concurrent projects in Maryland, Virginia, and Washington, DC. Would complexity also include size, duration, number of FTEs, regulatory involvement and other aspects of the project or is it just limited to concurrent projects in Maryland, Virginia, and Washington, DC?
Amendment 0001 revises the definition of Complexity, to refer to concurrent projects in Maryland, Virginia, Washington, DC, Pennsylvania, Delaware, and North Carolina.
3 4/23/2020 94 14
For the Civil Engineer position, the RFP shows it would be a strength to be a licensed landscape architect. Is that correct?
Amendment 0001 revises the Civil Engineer position to reflect that it would be a strength to be a licensed civil engineer in Maryland, Virginia, Washington, DC, Pennsylvania, Delaware, and North Carolina. 0001

For the Threatened and Endangered Species Specialist, the RFP shows a requirement for the position to be registered with the U.S. Fish and Wildlife Services as a professionally recognized technical expert. Could you provide additional information on this requirement such as the listed species as this registration is species specific?
The specialist shall be registered with the U.S. Fish and Wildlife Services as a professionally recognized technical expert for: northern long-eared bat, Indiana bat, northeastern beach/puritan tiger beetle, Kenk's/Hay's Spring amphipod, atlantic and shortnose sturgeon, red knot, red-cockaded woodpecker, loggerhead/kemps ridley/leatherback sea turtles, Maryland darter, piping plover, bog turtle, dwarf wedgemussel, harperella, and the sensitive joint-vetch.
Amendment 0001 revises this position to reflect that "Being registered as an expert in additional Mid-Atlantic species may result in a higher rating."

The Solicitation states that the contract is to provide “design, engineering and environmental services.” Does the Prime contractor need to be registered or authorized to practice engineering in the AOR and/or does the Project Director need to be a licensed professional engineer?
The selected Offeror will be required to obtain all necessary business licenses and registrations to perform the scope of work within the designated AOR.
Per Pg 91, Section 1, the Project Principal does not require a professional engineering license. N/A

Qualification for the Project Principal include a Bachelor’s Degree in “environmental/natural sciences, historical sciences, or natural/cultural resource management.” Can NAVFAC confirm that a Bachelor’s Degree in Environmental Engineering satisfies the educational requirement for Project Principal?
Yes. A Bachelor's Degree in Environmental Sciences will satisfy the education requirement for Project Principal. N/A

Section M1., (2) Factor 2, (i) Submittal Requirements requires 14 project examples: four natural resource, four cultural resource, four NEPA, and two restoration projects, but does include an example for “Compliance” related tasks which are under service requirements (e.g., stormwater compliance, wastewater compliance, etc.). Does NAVFAC anticipate evaluating contractor qualifications for the compliance related tasks, and if so, will NAVFAC include a compliance related project in the submittal requirements?
Submittal of Compliance projects is not required for this solicitation. Offerors shall submit project examples in accordance with page 90. N/A

89 M (Factor 2) 5
Factor 2 states that for a project to be relevant, it must be of similar scope, size, and complexity. The RFP then defines complexity as: “Complexity refers to concurrent projects in Maryland, Virginia, and Washington, DC.” These statements and definitions combined mean that Navy and Marine Corps projects (e.g., EISs) that are of similar in scope and size but that are not within Maryland, Virginia, or Washington DC will not be considered, because by definition the projects are not “relevant.” This definition seems overly exclusive and could limit competition. Can NAVFAC please clarify whether it intends to exclude, or considered not relevant, all projects that are not in MD, VA, or DC, or can NAVFAC revise the definitions for “relevant” and “complexity” so they do not limit the location of projects to these States and the District?
Amendment 0001 revises the definition of Complexity, to refer to concurrent projects in Maryland, Virginia, Washington, DC, Pennsylvania, Delaware, and North Carolina.

Section M1., (2) Factor 2, (2) Qualified Personnel (Page 94) #14 CIVIL ENGINEER states that “The Government may consider the following as strengths if all are met: “A master’s degree in civil engineering, or environmental engineering; AND At least five (5) years of full-time professional experience as a civil engineer in Maryland, Virginia, and the District of Columbia. BE LICENSED AS A LANDSCAPE ARCHITECT IN
MARYLAND, VIRGINIA, OR THE DISTRICT OF COLUMBIA.”
The requirement for licensure as a Landscape Architect for the Civil Engineer position seem errant. Can NAVFAC confirm, that the CIVIL ENGINEER position does not need to be a Licensed Landscape Architect to receive strength ratings?
Amendment 0001 revises the civil engineer position to reflect that it would be a strength to be a licensed civil engineer in Maryland, Virginia, Washington, DC, Pennsylvania, Delaware, and North Carolina. 0001
