About this file

This is a Justification and Approval (J&A) document for a sole source contract modification to extend regional security operation services at Naval District Washington.

The Naval Facilities Engineering Systems Command (NAVFAC) Washington is requesting authorization to extend contract N4008020D0005 using other than full and open competition pursuant to 10 U.S.C. 3204(a)(2) for unusual and compelling urgency. The modification establishes a 4-month base period from October 1, 2026 through January 31, 2027, followed by eight optional one-month periods extending through September 30, 2027. The contract provides critical security services to multiple DoD facilities in the National Capital Region, including NAVSEA, Strategic Service Programs, Bethesda, Carderock, Arlington Service Center, and Chesapeake Bay Detachment. Funding is derived from FY27 O&MN funds from various customers. The current contractor, identified as a small business concern, has provided these services since 2020 and possesses extensive knowledge of required operations and procedures. The bridge modification was necessitated by a GAO bid protest filed on March 13, 2026 that suspended performance under the newly awarded contract N4008026D1003, requiring the Government to undertake corrective action and complete the source selection process. The bridge period provides time to finalize pre-award actions, obtain funding, and execute a required 30-day transition period. The J&A will be synopsized on the Government Wide Point of Entry as a sole source modification upon approval. The contracting officer determined the anticipated costs to be fair and reasonable, and no further bridge contracts are anticipated for this requirement.

Subj: JUSTIFICATION AND APPROVAL FOR CONTRACT N4008020D0005, REGIONAL 8(a) SECURITY OPERATION SERVICES, NAVAL DISTRICT WASHINGTON

FY27 O&MN funds from various customers will fund this action.

4) Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority permitting other than full and open competition is 10 U.S.C.

3204(a)(2), as implemented by Federal Acquisition Regulation (FAR) 6.302-2, Unusual and compelling urgency.

5) Rationale Justifying Use of Cited Statutory Authority.

The Regional 8(a) Security Operation Services contract provides critical security services to facilities and installations in the National Capital Region. No other contract vehicle exists that could be used to meet the Regional 8(a) Security Operation Services requirements. The impact of not providing security services to these installations may compromise the physical security of DoD assets at NAVSEA, Strategic Service Programs, Bethesda, Carderock, Arlington Service Center, and Chesapeake Bay Detachment and potentially result in mission failure. Even a short gap in services could negatively impact life, health, safety, and mission.

The work is scheduled to commence in February 2027.

The services under this requirement is being provided by , a small business concern.

has been supporting the 8(a) Regional Security Operations Services contract since 2020. has extensive knowledge of the required services. Its familiarity with security operations and procedures allows to seamlessly continue performance. In addition, does not require a transition phase because they are already performing the work and providing the services. Executing this contract action will avoid the risk associated with not having ample time to transition and start full performance. possesses the manpower and skill levels to provide the required services without a learning curve or additional phase-in/mobilization requirements. Failure to award a bridge modification to could severely compromise services and negatively impact life, health, and safety.

The bridge request arose from a timely GAO bid protest submitted on March 13, 2026. This resulted in suspension of performance on the newly awarded contract N4008026D1003. Due to the protest, the Government took corrective action which includes evaluations, extending the source selection process. The bridge action is necessary to ensure continuous performance of services and a seamless transition. This will provide adequate time to complete the corrective action, source selection process, obtain funding, and provide for the required 30-day phase-in period.

6) Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

This proposed action is being requested under FAR Part 6.302-2 Unusual and compelling urgency. There is insufficient time to synopsize this action, solicit offers, conduct source selection, negotiate, and award an interim, short-term contract to perform these services. The anticipated costs to competitively award a short-term bridge contract are believed to exceed any savings that would be generated through competition. The proposed J&A will be synopsized on the Government Wide Point of Entry (GPE) as a sole source contract modification to , upon approval of this J&A.

7) Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8) Actions to Remove Barriers to Future Competition.

The follow-on procurement, which remains as a limited competition (8a set-aside) procurement, was awarded. However, performance is currently suspended due to a GAO bid protest. The Government is in the process of taking corrective action and completing the source selection process. The bridge request will cover the time required to complete the pre-award/award actions and allow for the 30-day transition period. No further bridge contracts are anticipated for this requirement.
