SPECIAL NOTICE FOR USE OTHER FULL AND OPEN COMPETITION
P-3021 HANGAR 21
JOINT BASE ANDREWS
Camp Springs, MARYLAND for
ADB AIRFIELD LIGHTING SYSTEM
Notice Type: Special Notice Solicitation No: N40080-18-R-0003 Date: February 12, 2019 Response Date: February 27, 2018 2:00 PM EST J&A Statutory Authority:
FAR 6.302-1(c) – Only one responsible source (brand name) Classification Code: Y1BZ – Construction of Airfield Structures NAICS Code: 236220-Commercial and Institutional Building Construction
Synopsis:
SUBJECT: Notice of intent to Award a Contract Using Other Than Full and Open Competition
THIS IS FOR INFORMATION PURPOSES ONLY. Under the authority of FAR Subpart 6.302-1(c), the Naval Facilities Engineering Command (NAVFAC) Washington intends to sole source the following ADB AIRFIELD LIGHTING SYSTEM:
1) AIRFIELD LIGHTING CONTROL AND MANAGEMENT SYSTEM (ALCMS): The
ALCMS modification must be performed by ADB Airfield solutions in order to provide a reliable system, maintain the existing warrantees and support, and reduce maintenance personnel training requirements. If ADB Airfield Solutions is not hired to modify the ALCMS, ADB Airfield solutions would no longer warrantee and service the existing products. This could lead to an issue where the base is stuck with no clear system support representative and issues that could cause significant operational disruptions.
The ALCMS is how the tower controls the lighting on the airfield. Without this system, the tower would not be able to readily change lighting intensities, configurations, and colors needed to safely control the airfield operations during changing weather conditions.
2) SWITCHGEAR STYLE CONSTANT CURRENT REGULATOR (CCR) POWER
PACKS: Constant current regulators are required as part of the project in order to operate with the current airfield lighting at the base. No other type of power source would operate as required.
CCR’s are available in two basic configurations, stand alone and switchgear style. The standalone type takes more space and is useful when few regulators are being installed (2 or 3). When a larger quantity of regulators is being installed, switchgear style CCR’s provide a smaller footprint and more versatility. The existing lighting vault contains switchgear style regulators manufactured by ADB Airfield solutions. There is no room in the existing vault to add standalone regulators for this project. Only switchgear style CCR’s would accomplish the requirements of the project.
The existing switchgear regulators in the existing lighting vault are manufactured by ADB Airfield solutions. The new switchgear CCR Power Packs must be manufactured by ADB Airfield solutions because they are inserted into the existing Switchgear equipment. If the regulators are not manufactured by ADB Airfield Solutions, Base maintenance would require more training on the regulators and integration to the ALCMS would require additional equipment. In addition the existing Switchgear CCR’s warrantees would not be maintained if non-ADB Airfield Solutions equipment is installed within them. All of the additional items required in order to not provide ADB Airfield Solutions CCR’s would cause interoperability and the cost of the project would be increased significantly.
3) ELEVATED TAXIWAY EDGE LIGHT FIXTURES, AND INSET TAXIWAY EDGE
LIGHT FIXTURES:
The existing airfield lighting fixtures at Joint Base Andrews are all manufactured by ADB Airfield solutions. Joint Base Andrews staff has been trained on how to maintain and repair the ADB Airfield Solutions lighting fixtures. If ADB Airfield Solutions lighting fixtures are not used, the base personnel would have to go through additional training, additional spare parts would need to be stocked and stored, and additional equipment may be required for maintenance. Currently all of the space in the existing airfield lighting vault is dedicated to the current maintenance practices and spare capacity. This does not allow for storage of additional spare parts and maintenance space. In addition, by adding additional manufacturer’s equipment into the maintenance routine, there is an increased chance of improper fixture maintenance.
4) AIRFIELD GUIDANCE SIGN:
Airfield guidance signs are required to be installed at the taxiway intersections. The existing airfield guidance signs at Joint Base Andrews are all manufactured by ADB Airfield solutions. Joint Base Andrews staff has been trained on how to maintain and repair the ADB Airfield Solutions guidance signs. If ADB Airfield Solutions signs are not used, the base personnel would have to go through additional training, additional spare parts would need to be stocked and stored, and additional equipment may be required for maintenance. Currently all of the space in the existing airfield lighting vault is dedicated to the current maintenance practices and spare capacity. This does not allow for storage of additional spare parts and maintenance space. In addition, by adding additional manufacturer’s equipment into the maintenance routine, there is an increased chance of improper sign maintenance.
