The purpose of this amendment is to provide drawings to accompany this action's scope of work. This amendment will also update the wage determination and respond to requests for information. Please note: The proposal due date for this action is extended to Thursday, 10 May 2018, 02:00 P.M.

RFI 009: Who is responsible for moving the furniture?

Response: The government is asking the contractor to move the furniture.

RFI 010: There is no mention of how many men to run this project, will there be one, two or three men required for SSHO, QC and Superintendent Response: Due to the size of this project, the SSHO, QC, and Superintendent can be triple-hatted.

RFI 011: Will the building be occupied during construction?

Response: Yes, the building will be occupied during construction. All work is to be performed at B201A.

RFI 012: What are the on-site working hours for the project?

Response: Regular working hours; 0700-1500 (M-F). On-site working hours can be found in paragraph 1.8 of the scope of work.

RFI 013: Are the any specifications for the project?

Response: Yes, specifications for this project can be located on pages 3-13 of the Request for Quotation.

RFI 014: Does restroom need to meet ADA requirements?

Response: Yes. (Reference paragraph 2.2.2.7 of the scope of work)

RFI 015: Are any receptacles or data boxes required on the exterior walls of the restroom?

Response: Receptacles and data boxes are not required on the exterior walls of the restroom.

RFI 016: Is the VCT to be 1/8” or ¼” please advice.

Response: 1/8” is acceptable for this project. (See paragraph 2.3.2.2 of the scope of work)

RFI 017: Do shop drawings need to be provided by an A & E and sealed or is in house design acceptable?

Response: A/E shop drawings are acceptable for this project. (See paragraph 2.2.2.7 of the scope of work)

RFI 018: A restroom size of 10’ x 10’ was referenced, is this the size the Government requires?

Response: This was a suggested size; however, can be adjusted smaller to meet ADA. The government is open to a location in the corner of the N/E (floor plan). (See paragraph 2.2.2.7 of the scope of work)

RFI 019: Are the toilets to be a tank or flush valve type?

Response: Due to pressure requirements, a tank valve is acceptable for the toilet. (See paragraph 2.3.2.4 of the scope of work for valves acceptable for urinal requirements)

RFI 020: When the floor is saw-cut, there will be existing VCT removed for the saw-cut, as the existing VCT is a blue color that will probably be hard to match, how are we to replace the area removed for the saw-cut, replace all VCT in the room or provide an accent strip of a different color where removed?

Response: The replaced VCT should match the existing VCT as closely as possible.

RFI 021: DO WE HAVE TO FOLLOW SILICA RULES AS IT WILL DRIVE COST WAY UP? I JUST HAD A

JOB AT PAX THAT TOOK 3 MAN HOURS TO DRILL ONE 1/4" HOLE FOR A PLASTIC ANCHOR...

Response: Yes (See paragraph 1.2 (General Requirements) of the scope of work. This project must comply with OSHA safety requirements.

RFI 022: WHAT TYPE/BRAND CIRCUIT BREAKERS ARE REQUIRED FOR THE EXISTING PANEL?

Response: Standard 15A circuit breakers are acceptable (reference to Panel – P1).

RFI 023: WILL FIRE ALARM/MASS NOTIFICATION BE REQUIRED?

Response: No, fire alarm/mass notification will not be required for this project.

RFI 024: WHAT SIZE BASEBOARD HEAT WILL BE REQUIRED?

Response: 4” vinyl is acceptable for this project.

RFI 025: WHAT TYPE CONTROLS WILL BE RQUIRED FOR LIGHTS AND FAN? REGULAR SWITCH'S, TIMERS, OC's?

Response: Regular switches are acceptable for this project. (See paragraph 2.2.2.7 of the scope of work)

RFI 026: CAN MC CABLE BE USED?

Response: MC Cable can be used for this project.

RFI 027: Please confirm that no hazardous materials have been identified nor should be accounted for as part of this proposal.

Response: At this time, the government has not tested or has any records of any hazardous materials at the worksite.

RFI 028: Will 1 triple-hatted site Superintendent/QC/SSHO be sufficient to run this project? If not, please provide administrative requirements (number of dedicated hats) for this project.

Response: Due to the size of this project, the SSHO, QC, and Superintendent can be triple-hatted.

RFI 029: Please confirm all work is to be completed during normal working hours.

Response: Regular working hours; 0700-1500 (M-F). On-site working hours can be found in paragraph 1.8 of the scope of work.

RFI 030: The RFQ section 2.2 makes mention of a reference sketch and utility plan but I did not see this in the original solicitation. Will/can these be documents be provided prior to bid.

Response: Please see drawings attached to this amendment.

RFI 031: Please provide the distance from the proposed new restroom location to the tie-in point on the existing sanitary line.

Response: The distance is approximately 120’; the depth is unknown.

RFI 032: What is the size, type and depth of the existing sanitary pipe where the new line will tie in?

Response: This information is unavailable at this time.

RFI 033: During the site walk it was noticed that the existing electrical sub panel, adjacent to the new restroom location, was full with no apparent spare breakers. Please provide tie-in (panel) location and distance from new restroom for new bath fan, lighting, baseboard heat and GFI receptacle electrical supply.

Response: There is a panel, labeled - P1, located in the steam room on the other side of the wall (adjacent to this area), approximately 15 feet from the suggested restroom location.

RFI 034: Are there any utilities or communication lines encased within the existing 12” concrete (which would prevent a continuous saw cut) in the path of the new sanitary line?

Response: This information is unavailable at this time.

RFI 035: The RFQ states to provide design sketches/shop drawings for the new restroom and plumbing. Do these drawings have to be created and/or stamped by a P.E. or will NAVFAC assume responsibility for full review and compliance acceptance?

Response: PE – NAVFAC will not assume responsibility for full review and compliance acceptance.

RFI 036: Will the ceiling tile and/or drywall in the new restroom be required to be moisture resistant?

Response: The ceiling tile and/or drywall in the new restroom is required to be moisture resistant.

RFI 037: The existing space has VCT flooring which, due to its age, will be very difficult to match. Should provisions to maintain appearance of the existing space (i.e. replace larger than necessary portion of floor tile) or should only the tile removed for concrete cutting be replaced? Please quantify if extra floor replacement is required.

Response: Only the tile removed should be replaced.

RFI 038: Is VCT acceptable for the flooring in the new restroom? If not please specify flooring type.

Response: VCT is acceptable for the flooring in the new restroom.

RFI 039: Can the area outside of building where concrete and asphalt are removed for the new sanitary line be patched completely with concrete or will asphalt patch be required? If all concrete is acceptable, will the patch need to be painted black?

Response: Concrete is acceptable. (See paragraph 2.3.2.3 of the scope of work)

RFI 040: During the site visit it was noticed that there is an existing closet or chase located on the 2nd floor of the building above the proposed restroom location. Can the new vent pipe be concealed within this chase and if so will framing/drywall around the pipe to be required or can it be left exposed?

Response: Yes, framing around the vent pipe would be preferred for this project.

RFI 041: Should the new plumbing vent pipe and bath fan vent exit the building through the roof or out the side of the building? If roof, what type of roofing is existing? If side, please specify which side of building for each.

Response: The government is open to either solution. The roof material is not known, possible a built-up type of roof. If side, east or north side is preferred. Previous projects in the past for replacement with modified bitumen type roofing system.

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.35 for calendar year 2018 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.35 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2018. The EO minimum wage rate will be adjusted annually.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
