SUMMARY OF CHANGES

B7TSLL – Replace Main Electrical Panel at CBD Building One (1)

Pre-Bid RFI Responses 06/28/2018

1. What voltages will be disconnected from the main power distribution panel and be required to be re-established, other than 480v?

Response: Further investigation reveals that 208/120V service is the service that shall be re-distributed from the basement main power panel. Removal of 480V feeder cables and conduit from the basement main power panel to the panel being demolished will be required. Safe lock out tag out can be accomplished at the basement main power panel.

2. It appears that the old 480v breakers in the Main power distribution panel were in the off position, however the distribution panel in the lower level is being fed by a 480v system, are the service conductors passing thru the old main distribution panel or being support from the main power distribution panel?

Response: 480V feeder cables come from the basement main power panel to the subject panel being demolished. Removal of those cables and conduit will be required.

3. Is there any 480v active loads on the existing main power distribution panel? If what size is the feeder breaker?

Response: The subject 480V (side) of the panel to be demolished does not support any active loads.

The only loads supported by the subject panel are 208V/120V three phase four wire power and lighting panels. The basement main 480V power panel (to remain) supports both the subject power panel and an adjacent building.

4. What is the size and material (copper or aluminum) of the incoming service conductors supporting the old main power distribution panel? Or what size is the xmfr feeding the main power distribution panel?

Does this service need to be removed or abandon in place?

The subject panel to be demolished is fed with copper cables from the main 480V power panel in the basement. Cable size is no greater than 3/0 and the breaker is no larger than 225A.

5. What is the secondary voltage required on the new transformer?

No new transformer is required. 208/120V three phase four wire power shall be derived from the existing basement service via a new breaker. A new 208/120V power panel will be installed either in the basement electric room or on the first deck in the vicinity of the panel being demolished.

Existing branch circuits will be intercepted to support five (5) existing downstream power panels.

Four (4) of these panels are less than 100A capacity and one (1) is no larger than 225A capacity.

The new panel shall also have additional capacity for growth as outlined in the RFP document.

6. Lighting panel(s) will be rated for what voltage?

All lighting panels are to remain and shall be rated at 208/120V three phase four wire.

7. Provide further details/requirements/understanding on a complete grounding system and all existing equipment that needs augment grounding. Was a grounding testing performed? Is a report available?

Building grounding is adequate and may be tied into at the main distribution panel for extension to the new 208/120V panel. Arc Flash and Coordination studies have taken place within the last six

(6) years and that documentation will be made available post award.

8. Energy monitoring requirements – is this for only the 480 incoming service or also for the 208v incoming service?

Strike energy monitoring requirements. The new 208/120V panel shall be a sub panel and sub monitoring is not required.

9. Required Digital metering, is this for only the new or for the existing as well?

Strike digital metering requirements. The new 208/120V panel shall be a sub panel and sub monitoring is not required.

10. Is there any fire rated floors, partitions or walls?

Yes, that is likely. Sealing penetrations will be limited to fire proofing and matching of surface and finish to surrounding area.

11. Testing per NETA for the new and existing? Please identify existing equipment that will be required to be tested. If equipment fails who is responsible for correcting?

Only new equipment shall be tested. Contractor is responsible for all new equipment.

12. Please confirm the following:

That new Panel MDP will be rated 480/277V.

Response: Further investigation reveals that 208/120V service is the service that shall be re-distributed from the basement main power panel. Removal of 480V feeder cables and conduit from the basement main power panel to the panel being demolished will be required. Safe lock out tag out can be accomplished at the basement main power panel.

13. Provide single line and riser diagrams for Building 1.

Detailed single line and riser diagrams are not available but additional details are provided as an attachment to this response.

14. Provide the location for the panels and equipment fed by existing Panel MDP.

See additional information attached.

15. Provide photographs showing size, ampere rating, and short circuit current rating of all panels fed by existing Panel MDP.

See attached images and additional information. Short circuit current rating is not greater than

10KA for any device.

16. Provide ratings of existing Panel MDP and information of upstream equipment that supplies existing

Panel MDP (including fuses, circuit breakers and protective devices).

See attached additional information.

17. Provide grounding information for Panel MDP and Building 1.

Building grounding is adequate and may be tied into at the main distribution panel for extension to the new 208/120V panel. Arc Flash and Coordination studies have taken place within the last six

(6) years and that documentation will be made available post award.

18. Provide photographs for the 480V-120/208V step-down transformer located inside existing Panel

MDP.

No photographs are available of the inside of the panel. It not likely to have a transformer in it.

More likely is that multiple voltages were once provided from a single multi volt transformer outside the building which no longer exists.

19. Provide maximum duration for shut down required for replacement of Panel MDP. Please identify where the temporary power will be supplied from during replacement.

Providing a new 208/120V power panel, roughing in the necessary termination box or trough and transferring over from old to new is likely a more efficient method. A three-day weekend would be the ideal timing, but other similar provisions could be planned during normal hours. Demolition of the other equipment could then take place with day by day coordination.

20. How many men are required for this project for supervision/safety?

As outlined in RFP SECTION 01 30 00.05 20 Page 2 SUB-Section 1.4, SUPERVISION:

Each project requires representation for Supervision (Superintendent), Quality Control (GC), and

Safety. For this project, the Safety Officer may also serve to represent Quality Control. The

Superintendent may not serve as either Safety Officer or Quality Control Representative.

Therefore, a total of two (2) people are required to perform these tasks.

21. There is only five breakers turned on in the Main panel and are all 208 volt. Question, do you really need 480 volts or just 208 volts?

Response: Further investigation reveals that 208/120V service is the service that shall be re-distributed from the basement main power panel. Removal of 480V feeder cables and conduit from the basement main power panel to the panel being demolished will be required. Safe lock out tag out can be accomplished at the basement main power panel.

22. We need as-built draws, please provide.

No as-built drawings have been found. Please see attached additional information.

23. Where is the Main panel fed from? What size is the existing conduit and wire?

The subject panel to be demolished is fed with copper cables from the main 480V power panel in the basement. Cable size is no greater than 3/0 and the breaker is no larger than 225A.

24. Does the Main panel have multiple feeds? What size conduit and wire are the feeders?

There are multiple feeders to this panel in variety of different conduits. Conduits are no larger than

3” and cable is no larger than 3/0.

25. Please provide location and distance of all feeders.

Please see attached clarifying information.

26. Please provide location and distance of all branch feeders to remain/be replaced and size.

27. Is a new panel required or can remaining circuits be fed from panel in basement?

This is the anticipated design solution: 208/120V three phase four wire power shall be derived from the existing basement service via a new breaker. A new 208/120V power panel will be installed either in the basement electric room or on the first deck in the vicinity of the panel being demolished. Existing branch circuits will be intercepted to support five (5) existing downstream power panels. Four (4) of these panels are less than 100A capacity and one (1) is no larger than

225A capacity. The new panel shall also have additional capacity for growth as outlined in the RFP document.

28. Will there need to be a new Panel installed?

See response to question eight (8) above.

29. Will the voltage be 120/208 or 277/480 if the Panel is replaced?

The new panel shall be 208/120V three phase, four wire.

30. If the Panel is replaced with 277/480 where would we be allowed to set the step Down Transformer?

No step down transformer will be required. Sufficient 208/120V capacity exists in the basement power panel.

31. Please confirm that no hazardous materials have been identified nor should be accounted for as part of this proposal.

Confirmed.

32. May the QC manager/SSHO also act as site Superintendent (aka Triple Hat)? Please provide/confirm the administrative requirements for this project.

As outlined in RFP SECTION 01 30 00.05 20 Page 2 SUB-Section 1.4, SUPERVISION:

Each project requires representation for Supervision (Superintendent), Quality Control (GC), and Safety. For this project, the Safety Officer may also serve to represent Quality Control. The

Superintendent may not serve as either Safety Officer or Quality Control Representative.

Therefore, a total of two (2) people are required to perform these tasks.

33. Will this project require escorts? If so, please confirm they will be provided by others (gov’t, customer) and provided the quantity of escorts which will be provided for the duration of the project. (minimum of 2 would be ideal)

AS outlined in the RFP SECTION 01 14 00.05 20 Page 3 Sub-Section 1.3.1.3 Personnel Entry Approval:

Failure to obtain entry approval will not affect the contract price or time of completion. The Naval Research Laboratory, Chesapeake Bay Detachment (CBD), is a controlled area. In order to for the contractor personnel to enter CBD, they must receive a ID badge issued by NRL.

Each employee of the contractor and their subs are required to complete and submit the Temporary Identification

Badge Request HQ-NRL 5512/3 (Rev. 4-05) and SECNAV 5512/1(APR 2014) to the

CBD Customer Liaison. Temporary Identification Badges expire every 90 days. The contractor will be notified when the badges are ready for pick up at:

Naval Research Laboratory 4555 Overlook Ave. S.W.

Washington, DC 20375-5320

Badges must be picked up within 14 calendar days.

For contractor personnel with Greencards, they must be prepared to show their greencard each day before entry to CBD.

One-Day Passes: Visitor badges will be issued each work day at the Main

Gate upon entry to the base and shall be returned to the Main Gate. These badges shall be worn at all times while on base. All personnel shall stay on the work site and are not permitted to drive freely about the base or enter any building.

34. Please provide the minimum required amperage for the new 480/277, 3 Phase panel.

The panel shall now be 208/120 three (3) phase four (4) wire and will be no greater than 600A

35. Are any floor plans/as-builts available and if so will they be provided prior to the proposal due date? If not, what is the approximate building area and dimensions?

36. The SOW describes equipment that needs to be replaced in the second paragraph of the ‘Chapter 1 – Project

Description’. Can the replacement be quantified? For example, how can the branch circuiting be evaluated at this time whether it needs replacement?

Downstream lighting panel boards are not to be included in the scope of this project. The project objective is to remove the large panel board and an assortment of unused downstream equipment at

12 locations as well as all associated cabling and conduit. Also included shall be re-distributing

208/120V power to no more than six (6) downstream panels from a new 600A distribution panel located either in the basement electrical room or at the location of the current panel.

Two cable trays that run the length of the building and support these circuits shall remain, but be properly plugged where conduit is removed. All unused cable shall be removed.

37. What voltages are being used for distribution to the building? Based on the original discussions and site walk, the transformer/s could possibly need to be custom and would be long-lead items.

No transformer will be required. The only voltage to be distributed is 208/120V and that is available in the basement distribution lineup.

38. As a result of the electrical modifications and wall addition, will there be any changes to egress necessary? Is the current room housing the MDP code compliant?

No egress changes are required.

39. Will the services of a registered architect be required or can the drawings be stamped by engineers only?

Drawings are required to only be signed and stamped by a registered Engineer.

40. Please confirm that the design will only be inclusive of a full building floor plan and work included in this project and that as-builts showing all existing, remaining (untouched) devices and equipment will not be required. If this is incorrect, please provide detailed list of drawing requirements.

As-Built Drawings shall be limited to demolition and new work associated with this project. The shall include full building floorplans, single line drawings, and panel schedules associated with this work.

41. Is the 25% future growth capacity required on all replaced panels, or just the MDP?

25% future growth capacity is limited to the new 208/120V panel.

42. Can the existing masonry wall be filled with cinder block or will terracotta type block, to match existing, be required. Is the existing block filled solid and/or reinforced?

Cinder block and paint is an acceptable wall repair for the existing panel location.

43. Please provide photos of all areas, equipment, panels and devices expected to be modified, re-fed or reworked in any way as part of this project.

44. Please confirm that conduit within drywall and block partitions can be abandoned in place.

Conduit running within walls may be abandoned in place, but cable shall be removed. Conduit merely passing through walls must be replaced.

45. Will conduit above suspended ceilings, housing circuits scheduled to be demolished, be required to be removed?

Yes, conduit above suspended ceilings is required to be removed.

46. Please confirm that this proposal must be hand delivered and that email submissions will not be accepted.

Confirmed. The proposal must be hand delivered as outlined in the solicitation.

47. Base on the site visit only three 120/208V circuits are in use out of the existing MDP upstairs.

Would it be acceptable to re-feed these circuits out of the existing 120/208V MDP in the basement if capacity allows?

There are five or six 208/120V panels being fed from the subject panel. A new distribution panel will be required either in the basement electric room or in the location of the existing panel on the first deck.

48. If re-feeding of the three 120/208V circuits and demolition of the old upstairs MDP becomes the extent of the project, will full design still be required?

This is the anticipated design solution: 208/120V three phase four wire power shall be derived from the existing basement service via a new breaker. A new 208/120V power panel will be installed either in the basement electric room or on the first deck in the vicinity of the panel being demolished. Existing branch circuits will be intercepted to support five (5) existing downstream power panels. Four (4) of these panels are less than 100A capacity and one (1) is no larger than

225A capacity. The new panel shall also have additional capacity for growth as outlined in the RFP

Plans and specifications will be required for the demolition and new work.

49. Can we assume that all circuits that were not currently on at the site visit are not in use?

Yes. Powered off circuits can be assumed to be not in service.

B7TSLL REPLACE MAIN ELECTICAL DISTRIBUTION PANEL BUILDING 1 B7TSLL / 1558254

NAVAL RESEARCH LABORATORIES, CHESAPEAKE BEACH, MD

‐‐REVISION 06/18/2018‐‐ CHAPTER 1 - PROJECT DESCRIPTION

Demolish and remove the 65+ year old mixed voltage MAIN power distribution panel at

Building 1, NRL Chesapeake Bay Detachment. This power panel provided DC and multi-phase AC power to the building; much of which is now obsolete and no longer in service. However, some, conventional, low voltage AC circuitry, for building branch circuits; as well as mechanical equipment, is still fed from this location and will require re-distribution.

While maintaining building occupancy, provide and install an appropriately sized

480/277V 208/120V, three (3) phase, four (4) wire, power distribution panel, necessary overcurrent devices, step down transformer, lighting panel(s), necessary branch circuitry, grounding, cable, conduit, fittings, and any other associated parts or equipment necessary to maintain the current building systems and having no less than 25% future growth capacity in terms of both quantity and capacity of circuitry.

Demolish and remove all obsolete DC branch circuitry, troughs, wire ways, and panels within the building; as well as any associated materials or equipment as shown in supplemental drawings and photos. Any unused AC circuitry shall be demolished as well.

Restore all walls, floors, ceilings, and finishes to “like new” or to match adjacent surfaces as deemed necessary by the contracting officer and included in the contractor provided design.

It is necessary to maintain power to existing occupied areas of the building through normal work hours. Although construction activity is expected to also take place during normal hours, transfer of circuits to temporary power circuits and then back to the new main power panel is expected. Those transfers need to take place during scheduled after hour or weekend shutdowns and shall be accounted for appropriately in the contractor’s proposal.

This project requires a complete A&E design; including full plans and specifications as outlined elsewhere within this RFP.

Clarifying Notes

1) Further investigation reveals that 208/120V service is the service that shall be redistributed from the basement main power panel. Removal of 480V feeder cables and conduit from the basement main power panel to the panel being demolished will be required. Safe lock out tag out can be accomplished at the basement main power panel.

2) The 440V, 230V, and DC sections of the subject panel to be demolished do not support any active loads. The only loads supported by the subject panel are

208V/120V three phase four wire power and lighting panels. The basement main

480V power panel (to remain) supports both the subject power panel and an adjacent building.

3) This is the anticipated design solution: 208/120V three phase four wire power shall be derived from the existing basement service via a new breaker. The new panel shall also have additional capacity for growth as outlined in the RFP

4) Panels and switches to be demolished are located in 12 distinct locations identified on the attached drawings and photos. Power to these locations is through an existing trough at the ceiling and through conduit that connects the devices to the trough. The trough shall remain, but the conduit and cable shall be removed and all holes plugged appropriately. Some existing 208/120V panels that are to remain also have wiring within the trough.

5) The conduit within the walls of the SCIF area may remain, but the equipment and cables shall be removed. The conduit and wire ways will need to have soundproofing foam sprayed inside of them and then need to be sealed. It is likely that security will wish to witness this, so advanced scheduling is required. The doors on the walls of the SCIF will be removed and the walls drywall patched and painted.
