About this file
This Justification and Approval (J&A) document seeks authority to increase the contract maximum for an Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineering (A/E) services contract with Pond-Baker JV for the Naval Facilities Engineering Systems Command (NAVFAC) Washington. The contract modification will increase the contract's Not-to-Exceed (NTE) capacity from $75 million to $158 million, an $83 million increase, to execute known requirements and critical follow-on actions for task orders within the Washington, DC metropolitan area.
The contract, originally awarded on 26 May 2022, covers multi-disciplinary A/E services for industrial and research facilities, including high-security and specialized buildings. The current contract includes a 12-month base period and four twelve-month option periods, with a final option period expiring on 25 May 2027. The additional capacity is necessary to support ongoing and planned projects, particularly for Fiscal Year 2025 execution, and will enable the government to complete design efforts for mission-critical projects without delays or standalone contract awards. NAVFAC Washington is also actively competing three new A/E IDIQ contracts to mitigate future capacity needs in the region.
