SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RESPONSES TO RFIS
1 – Reference: Solicitation, section L2.b, the following statements:
“DoD SAFE Proposal Submission Guidance
NAVFAC Washington will require offerors to submit price and non-price proposals via DoD
Secure Access File Exchange Service, DoD SAFE (https://safe.apps.mil) due to the current
COVID-19 pandemic and limited office access.”, and section L3.b, the statement “b. Proposal shall be sent via FedEx to the address and date stamped to the following address and POC no later than 14:00 Eastern time on April 12, 2021.”
Comment: The statement about a physical shipment of the proposal appears to contradict the
Government’s apparent intent to allow delivery of the proposal in a manner that avoids risk of exposure to COVID-19.
Question: Is the Government’s intent for delivery of the proposal to use the DoD SAFE digital delivery method only, and to not require physical delivery of a hardcopy of the proposal?
Yes.
The following statement is hereby removed from the solicitation ““b. Proposal shall be sent via
FedEx to the address and date stamped to the following address and POC no later than 14:00
Eastern time on April 09, 2021.”
And replaced with the following:
Proposal shall be sent via DOD Safe. Request shall be sent to the Contractor Officer at least two business days prior to the proposal due date. Offeror are encourage to submit their proposal in advance to ensure adequate time for documents to upload as large files make take several minutes to hours to upload. The proposal due date is 14:00 Eastern time on April 12, 2021.”
2 – Reference: Solicitation, Section L2(a.), Volume 1 Price Proposal, TAB 1 Cover Letter, and also under Volume 2 Non-Price Proposal TAB 1 Cover Letter, the statement “The cover letter shall be signed by an employee of the offeror who has authority to approve the positions listed in the cover letter.”
Question: Would it be acceptable to the Government if an Officer of the company proposing to the Government signs the cover letters?
Answer: No. Reference Section L.2.a
3 – Reference: Solicitation, Section L2(b.), Volume 2 Non-Price Proposal, the statement “Page limit is (50 sheets of paper). Pages exceeding the one hundred twenty (50) single-sided limitations shall not be evaluated.”
Question 3-a: Was it the Government’s intent that the page limit be one hundred twenty pages for Volume 2, and if not, would the Government please increase the page count to more than 50 pages?
Answer: Reference Section L.2.b the Government is asking for 50 single-sided pages not to exceed one hundred twenty pages.
Question3-b: Are Table of Contents and index dividers and tabs included in page count?
Answer: Table of Contents and index dividers and tabs are not included in the page count.
4- Reference: Solicitation, Page 105 of 194, Section M(6), 2(a) the statement “The Offeror shall submit a narrative response that clearly details its understanding of and approach to accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standards of the Performance Work Statement.”
Question: Would the Government please clarify whether this requires a detailed explanation of how to perform each task for each specification item in the PWS? Examples would be descriptions of how to perform Divot Repair on athletic fields for Grounds Maintenance, or how to perform
Deicing Operations for Pavement Clearance.
Answer: This does not require a detailed explanation of how to perform each task. It requires a narrative that details the contractors “understanding of and approach to accomplishing the complexity and magnitude of service requirements set forth in the performance objectives”.
5 – Reference: Solicitation Section C
Comment: The solicitation makes multiple references to Section F, however we were unable to locate Section F in the solicitation.
Question: Would the Government please provide Section F of this solicitation’s PWS?
Answer: See BetaSam.gov, Section F is provided as an attachment in the solicitation.
6 – Reference: Solicitation, Schedule B, CLINs 0011 and 0012, and ATTACHMENT J-
0200000-06, ELIN Schedule.
Comment: Schedule B contains CLIN 0011 for Option – Cont. of Services Recurring, and CLIN
0012 for Option – Cont. f services Non-Recurring. Neither of these CLINs are contained in the
ATTACMENT J-200000-06, ELIN Schedule
Question: Is it the Government’s intent that offerors provide pricing in CLINs 0011 and 0012 in
Schedule B given there are no entries in Attachment J-0200000-06 ELIN Schedule for CLINs 0011 and 0012?
Answer: See revised ELINs scheduled dated 31 March 2021
7 – Reference: Solicitation – Section J, List of documents
Question: Would the Government please provide file "J-1503050-06-05 Stormwater BMP

Answer: Yes
9 – Reference: Solicitation, Page 48 of 194, 1503020, Spec Item 3
Question: The COL level is not identified for pest services in the Section C or the J section. Will the Government please define what COL level services should be performed at?
Answer: COL 3 services are to be performed in areas designated as PRESTIGE and COL 4 services are to be performed in areas designated as IMPROVED o site map J-1503050-05-01 and
1503050-05-02
10 – Reference: Solicitation, Section H.2, the statement “The Contractor must possess a current Top Secret
Facility Clearance (FCL) at the time of proposal submission to be considered for award.”
Comment: With the installation hosting sporting events and public tours during non-COVID times, a Top Secret clearance appears not to be necessary for performance of the grounds maintenance services.
Question: Would the Government please clarify whether the contractor must possess a Top
Secret clearance to be awarded the contract?
Answer: Pending.
11- Topic: Improved Grounds Mowing and Trimming, Lawn Maintenance, and Debris
Removal
Reference: Section J, pg. 60
Comment: An apparent typo: Section J states that the improved grounds consist of
109.46 turf acres and ELIN A005 shows 108.83 turf acres. Which is correct?
Additionally, ELIN A009 – Improved Grounds Lawn Maintenance and ELIN A014 –
Improved Grounds Debris Removal should match A005, correct?
Answer: Correct area is 109.46 acres for all 4 areas listed
12-Topic: Prestige Grounds Mowing and Trimming, Lawn Maintenance, and Debris
Removal
Reference: Section J, pgs. 58-59
Question: The prestige grounds listed in Section J total 115.78 turf acres while ELINs
A006 states 115.65 acres. Which quantity is correct? Additionally, ELIN A010 – Prestige

14-Topic: Prestige Grounds Shrubs
Reference: Section J, pg. 58 and 59
Question: The Section J total for prestige grounds shrubs is 22,863.6 square yards while
ELIN A017 states 22,735.6 square yards. Which quantity is correct?
Answer: Correct area is 22,863.6 square yards
15-Topic: Improved Grounds Plant Beds
Reference: Section J, pg. 60
Question: The Section J total for improved grounds plant beds is 15,377 square yards while ELIN A018 states 15,827 square yards. Which quantity is correct? Should the total
SY for A018 and A020 match similar to BUMED?
Answer: Correct area is 15,377 square yards for all three areas
16- Topic: Prestige Grounds Plant Beds
Reference: Section J, pgs. 60
Question: Section J states that prestige grounds plant beds consist of 26,840.28 square yards and ELIN A021 shows 25,965.28 square yards. Can the government explain which is correct? Should the total SY for A019 and A021 match similar to BUMED?
Answer: Correct area is 26,840.28 square yards for all three areas
17-Topic: Prestige Grounds Plant Maintenance
Reference: Section J
Question: Is there a corresponding part of Section J that matches CLIN A019 – Prestige
Grounds Plant Maintenance that shows the 26,133.28 SY?
Answer: J-1503050-06-02 is revised to reflect a total quantity of 26,840.28 SY or
Prestige Grounds Plant Maintenance. If a discrepancy is identified between the ELIN quantity and the J-1503050-06-2 attachment, the detailed quantity in J-1503050-06-2 shall govern.
18-Topic: Improved Grounds Plant and Bed Maintenance
Reference: Section J
Question: Is there a corresponding part of Section J that matches CLIN A020 –
Improved Grounds Plant Maintenance that shows the 9,450.84 SY with locations?
Answer: If a discrepancy is identified between the ELIN quantity and the J-1503050-06-2 attachment, the detailed quantity in J-1503050-06-2 shall govern.
19-Topic: Common Output Level Standards
Reference: Section J-10503050-03, pg. 52, Section C.3.1.11
Question: Section J-10503050-03 states that Bermudagrass should be maintained between 2”-3” and Fescue should be maintained between 3”-4”. Section C.3.1.11 states that Bermudagrass should be maintained at ¾”-7/8” and Fescue athletic fields should be maintained at 2”. Which is correct? Can the government supply an estimated annual mowing frequency as you have done for improved grounds (bi-weekly).
Section J-10503040-03 specifies COL level for LAWN care maintenance or areas
“designed to be maintained for aesthetic purposes”
Answer: Section C.3.1.11 specifies standards for Athletic Fields.
Contractor is expected to determine the annual mowing frequency based on grass type, climate, usage, and experience as need to meet the standards
20-Topic: Common Output Level Standards
Reference: Section J-10503050-03, pg. 54
Question: Section J-10503050-03 states that COL 3 Lawns should be maintained between 2” – 6” and mowed at least every two weeks during the growing season.
Additionally, it states that no more than one-third of the grass blade length should be cut when mowing to maintain grass health. This cannot be achieved with bi-weekly mowing.
If grass is mowed every two weeks and/or mowed when it reaches 6”, it will require more frequent mowing or taking off more than one-third of the leaf blade.
Answer: Yes – grass is to be mowed “at least every two weeks”. It is contractors responsibility to maintain a schedule based on variations in growth rates that ensures standards are meet and maintained.
21-Topic: Astroplay Fields
Reference: ELIN A030, Section C 3.1.14
Question: Section J states there are Astroplay fields in need of anti-microbial spray and maintenance however does not list the indoor faculty at Halsey Field House and Duff
Batting Cage as noted in C 3.1.14 and the associated acreage? What is this total and how often is anti-microbial spraying required?
Answer: ELIN A030 specifies average monthly cost for spraying. Frequency is as needed based on manufacturers recommendations.
Duffy – 50 sq yds
Halsey – 300 sq yds
22-Topic: Baseball and Softball Fields
Reference: Section C, 3.1.16
Question: In regards to C 3.1.16 Maintain Baseball Field, how many baseball and softball games are there each year? How many games/events encompass varsity scrimmages, club scrimmages, intra-squad, off-season, regular season, and post-season games held at Bishop Stadium. How many events are on weekends and holidays?
Answer: Fields should be maintained in a “game condition daily” for all practice and game days. Game/event schedule will vary but is typical of a National Collegiate Athletic
Association NCAA Division 1 college.
23-Topic: Cross Country Trail
Reference: Section C, 3.1.17
Question: How long and wide is the cross-country trail?
Answer: Cross Country Trail is 10 miles long. Width will vary based on terrain, Average width is 5 feet.
24-Topic: Debris Removal
Reference: Section C, 3.1.4
Question: Is the contractor responsible for removing the leaves from site or is there a green waste area on site?
Answer: Leaves must be removed from site.
25-Topic: Pest Control
Reference: Section J, pgs. 38-39
Question: Can you confirm pest control services are COL 3 for Prestige and COL 4 for
Improved?
Answer: COL 3 services are to be performed in areas designated as PRESTIGE and
COL 4 services are to be performed in areas designated as IMPROVED o site map J-
1503050-05-01 and 1503050-05-02
26-Topic: Snow Removal
Reference: Solicitation Sections 3.1.1.2 and 3.3
Question: Sections 3.1.1.2 and 3.3of solicitation indicates that the contractor is responsible for snow removal of roads and parking lots. Section 3.1.1. – Snow Removal of the solicitation contradicts this. Can the government confirm the contractor’s specific responsibilities and associated maps?
Answer: Areas included in the snow removal requirements are detailed in the “Related
Information” section of the specifications for both 3.1.1.2 and 3.3.
The “Performance Standard” is that the “deicing material is the correct type, size, mix ratio and is spread uniformly at the specified rate over the entire width”. The surface types provided here are for example purposes only.
27-Topic: Improved Grounds Mowing
Reference: Attachment J-10503050-03, pg. 54
Question: Attachment J-10503050-03 states that COL 3 Improved Grounds can contain
“some” occurrences of debris in lawn areas under Lawn Care and “many” occurrences of debris under Vegetation Control and Removal. Since debris removal includes leaf removal, can you confirm the requirements and expectations and specify/quantify ‘some’
vs. ‘many’?
Answer: Section 3.1.4 provides specifications and standards for debris removal.
28-Topic: Six-Month Option
Reference: Section B.8 and B.12
Question: Section B.8 and B.12 state that the offeror should include pricing for a sixmonth option period however there are no ELINs for this. Without an understanding of what recurring and non-recurring services will be performed during this six-month option period, it is impossible to provide this price. Can the government provide clarification?
Answer: Reference Question 3, answer has been updated.
29-Topic: Deliverables; Deicing Material Control Plan
Reference: RFP Section F (Amendment 1)
Comment: Section F Spec 1503050/3.1.1.3 states the Deicing Material Container Plan is to be submitted with the proposal. There is no Para 3.1.1.3 in Annex 15.
Question: Does the government require a Deicing Material Container Plan with the proposal or as a post-award deliverable?
Answer: Annex 15 Para 3.2 provides specifications for the submission of the Deicing
Material Control Plan. This plan is to be submitted with the proposal to allow the government to evaluate the quality and quantity of the containers the bidder chooses to provide.
30- Topic: Font Size
Reference: Section L, L2 b. VOLUME 2: NON-PRICE PROPOSAL (Page 97)
Question: The instructions for 12-point font is presumably for the narrative? What size font is acceptable for graphics (figures/tables), captions, and text within headers/footers
(e.g. company name, disclosure statement, page numbers)?
Answer: The Government will accept 9-point font in Times New Roman.
31-Topic: Page Count - Volume 2
Reference: Section L, L2 b. VOLUME 2: NON-PRICE PROPOSAL (Page 97)
Question: Can you please clarify if any of the following are considered in the page count: TABS and Dividers, Table of Contents, Table of Figures, Abbreviations-
Acronyms, Compliance/Cross-Reference Matrix; EMR, DART and TRC Reports
(Factor-3 Safety); Certificate of Insurance (Section C., Annex 2, Para 2.3.5), the Planned
Pesticide Use Sheets with SDS (Section C., Annex 15, 2.3.5, and Section F, Page 98);
and any Amendments that require signed copies (RFP Section L.2b. Tab 1, iv).
Answer: None of the above items will be considered to go against the page count except
Table of Content and Table of Figures.
32-Topic: Planned Pesticide Use Sheets with Labels and Safety Data Sheets
Reference: Section C., Annex 15, 2.3.5, and Section F (Amendment 1), Page 4
Comments: Annex 15 states: “The Contractor shall maintain a book of labels and Safety
Data Sheets (SDSs) for pesticides they use or intend to use and have it readily available for the KO’s inspection at all times.” Section F. states the Pesticide Use Sheets and SDSs are to be submitted with the proposal; such a deliverable is 15-plus pages.
Question: Will the government accept the Use Sheets and SDSs as a post-award deliverable?
Answer: No, submission of SDSs document will not go against the total page count.
33-Topic: Section M. Factor 2 Technical Approach
Reference: M.6 (2)(a) Page 105
Comment: The reference states, “Each of the six components below must be tabbed in the technical proposal and discussed separately:” However, there are only five components listed.
Question: If not a typo, what is the sixth component to address? Are these components considered and to be addressed as Sub-Factors? In lieu of physical one-page TABs, will it be acceptable to start each discussion as a new Section or Paragraph on a new page and appropriately titled within the Table of Contents?
Answer: In Section M, the Government has proposed five components not six. There is no six component to address.
34-Topic: Volume 2 Factor 2 Technical Approach; Quality Management Plan
Reference: Section F. 2.6.7.1 QMP; and Section M.6 (2)(a)(iv) and (2)(b)5., Page 106
Comment: Section F. declares the QMP as a post-award deliverable (within 15-days after award); the Factor 2 Quality Control basis for evaluation refers to a Quality Control
Plan (our QCP is 40 pages with inspection schedules, checklists, etc.).
Question: Can you please confirm the requirement is to briefly address the topics as stated in M.6(2)(b)5 and that a QCP remains as a post-award deliverable?
Answer: Yes – requirement is to briefly address the topics as stated in M.6(2)(b)5 and the
QCP is a post award deliverable
35-Topic: Volume 2 Factor 2 Technical Approach; Key Personnel
Reference: Section M.6, (2) 1(ii), and 2.b.2., Pages 105-6
Comment: The requirements area to provide job descriptions, quals, and responsibilities for each key personnel position. A complete response requires multiple pages for each position.
Questions: With respect for the page-limits of Volume 2, will the government accept abbreviated job descriptions and list of responsibilities? Are resumes required or desired?
Answer: Multiple questions indicate that contractors are worried about space, do we consider extending page count?
36-Topic: Volume 2 Factor 2 Technical Approach; Key Personnel
Reference: Section C. Spec 2.7, Page 20 and M.6 (2)(b)2.
Comment: 2.7 states: “Unless specifically stated below, Key Personnel responsibilities may not be combined under one position.” 2.7.1.2 states: “The Quality Manager may be the same person as the SSHO.” 2.7.1.3 states: “The SSHO may be the same person as the
PM ...” And, 2.7.1.5, ‘The Sports Turf Manager can be the PM or QM.” However, M.6
(2)(b)2 states: “Other reasons for being rated unacceptable include having the same person acting as the SSHO and the PM.” The discrepancy is obvious.
Questions: Can the PM and SSHO be the same person? Can the SSHO also be and fulfill the responsibilities of the Environmental/Energy Manager (E/EM)? Can the PM and
E/EM be the same person? In other words, can you please clarify what dual-hatted roles are acceptable? Suggest a matrix would help present the options:
Answer:
PM
QM – May not be same person as PM and must follow reporting guidelines specified
SSHO – May be same person as QM
EEM – May be part time - May be same person as PM, QM or Sports Turf Manger. Not the
SSHO
Sports Turf Manager – May be same person as PM, QM or EEM, Not the SSHO
37- Subject: Contract Value
Ref: 1) RFP B.12 Prior Contract Information, stating N40080-20-D-
2) Justification and Approval (J&A) Letter, N40080-21-J&A-0005, dated 5 Oct 2020
Comment: Ref 1) stated the estimated annual value at $2.3M, however, Ref 2) declares the total estimated award as $5,605,445.34, detailed as follows with a snapshot of the letter:
- Base Period of 31 Oct 2020 - 30 Apr 2021 ($2,761,201.64);
- Option 1 from 1 May thru 31 July 2021 ($1,422,121.84); and
- Option 2 from 1 Aug thru Oct 2021 ($1,422,121.84)
Question: Can you please confirm the estimated annual value and total contract value?
Answer: The estimated annual value and total contract value is just an estimate. The last contract awarded was for a period of performance from 31 October 2020 to 31 October 2021 which included one base for six month and two three month options. The total value including all options was $8,450,894.68.
38- Topic: Proposal Submission Questions: Per the solicitation, proposals are to be electronically submitted via DoD Secure, pg. 97:
NAVFAC Washington will require offerors to submit price and non-price proposals via DoD Secure.
However, it also states hard-copy proposals should be submitted via FedEx, pg. 98: Proposals shall be sent via FedEx to the address and date stamped to the following address and POC no later than 14:00 Eastern time on April 09, 2021. Can the government clarify submission guidelines?
Answer: Submissions should follow DOD Secure guidelines
39-Topic: Subcontractors Discussion:
Factor 1 Corporate Experience
_ Stated on page 105: “Experience of proposed subcontractors will not be considered.”
_ Stated on page 105: “If uses ... clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance on this contract.”
The linked image cannot be displ ayed. T he file may have been moved, renamed, or del eted. Verify that the link poi nts to the correct file and loc ation.
Factor 4 Past Performance
_ Stated on page 108: “The three projects shall be from the projects under Factor 1.”
_ Stated on page 108: “In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past
Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror's proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.
The RFP makes 62 references to Subcontractors and the requirements of such in the solicitation package.
The distinction between corporate (prime) experience and past performance is clear, however, to not allow subcontractor corporate experience (page 105 statement) while considering JV partner or affiliate past performance (page 143), runs counter to:
FAR 15.305(a)(2)(iii) that states: “The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.
If the limiting restriction on page 105: “Experience of proposed subcontractors will not be considered” were omitted from this solicitation, it will allow offerors to present the full team, to include a major subcontractor, and will facilitate the government’s efforts in
‘reviewing any other source of information’ (page 108).
Alternatively, on page 108, modifying the language that Factor 4 projects must be the same as those presented in Factor 1, to instead allow recent-relevant subcontractor projects admissible as one of the three examples and thereby acknowledging FAR
15.305(a)(2)(iii).
Answer: Pending
40-Question: With respect for FAR 15.305(a)(2)(iii), will the Government delete the restriction on page 105 (“Experience of proposed subcontractors will not be considered”) and allow the prime and a major subcontractor of an established teaming arrangement to collectively respond to Factors 1 and 4?
Answer: Pending
41-Topic: Evaluation Criteria
Reference: Solicitation, page 106 of 194, M6 Evaluation Criteria, (2), b, 2. Key Personnel and
C-0200000, spec 2.7.1.3
Comment: The evaluation criteria states “…Offerors who have the Quality Manager from
2.7.1.2 reporting directly to the Project manager will be rated unacceptable. Other reasons for being rated unacceptable include having the same person acting as the SSHO and the PM”.
However; the PWS C-0200000 Management and Administration, state that “The SSHO may be the same person as the project manager…” (2.7.1.3).
Question: Can the SSHO can be same person the PM?
Answer: Follow guidelines of Section C Spec 2.7.1.3
42) Question: Please show the differences between Improved and Prestige grounds on works (mowing, edging, etc...) -
Answer: ***** See COL requirements - section J10503050-03
