AMENDMENT 0008
Request for Information Solicitation: N40080-21-R-0189
64) ELIN 6 Month Option Comment: The unit cost to service that acreage should remain the same. Just as quantity services cost no less for the service being performed.
Answer: “The unit cost to service that acreage should remain the same” is not an accurate statement. The unit cost is not expected to be the same.
65) ELIN 6 Month Option
Comment: This process where the Navy leaves the annual acres amount should realistically reduce the acreage of service by 50% for a true 6 month cost.
Answer: The acreage provided is an inventory for the installation. Modifying the period of performance does not change the inventory.
66) ELIN 6 Month Option
Comment: By leaving the annual acres amount, the Navy causes the unit cost to push a little more than $500,000 EXTRA dollars back into the 6 month option that should not exist (in a realistic bid).
Answer: The government will not make any additional adjustments for this quantity.
67) ELIN 6 Month Option
Comment: Assumption is the Navy wants the contractor to reduce the cost for servicing the acreage instead of the Navy reducing the amount of service area?
Answer: A 6 month period of performance does not equate to 50% of quantity or cost for the requirement.
68) ELIN 6 Month Option
Comment: The cost for servicing this acres is not lower but the number of months which translate into the number of acres the Navy presents above for 1 year pricing should be modified as created by the Navy to capture 6 month pricing.
Answer: The installation inventory does not change. A 6 month period of performance does not equate to 50% of quantity or cost for the requirement.
69) ELIN 6 Month Option
Comment: In the last option (assumed as October through March) there would certainly not be 6 months of irrigation work but the Navy is paying for it.
Answer: At this time, GOVT anticipates a potential 6 month option period of performance to be 01NOV-30APR.
Contractor would be responsible for irrigation system requirements during that time. GOVT does not expect unit pricing for a 6 month period of performance to be identical to a 12 month period of performance.
70) ELIN 6 Month Option
Comment: In the last option (assumed as October through March) there would certainly not be 6 months of snow and ice work but the Navy is paying for it.
