About this file
This document provides responses to contractor questions on Amendment 0001 to solicitation N40008520B2528. The amendment clarifies that the sole duty of the Site Safety and Health Officer is safety and they cannot serve as the Quality Control Manager or Site Superintendent. Bidders should price all quantities listed on the unit price schedule drawing, including additive quantities. The period of performance will be adjusted from 110 days to the full time from award to the conclusion of work deadline of October 30, 2020 if awarded early enough. The coating inspector role can be fulfilled by the coating subcontractor or prime contractor. The Protection Coatings Specialist must review submittals and be on site for abrasive work, surface preparation and coating application but can perform document reviews remotely. The solicitation is for repair and coating of the exterior steel structure at the North Helix House on the Portsmouth Naval Shipyard to protect it from weathering, with no changes to the May 18 bid due date or opening.

AMENDMENT 0001
Government Responses to Requests for Information (RFIs)
1. Section 01 35 26 00.22 paragraph 1.7.1.2 states that the QCM may also act as SSHO. This is counter to recent RFPs for work under PWD Maine. Please confirm that a dedicated SSHO is not required for this project.
Answer: Per latest NAVFAC, PWD‐ME requirements: Site Superintendent may perform the duties of the Quality Control Manager. Under no circumstances can the SSHO be the QC Manager or Site Superintendent. The sole duty of the SSHO is safety.
2. Section 00 41 00 Bid Schedule does not seem to include separate lines for the "ADD" quantities on Sheet G‐102 Unit Price Schedule. How are these "ADD" quantities to be addressed in the pricing?
Answer: Bid Schedule Items that are noted to include “applicable Unit Price Quantities per Sheet G‐102…” are to include both the “Base Bid” / “Option” quantities and the “Base Bid (ADD)” / “Option (ADD)” quantities for the Base Bid or Option bid items as noted on the Bid Schedule. The intent is to include all of the quantities listed on drawing G‐102 in the project contract via the various bid items included on the Bid Schedule. The actual quantity of the items included on G‐102 (Unit Price Quantity Schedule) will be validated as noted on S‐002 during the execution of the work. The difference between actual quantities and the quantities listed on G‐102 will result in a cost adjustment utilizing the unit prices submitted on the Unit Price Form included in the Bid Schedule 00 41 00.
3. Drawing S‐502 Detail A3 describes repairs to concrete. Where are these repairs to be made and how are they to be addressed in the pricing?
Answer: Detail A3/S‐502 applies to locations identified as Keynote #1 on the structural drawings per S‐
002. Include these costs in the Bid Schedule with Item 000102.
4. Solicitation pg. 33 stipulates period‐of‐performance at 110 calendar days (Base and any Options awarded). At the time of award (if early enough to allow it), could this Period be increased to the full time from award to the firm date for conclusion of all work (30 October ‐ per Section 01 14 00.00 20 para. 1.3.b.)?
Answer: All work associated with this project must be completed by October 30, 2020 per Section 01 14 00.00 20 para. 1.3.b. The 110 calendar day “Period of Performance” assumes the contract will be awarded no later than July 10, 2020. In the event that this project is awarded prior to July 10, the Period of Performance will be adjusted to include the timeframe from award to October 30, 2020.
5. Given the limited requirements specified for CIH services, would it be allowable for the coating(s) subcontractor or the PCS to carry the CIH?
Answer: It is allowable for the CIH services to be included in either the coating subcontractor’s or the prime contractor’s scope of services.
6. Specification section 09 97 13.27 para. 1.4.6.2 lists the requirement for a Certified SSPC Protection Coatings Specialist (PCS). The last sentence of that section also notes “The PCS shall not be the designated coating inspector”. Please provide clarification for the work required by the PCS. Also, does this position require the PCS to be on site or can these document reviews be performed remotely?
N4008520B2528
Answer: The PCS shall review submittals per 09 97 13.27 para. 1.4.7, participate in Pre‐Application Meeting per 1.4.8, and be on site as required in 09 97 13.27 Part 3 to review all abrasive operations, surface preparation, and coating system application.
