This document is a Request for Information (RFI) for the N39430-25-R-0020 solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services focused on waterfront facilities inspection and assessment in CONUS Region 2 (Maryland, Virginia, and District of Columbia). The Navy's Naval Facilities Engineering Command (NAVFAC) is seeking specialized A&E firms with expertise in waterfront inspections, with a strong emphasis on diving capabilities and recent project experience.

Key RFI details include specific requirements for project submissions under Criterion 1 (Specialized Experience) and Criterion 2 (Professional Qualifications), with strict guidelines on project timelines. Projects must have completion dates no older than January 2022, though they can be started earlier. The solicitation requires joint venture members to submit up to three projects demonstrating relevant experience. Responses are to be submitted via email or DoD SAFE, and hard copies of SF-330 are not required. The government is seeking industry leaders with 95%+ experience in waterfront inspections and diving A&E services, with a focus on recent, high-quality project portfolios.

N39430-25-R-0020 – WATERFRONT FACILITIES INSEPCTION AND ASSESSMENT, CONUS Region 2

RFI #1

08 September 2025

1. Would NAVFAC consider extending the period for past performance projects from 3 years to 7 years prior to this solicitation? Expanding the window would allow firms to demonstrate a broader range or relevant experience.

Government Response:

Negative. Only recent experience is desired. Projects submitted shall not be completed than an older date of January 2022. Projects may be started from an older date than January 2022, but the completion date must not.

1. Would NAVFAC consider expanding the range of project types for specialized experience to include structural and geotechnical design, as well as DD1391 cost development and validation, for institutional federal facilities?

Government Response:

Negative. Our contracts are 95%+ waterfront inspections requiring diving A&E’s. We want the best of the best – industry leaders. As A&Es should already be able to create designs. And with regard to DD1391 – it’s item 7 within Criterion 1.

1. Criterion 1 – Specialized Experience

On page 5 of 14, in the second paragraph, the solicitation states that “… projects must be submitted for each joint venture member to depict that particular experience pertinent to this solicitation, not to exceed a total of three (3) projects for each joint venture member.” Does this requirement also apply to mentor-protégé joint ventures?

Government Response:

Yes that’s correct.

1. Criterion 2 – Professional Qualifications

On page 6 of 14, ‘Submission Requirements’, the solicitation states that project-specific experience must be “within the past three (3) years (from the date of issuance of the Synopsis/Solicitation)”. Will the project-specific experience within the past 3 years for ongoing projects be scored equally to projects that have been completed within the same timeframe?

Government Response:

Yes that’s correct. It’s the experience that’s important, not whether the job is ongoing/completed.

1. Criterion 1 – Specialized Experience

Please confirm any project used in Section F with an Award Period of Performance (PoP) end date on or after January 2022 is allowable.

Government Response:

Negative. Projects have to be starting from January 2022 onwards. That is correct. PoP end dates may be from January 2022 and onward, but end dates may not be older than January 2022.

1. Submission Please confirm that responses are to be emailed or uploaded to DoD SAFE.

Please confirm that hard copies of the SF-330 are not to be included.

Government Response:

Correct. Responses are to be emailed or uploaded to DoD SAFE. If file size constraint is an issue to provide via email for a firm, the firm shall request a DoD SAFE link prior the response due date.

Confirmed. Hard copies of the SF-330 are not to be included.

1. For Criterion 1 – Specialized Experience, will a project meet the submission requirements if the project initial task order award is completed and has been evaluated but modifications to the task order for additional work are incomplete? If so, please confirm that interim CPARS evaluations that cover the initial task order period meet the submission requirements.

Government Response:

Incomplete projects submitted for specialized experience shall be evaluated if it is wholly severable and complete from the project. Incomplete experience will not be evaluated.

Interim CPARS for completed tasking/work is acceptable as it is technically a completed CPARS. But CPARS for ongoing work will not be accepted.
