This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitations; proposals are being requested and a written solicitation will not be issued.
The solicitation number is N3943025Q0008. This solicitation is issued as a request for quotation
(RFQ) unrestricted single award with the NAICS code 513210, and size standard of
$47,000,000.00. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04.
The Naval Facilities Engineering Command (NAVFAC) has a requirement to procure software licenses, support and maintenance for SLICwave products specified in the Statement of Work
(SOW) attached.
This solicitation is issued using the statutory authority permitting other than full and open competition pursuant to 41 U.S.C.1901, Simplified Acquisition Procedures, and implemented by the Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements. The intended source is Integrated
Support Systems, Inc. (ISS) as they are the only contractor that can satisfy all requirements outlined in the SOW.
The following provisions applies to this acquisition: FAR 52.212-1, Instructions to Offerors –
Commercial Products and Commercial Services.
1) The Government requests a quote for SLICwave LC Server - 1 module, SSO Server - 1 module, SLICwave LC Base Contract - 6 users from NAVFAC EXWC, 1388-2B Base Tool -
6 users from NAVFAC EXWC, and Dual2B/0007 Rev B Capability Client - 6 users from
NAVFAC EXWC. As a minimum, please include a detailed breakdown by cost element sufficient to permit a comprehensive review and evaluation of all costs (e.g. direct labor, materials, equipment costs, subcontracts, travel, other direct costs, indirect costs, profit, etc.).
2) The Contracting Officer has determined that certified cost or pricing data is not required to be submitted by the Offeror for this effort. You are requested to provide a technical narrative that details your approach to accomplish the work under the SOW. At minimum, the technical narrative shall include sufficient detail to demonstrate the approach and assumptions to perform each task under the SOW.
3) If applicable, any lump sum costs proposed by subcontractors must be sustained with a separately attached cost breakdown. Please note that in accordance with FAR 15.404-3(b) you are required to conduct an appropriate cost or price analysis to establish the reasonableness of any proposed subcontract cost and include those results of your analysis in your quote.
4) The period of performance for the purchase order will be for one (1) year from the time of award and four (4) option years.
5) Content of Quote
A complete quote consists of a signed cover letter stating:
a) Name and address of the Offeror
b) Name, address, email, and phone number of authorized representative(s)
c) Identification of any organizational conflicts of interest
d) List of contractor assumptions
e) Statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item
f) Authorized representative’s signature.
g) CAGE Code
h) The offer must comply with all parts of the Statement of Work by submitting a proposal that demonstrates the technical ability to meet the requirement.
i) The Offeror will submit the total price of the proposed listed products/services in the format below for the base year and each option year.

The Government will evaluate the Offeror’s technical capability as it relates to how the offer conforms to the requirements stated in the SOW. If the quote meets the technical requirements, the contracting officer will determine the total price reasonableness based on one of the listed price analysis techniques in FAR 13.106-3.
