STATEMENT OF WORK
Small Form factor Supercomputer Workstation
1.0 Introduction:
NAVFAC EXWC is demonstrating the use of unmanned aircraft systems (UAS) for collection of high resolution imagery datasets, which can be used in augmented/virtual reality (AR/VR). This is part of the
FSR project “Enhancing Design and Reconstruction of Rebuilds and Contingency Engineering to
Improve Future Shore Readiness”. UAS(s) will be used to collect imagery data on sites proposed for construction and the collected data will be analyzed to generate 3-dimensional (3D) models of the sites in
AR/VR to provide an enhanced visualization experience to aid with construction contract scoping. The amount and quality of UAS-collected imagery data that is needed to properly support visualization is incredibly large. As a result, this leads to compounding data analyses demands and a requirement for significant computing power. Specialized hardware configurations are needed to meet this demand and to reduce extended hours of processing time, reducing labor costs and allow us to get data analysis products to end-users within a useable time frame. To most efficiently analyze imagery data collected by UAS, a small form factor, liquid cooled supercomputer workstation is required. Liquid cooling, when done correctly, allows for continuous computer processing at length without derogating performance due to heat buildup in both the CPU and GPU chips. On the other hand, air-cooled or lower volume liquid cooled form-factor workstations often quickly overheat, resulting in substantially slower data processing and delays in producing data products.
1.1 Objective
The objective of this contract is to procure a small form-factor (desktop) supercomputer workstation for efficient data analyses of UAS-collected data to create 3D models for AR/VR. Minimum specifications for the small form factor supercomputer workstation are described under 3.0 Performance
Requirements. The procured hardware system will be tested by NAVFAC EXWC before payment to ensure that it meets performance specifications before payment.
2.0 Requirement:
The contractor shall provide computer systems that meet the requirements below or better. The system will be used for specialized photogrammetry operations and must perform the image orthomosaicking process within acceptable limits outlined under Performance Requirements. NAVFAC EXWC will be testing the system to verify the benchmark results that the vendor submits before final payment.

3.0 Performance Requirements:
The minimum performance specifications for the form factor supercomputer include:
Minimum 28 core processor, as well as a CPU that supports 5.3 GHz clock speed
CPU MUST sustain a 5.2GHz clock speed for at least 4 hours and 5.0GHz clock speed for a period of up to 28 hours.
System must be able render the BMW in the benchmark "Blender BMW Render" (“car demo” at https://www.blender.org/download/demo-files/) in under 8 seconds
Maximum cooling capacity for performance-efficient profile is expected at length in the approximate range 20°-60°C
Workstation must remain quiet during operations, below 20-30 db (decibels) under load using more than 70% of both CPU and 70% GPU(s)
Data analysis software specifies the use of NVIDIA brands GPU’s that are CUDA-core capable
SSD sequential read/write speeds >4,000 megabytes (MB)/second(s)
RAM speeds >3200 MHz
Must have a trusted platform module (TPM) 2.0 that can run the DISA required Secure Host
Baseline (SHB)
Documentation of benchmark performance tests on processing performance and cooling of submitted systems are required for evaluation and selection of system.
As part of evaluation, NAVFAC EXWC will perform benchmark tests with Esri’s “Drone2Map” application using 1,200-2,700 20 megapixel images to perform image orthomosaicking. Two benchmark test will be performed:
1) Testing the system for graphic efficiencies with 1,200 images, where the CPU cannot fall below
5.0 GHz for greater than 1 minute during the testing period, system configuration allows for the full utilization of 40 GB of GPU memory, and image processing is completed in less than 6 hours; and
2) Conducting image processing with 2,700 images to test the cooling system and its ability to prevent CPU and GPU throttling over extended run times. Systems must pass both benchmark tests to meet the performance requirements.
NAVFAC EXWC will not be responsible for any system failure or damage during on-site benchmark testing.
