PERFORMANCE WORK STATEMENT
The Effects of Underwater Explosions on Fish II
NAVFAC EXWC
SECTION 1.0 – GENERAL
1.1. INTRODUCTION
The objective of this document is to conduct follow-on analysis of data collected under expired BAA contract N3943016C1865. Under this new contract the project solicits primarily a meta data analysis for all data collected over the three field efforts previously awarded under Contract N3943016C1865; and a criteria/threshold recommendation for when impacts to fish are reasonably expected to occur from explosive sources. The scope of the new contract needs to provide labor and services needed to execute this work—work element details are provided in Section 2. All work must be performed following applicable and appropriate Department of Defense (DOD) guidance and policy.
The duration of work under this new contract shall end on 31 December 2022. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) will administer this contract.
1.2. BACKGROUND
Navy at-sea training activities must comply with a suite of Federal environmental laws and regulations, including the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA). U.S. Navy Explosive Ordnance Disposal (EOD) team training activities can include underwater explosive charges, and additional data are needed regarding the effects of such explosives on fish. In order to quantify potential impacts to threatened and endangered species of fish, data are needed related to sizes, depths, and distances to the subjects that are relevant to Navy explosives training activities. The results of the research can be directly applied to the Navy’s analysis of explosive impacts to marine fish by providing thresholds for mortality and injury. Collecting exposure data, notably in an open-water environment, will enable criteria development using the most appropriate and accurate metrics available.
SECTION 2.0 – WORK ELEMENTS
The contractor is responsible for providing all labor and travel associated with the following work elements:
Project management to include quarterly status updates and timely invoicing.
Participation in and presentation of progress at the Living Marine Resources (LMR) In-Progress Review in 2021 and 2022.
Meta data analysis for all data collected over the three field efforts performed under Contract N3943016C1865, and an additional manuscript recommending criteria/thresholds for when impacts to fish are reasonably expected to occur from explosive sources.
