STATEMENT OF WORK
STATEMENT OF WORK
FABRICATION OF FLEET MOORING CHAIN & ACCESSORIES
1.0 BACKGROUND INFORMATION. The Naval Facilities Engineering & Expeditionary Warfare Center
(NAVFAC EXWC), Code CIOFP6 provides technical and logistical support services to the United States Navy (USN) and other Department of Defense (DoD) agencies for mooring and berthing of Fleet vessels.
Mooring materials have been previously supplied under USN centralized funding buys and inventoried based on future Fleet Mooring and customer requirements. The Fleet Mooring Inventory has provided a rapid response capability for customers since its inception. Recent historical experience over the past two decades showed the loss of centralized funding procurements for the program as procurements are done on an as-needed basis to meet emergent mooring requirements and sustainment of existing mooring systems. It is expected that future requirements for new installation, upgrades and maintenance of Fleet Moorings as well as other DoD customers will still require the fabrication of mooring chain and accessories in a timely manner.
Additionally, it is anticipated that centralized funding of procurement of mooring chain and accessories, by size, will be provided to a limited extent.
Therefore, creating an indefinite delivery, indefinite quantity (IDIQ) contract will provide the most cost effective and responsive solution for DoD customers.
Additionally, the Fleet Mooring Program still maintains several shots of mooring chain at the Port Hueneme, CA inventory site. However, a high percentage of these shots are over 25 years old in age and/or made by a manufacturer that is no longer in business. Recent post proof testing of 1 size chain indicates that the need for additional testing and re-coating of used mooring chain shots.

However, due to the sole source nature of this procurement, other than certified cost or pricing data is required to be submitted for this solicitation for the contemplated IDIQ contract.
The content of the price proposal shall be submitted in a separate volume from Volume I – Technical Proposal. No technical information shall be submitted as part of the price proposal.
The Offeror’s price proposal volume should be organized as follows:
(i) Cover letter.
(ii) Completed ELIN Schedule, Attachment 1 of the solicitation; this schedule shall be inclusive of pricing for the 6-month option period should the Government require the exercise of the option found at FAR 52.217-8. This request for pricing for the 6-month option period does not obligate the Government to exercise this extension.
(iii) A narrative describing the Offeror’s basis of estimate for each priced item in the completed ELIN schedule and the forecasted annual escalation rate for steel. The Offeror should provide supporting information to support the reasonableness of its proposed prices, which includes, but is not limited to: pricing data, cost data, and sales data. Examples of pricing data include established catalog or market prices, or any form of data on sales to commercial and Governmental end users. Sales data includes records of sales for both the proposed item and similar items where the record should include order data, such as customer name, product number, serial number, product description, sales order number, date of sale, quantity sold, and price.
(iv) The company operating financial budget for the current fiscal year and the company forecasted operating budget for next fiscal year. Each budgetary report should include the company’s name and the applicable accounting operating year.
The budgetary report should present annual amounts projected by general ledger account and/or account short description. The budgetary report should include the company’s projections for sales/revenue, cost of sales (direct costs inputs), operating expenses (overhead), general and administrative expenses and marketing and sales expenses.
If the budgetary report does not identify general ledger accounts, then the Offeror must also provide a copy of its financial chart of accounts.
If a forecasted operating budget for next fiscal year is not prepared, then state so.
(v) The company financial statement for the most recent completed 12-month financial accounting year. If the Offeror prefers, the requested company financials may also be submitted via separate email from the company’s Chief Financial Officer or via separate sealed envelope. Include the balance sheet, income statement, and related notes or management discussion and analysis, if any.
Include the cash flow statement if prepared. The submission requirements in descending order of preference are:
Compiled, review, or audited by an independent external auditor.
Company prepared financial statement.
Accounting system generated financial statement.
(vi) Completed Financial Institution/Bank Information for the Prospective Contractor, Attachment 2 of the solicitation. This information will be utilized to verify financial responsibility as required by FAR Part 9.
In addition to the above, the Government may review any other sources of information for evaluating price reasonableness. Other sources may include, but are not limited to: historical pricing previously paid by the Government for the same or similar services, Government databases and reports, trade publications or databases, Government publications, Government experts, and public resources.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete pricing information remains with the Offeror.
The Government will evaluate the reasonableness of the Offeror’s price proposal to determine that it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
In accordance with FAR 15.404-1(a)(2), a price analysis shall be used when certified cost or pricing data are not required. However, due to the sole source nature of this procurement, a cost analysis may also be used to evaluate data other than certified cost or pricing data to determine cost reasonableness or cost realism when a fair and reasonable price cannot be determined through price analysis alone for commercial or non-commercial items [FAR 15.404-1(a)(4)].
The Government will also evaluate the financial information provided by the Offeror for Factor 4 in order to verify financial responsibility as required by FAR Part 9.
The Government reserves the right to review other available sources (public/Government internal) of information in order to determine price reasonableness.
2.1 DEFINITIONS OF ADJECTIVAL RATINGS
The following adjectival ratings and definitions will be used to assign an overall rating to the technical proposal as well as future task orders under this contract.
Table 2.1.1 – Technical Acceptable/Unacceptable Rating Method Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
Table 2.1.2 – Past Performance Acceptable/Unacceptable Rating Method Adjectival Rating Description Acceptable Based on the offeror’s performance record, the Government has reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below)
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."
