All personnel responsible for developing, reviewing and approving a single source determination shall ensure that sound business judgment is applied in researching, documenting and approving such actions.
The rationale for a single source determination is not constrained by this form. If filled out electronically, the form will expand to the written narrative. If not available electronically, the drafter shall attach continuation sheets to ensure rationale is fully supported.
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION
THRESHOLD AS DEFINED IN FAR 2.101
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

ESTIMATED AMOUNT (Not exceeding $250,000): $151,000
DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Laboratory-scale treatability testing of a proposed permeable absorptive barrier (PAB) will be conducted using an aquifer cell to assess the impacts of subsurface heterogeneity and multi-dimensional flow on performance of the PAB using DoN-specific site media. The primary objective of this work is to compare and evaluate downhole delivery, retention, and adsorption capacity of PAC+polyDADMAC. Two experiments will be conducted in separate aquifer cells (1 control + 1 PAC + polyDADMAC). Measurement of PFAS concentrations in aqueous samples will be based on a custom analytical method that employs large volume injection rather than solid phase extraction. Additional requested services involve drafting and submitting an experimental plan for the 2-dimensional flow cell studies, as well as assistance with drafting and submitting technology transfer materials such as peer-reviewed publications and final project reports. Ultimately, these materials will be used to benefit Navy practitioners in their implementation of this technology at a variety of other sites that may require this specific treatment for PFAS.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
This is a research project awarded by Navy Environmental Sustainability Development to Integration (NESDI), which was approved through a competitive process amongst other Navy departments (i.e. NAVAIR, NAVSEA, NAVFAC, NIWIC). NAVFAC EXWC (EV31) collaborated with Dr.
Kurt Pennell from Brown University. These two parties jointly submitted a NESDI research proposal, which was approved based on technical merits and determined by the NESDI review committee to be best suited to complete the requested research need.
Dr. Kurt Pennell is the only expert who has experience in constructing and utilizing data from 2-D flow cells that contain polyDADMAC amended soils to evaluate downhole delivery, retention, and adsorption capacity of polyDADMAC in the subsurface.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES:
Dr. Kurt Pennell (Brown University) is critical to the success of this research project which deals with enhancing PFAS plume retardation in the subsurface:
• Dr. Pennell is the leading expert on utilizing flow cells to understand the impacts of subsurface heterogeneity on PFAS transport in the presence of a polyDADMAC amendment. To date, there are no other personnel in academia or industry that fits this specific, but necessary criteria for the intended work.
• In addition to the previously listed expertise, Dr. Pennell has developed his own in-house PFAS analytical method that is customized to fit the requirements of complex environmental matrices derived from coastal areas.
• Dr. Pennell is a Professor at Brown University’s School of Engineering. Previously, Dr. Pennell was Chair of the Department of Civil and Environmental Engineering at Tufts University, and the Bernard M. Gordon Senior Faculty Fellow in Environmental Engineering. Prior to moving to Tufts, Dr. Pennell was a Professor in the School of Civil and Environmental Engineering at the Georgia Institute of Technology and held an adjunct faculty appointment in the Department of Neurology at the Emory University School of Medicine. Dr. Pennell’s research addresses three main topics: soil and groundwater remediation, engineered nanomaterial fate and transport, and environmental toxicology. His current research focuses on in situ remediation of per- and polyfluoroalkyl substances (PFAS), environmental exposure monitoring and metabolic responses, and the use of engineered nanomaterials for subsurface characterization. Dr. Pennell has published over 150 referred journal articles and book chapters, is a registered Professional Engineer (PE), a Board Certified Environmental Engineer (BCEE), and a Fellow in the American Society of Civil Engineers (ASCE). His work has received numerous awards, including the Strategic Environmental Research and Development Program (SERDP) Project of the Year in Environmental Restoration (2006, 2012).
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE:
A jointly developed research proposal was submitted by project partners from NAVFAC EXWC (Popovic), University of Minnesota (Arnold and Simcik), Brown University (Pennell), and Jacobs Engineering (Hatton) to demonstrate that introducing polyDADMAC to PFAS source zone soils will boost subsurface PFAS retention, which will ultimately reduce the flux of contaminants migrating out of the source zone to sensitive receptors. This proposal was vetted through two rounds of competitive selection at the pre-proposal and full proposal stages, and this was finally selected to be funded, given the highly specialized expertise of each member of the project team. In the absence of even one member of this project team, the project will not be able to continue, as each member plays a critical role in the execution of the demonstration.
